About this file
This document is a detailed specification for a construction project to upgrade the HVAC system at Building 314 on Moron Air Base in Spain. The project, designated QUUG 23-1024, involves replacing the existing heating, ventilation, and air conditioning system to address current deficiencies, including lack of external ventilation and issues with noise and temperature control. Key work includes minor demolition and selective renovation, installing a new Dedicated Outside Air (DOAS) unit, replacing the fire alarm control panel, implementing a new VRF (Variable Refrigerant Flow) system, and performing necessary electrical and control system upgrades.
The solicitation is specifically for local sources in Spain, with a project value between $500,000 and $1,000,000. A pre-proposal conference and site visit is scheduled for 25 July 2025, and bids must be received by 10:00 hours local time on 18 August 2025. The project requires compliance with Spanish and U.S. regulations, and contractors must be authorized to perform government works in Spain. The government notes that funds are not currently available, and the bid acceptance period should remain valid through 31 December 2025, with the potential for the solicitation to be canceled at any time.

3. Mechanical works:
3.1 Removed existing HVAC equipment
3.2 The existing duct system is to be reused and and selective demolition shall be performed in the duct system and accessories according to the drawings
3.3 Install HVAC system to cover all areas. Provide a Dedicated Outside Air
(DOAR) unit for ventilation of the whole area.
3.4 Provide Control system and TAB.
3.5 Provide Cybersecurity
3.6 Existing duct cleaning
3.7 Duct disinfection
4. Electrical works:
