Questions Addressed Solicitation: 140L6224Q0009 JO Sandhills Fence Rebuild

1. What type of mower is needed for vegetation clearing? Will removal/disposal of trees, brush, etc. be required or is it simply high grass to cut down?

a) Mowing will include the removal of shrub and brush (i.e. sagebrush and mountain shrubs) and no large trees. Suggested equipment for vegetation removal (i.e., mowing) would be a tracked skid steer with mowing attachment. The solicitation requires a mowed swath/buffer of 16 feet (8 feet on each side of the fence route).

2. Can equipment and materials be stored onsite? If so, is it secured from access and potential theft?

a) Equipment and materials can be stored on-site, however security from theft of vandalism would be the responsibility of the contractor. No such resources will be provided by the BLM.

3. Is there access to any utilities onsite? Water and electricity are the only considerations we’re seeking.

a) There is no such access to utilities. This is a rangeland worksite and there or no public utilities (water/electricity) in proximity.

4. Should teams be able to camp onsite, is there any location nearby for showers, restrooms, etc.? Can work teams come and go from the jobsite areas as they please or will there be controlled hours of access?

a) Work teams may access the project site at their convenience. Access to the project area is public and not restricted. Camping would be permitted on public lands near the project site. BLM rules and restrictions would apply. The 14-day camping limit would be waived for contractors working on this project. There are no official facilities (i.e., showers or bathrooms) in proximity to the project site. The nearest such facilities would be in the nearest towns of Baggs or Rawlins Wyoming.

5. Are there designated areas for staging of materials to be disposed of upon tear-out of the existing fence? Is the disposal required to happen incrementally or can it be completed in full upon or near completion of installation? Can roll-offs access the site for a dumpster swap if necessary?

a) A material staging area can be identified, if requested. Disposal, of old materials, will be at the contractor’s convenience and may be accomplished at once or in multiple trips if required. Access by roll-offs can be made to areas close to the project site (est. 1 – 1.5 miles).
