STATEMENT OF WORK (SOW)

COMPLETE LABORATORY SAMPLING, TESTING, AND ANALYSIS SERVICES

OF POTABLE WATER, WASTEWATER, STORM WATER,

GROUND WATER AND DRY SLUDGE

AT DLA DISTRIBUTION SAN JOAQUIN CA

SECTION C ‐ PERFORMANCE WORK STATEMENT

SECTION C-1 INTRODUCTION

1.0.1 Background

The Defense Logistics Agency (DLA) is a United States (U.S.) Department of Defense (DoD) agency that provides worldwide logistics support for the missions of the Military Departments and the United combatant Commands under conditions of peace and war. Physical security measures are necessary at all DLA Distribution sites to protect personnel, real and personal property, resources, and information.

1.0.2 DLA Distribution San Joaquin CA (DDJC) has a requirement for a Contractor to provide Complete Laboratory Sampling, Testing, and Analysis Services of Potable Water, Wastewater, Storm Water, Ground Water and Dry Sludge.

SECTION C-2 GENERAL CONDITIONS AND REQUIREMENTS

2.0.1 This Section provides general information relating to the conditions and general requirements relating to the complete water sampling, testing and analysis services at DDJC.

2.0.2 Non-Personal Services

This is a non-personal services contract to provide laboratory analysis services for DLA Installation Support at DDJC. The Government will not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government. The Government and the Contractor understand that the services to be provided under this contract by the Contractor are non-personal services and that no employer-employee relationship exists between the Government and the Contractor. The Government may provide technical direction which will assist the Contractor in accomplishing the requirements of this SOW; however, the Government will not control the methods used by the Contractor to perform the service requirements set forth in this SOW.

2.1 GENERAL OPERATING CONDITIONS

This Section provides general information relating to the conditions of operation and general requirements relating to the water sampling, testing and analysis requirements at DLA Distribution, San Joaquin CA (DDJC).

2.2 PLACE OF PERFORMANCE

2.2.1 All services will be provided and completed for DDJC which is located 4.8 miles southeast of Tracy, CA.

2.2.2 The Contractor’s testing laboratory testing facilities shall be located within two (2) hours driving distance of DLA Distribution, San Joaquin CA in order to stay within regulatory samples hold times including the drive times to pick-up and deliver samples within business hours and emergency sampling requirements.

2.3 PERIOD OF PERFORMANCE

The period of performance for this contract will be for a one (1) year base performance period with four (4) one- year optional performance periods.

2.4 CORE DUTY HOURS AND INSTALLATION ACCESS

2.4.1 Core Duty Hours – Sampling The Contractor shall perform services required under this SOW during the operating hours of the Government activity. The DDJC Sampling hours are 7:00 AM (0700) to 2:00 PM (1400), Monday through Friday, except Federal Holidays. The Contractor is responsible for allowing sufficient time to perform all Sampling and to provide the Chain of Custody record to the Contracting Officer’s Representative (COR) or designee. on the day samples are picked up. The COR shall not be available after 2:00 PM (1400). The COR or designee will provide the Contractor a 48-hour notice for any alternative working hours changes different from core hours.

2.4.2 Due to changing traffic requirements brought on by construction, changing missions, and security concerns within the installation, access to the installation is subject to change, sometimes with little or no warning. Inbound and outbound traffic restrictions may exist.

2.4.3 The Contractor or any Contractor representative entering DoD locations to perform contract requirements shall abide by all security regulations and may be subject to security checks. Contractor personnel and property shall be subject to inspection upon entering, while on, and upon leaving the DoD locations pursuant to installation regulations.

2.5 FEDERAL HOLIDAYS

2.5.1 Federal holidays generally observed by government personnel include:

2.5.2 If the holiday falls on a Saturday, it will be observed on the preceding Friday. If the holiday falls on a Sunday, it will be observed on the following Monday. The Contractor shall not be required to perform services on these days.

2.5.3 In the event an Executive Order issued by the President of the United States declares Agencies of the Federal Government closed on a Contractor-scheduled service date, the COR or designee will advise the Contractor on whether services should be performed for that day or services should be rescheduled.

2.6 SECURITY

2.6.1 This section entails Government site security processes, procedures, and expectations.

2.6.1.1 The Contractor or any representative of the Contractor entering DoD locations to perform contract requirements shall abide by all security regulations and may be subject to security checks. This will include performing Random Antiterrorist Measures (RAMs) as directed by DLA Distribution San Joaquin Security Officer. Contractor personnel and property shall be subject to search and seizure upon entering, while on, and upon leaving the DoD locations pursuant to regulatory guidance.

2.6.1.2 All Contractor personnel shall always conduct themselves IAW acceptable business decorum. The Contractor shall remove any individual from the site whose continued presence or employment on this contract is deemed by the KO or the COR to be contrary to the public interest, deemed to adversely affect health, morale, welfare, or good order and discipline on the installation, or inconsistent with the best interests of national security. See USC Title 18, Crimes and Criminal Procedure, Part I, Crimes, Chapter 67, Military and Navy, Section 1382, and DODI 5200.08.

2.6.1.3 In the event of a strike by Contractor personnel, the Contractor shall be responsible for the cost of any increased security as determined necessary by the Installation or DLA Site Commander/Director.

2.6.1.4 The Contractor shall be responsible for safeguarding all Government property provided for Contractors to use. At the close of each work period, Government facilities, equipment, and material shall be secured.

2.6.1.5 The Contractor shall ensure the physical security of all Government property, accountable property or information provided under this contract is secured and protected against

Observed Federal Holidays theft, sabotage, or other acts constituting illegal destruction. The Contractor and its personnel shall comply with all DoD and DLA regulatory guidance:

a. DLA Physical Security Manual

b. DLAM 5200.08-Vols 1 & 2; Physical Security Program

These documents shall be provided to the Contractor upon request.

2.6.1.6 The Contractor shall report any security deviation or Practices Dangerous to Security (PDS), to include Communications Security (COMSEC), Operational Security (OPSEC), Information Security (INFOSEC), etc., to the COR within one (1) hour of discovery. PDS have the potential to jeopardize the security of sensitive information and material if allowed to perpetuate. Examples include, but are not limited to, any knowing, willful, or negligent action that could reasonably be expected to result in an unauthorized disclosure of classified information; to include a loss or gain of classified material; failing to properly dispose of sensitive documents; leaving doors unsecured; and allowing unauthorized access to Security Areas such as pilferable and hazardous storage. These practices, when identified, shall be reported immediately to the COR or designee and the Contractor shall take the appropriate action that includes, but is not limited to, making changes, or providing training to ensure the security of sensitive information and material.

2.6.2 INSTALLATION ACCESS IDENTIFICATION (ID) BADGE

2.6.2.1 Every Contractor employee shall obtain and possess an Access ID Badge, as required by HSPD-12 and Directed-Type Memorandums (DTM) 08-003. The Contractor shall have each employee who is performing contract work enroll in the Defense Biometric Identification System (DBIDS) portal and submit this information to the sponsor.

2.6.2.2 The Contractor shall safeguard all ID Badges. Contractor personnel shall not share ID Badges. Each Contractor employee shall always wear the ID Card(s) conspicuously on his or her outer clothing above the waist while working on the Installation. Personnel may be challenged and removed from the work area or denied access to the host Installation if the ID Card(s) are not worn. The Contractor shall not display or use any badge as a means of personal identification outside the Installation.

2.6.2.3 In the event that a Contractor employee damages his or her ID Card, the Contractor shall report the damaged ID Badge within two (2) working hours after discovery of damage to the KO or COR or designee. The Contractor shall arrange for a replacement ID Card. The Contractor shall return all Government-furnished ID Card(s) to the Government. Contractor personnel failing to return their Government ID Card are subject to criminal charges under United States Code (USC) Title 18, Chapter 1, Section 499 and 701.

2.6.3 PHYSICAL SECURITY

To be compliant with DoD and DLA regulatory guidance, the Contractor shall ensure the physical security of all Government property to assure that any accountable inventory or information in this contract is secured and protected against theft, sabotage or other acts constituting illegal destruction. The Government will not be responsible in any way for damage to the Contractor’s supplies, materials, equipment, and property or to Contractor employees’ personal belongings that are damaged or destroyed by fire, theft, accident, or other disaster.

2.6.4 FORCE PROTECTION

Force Protection Conditions (FPCONs) may affect access to the host installations and Distribution Center. The FPCON is established by the host installation or higher national command authorities, and the Installation Commander is responsible for implementing the proper response to progressive levels of terrorist threats. FPCONs are normally displayed at most entrance gates, building entrances and office entrances. The Contractor shall adhere to and operate IAW any restrictions imposed because of a FPCON. Measures implemented under the various levels of terrorist threat may impact the Contractor’s normal operational approach to distribution services. The Contractor shall ensure that distribution services are sustained during heightened security measures.

2.6.5 REPORTING OF CRIMINAL VIOLATIONS

The Contractor shall report immediately to the COR or designee any suspected, alleged, or actual criminal incidents.

2.6.6 AUTHORIZED VISITOR CONTROL

2.6.6.1 Authorized visitors on official business related to the contract shall obtain approval from the host installation Law Enforcement and Security Office and the COR or designee for entrance to the host installation. The Contractor shall submit a DLA Form 1818, Visitor Request Form (See Attachment) to the COR or designee at least seven (7) business days in advance for all planned off‐base visitors needing base access and shall follow the host installation policy for all visitors.

2.6.6.2 The Contractor’s procedures shall include the following:

a. Positive methods of establishing the authority for admission of visitors, as well as any limitations concerning access.

b. Positive identification of all visitors by means of personal recognition, visitor security badge, visitor permit, or other identifying credentials. The Contractor shall contact the employee, supervisor, or officer in charge to ascertain the validity of the visit.

c. Using the DLA Form 584 Visitor Register Form, (See Attachment), or Contractor equivalent form to provide a record of the identity of the visitor, the time and the duration of the visit, and other pertinent control data. The Contractor may use an automated system instead of the DLA Form 584 provided the system records, at a minimum, provide the same data included on the DLA Form 584. The Contractor shall establish procedures for recovering any visitor security badges, visitor permits, or other identifying credentials at the completion of the visit.

d. The Contractor shall not allow visits from foreign nationals to the distribution center without the written approval from the KO or COR or designee. A foreign national is defined as a person who is not a citizen or national of the United States. If approval is obtained, the Contractor shall follow the instructions for coordinating the visit IAW DLAI 5230.01 Foreign Visits and Disclosure Program. (See Attachment)

2.7 TERMS AND ACRONYMS: DoD DICTIONARY

• The term “Contractor” as used in this SOW refers to any Contractor or Sub-Contractor personnel performing services for this contract.

2.8 RESOURCE REQUIREMENTS

2.8.1 AUTHORIZED PERSONNEL

2.8.1.1 GOVERNMENT PERSONNEL

a. Contracting Officer Representative (COR)

A DLA employee shall be appointed to serve as COR. An alternate COR shall be identified to act as the COR when the COR is absent or unavailable. Contact information will be provided to the Contractor upon contract award.

b. Technical Point of Contact (TPOC)

A DLA employee shall be appointed to serve as TPOC and primary contact for all physical requirements of the contract. Contact information will be provided to the Contractor upon contract award.

c. Changes to authorized personnel will be provided to the Contractor via a modification issued by the Contracting Officer (KO).

2.8.1.2 CONTRACTOR PERSONNEL

a. Contract Manager The Contractor shall designate a Contract Manager who will have full authority to act for the Contractor on all matters relating to Contractor performance under this contract. The name of this person and an alternate person who shall act for the Contractor when the manager is unavailable shall be designated and submitted in writing to the KO or COR or designee. The Contractor shall provide telephone numbers of the Contract Manager and alternate(s) who shall be available by telephone during regular core duty hours and shall be available within four (4) hours before and after regular core duty hours at the request of the KO or COR or designee. This availability pertains to On Call sampling, testing and analysis services.

b. The Contract Manager or alternate shall be available Monday through Friday, excluding federal holidays, during regular working hours to meet on the installation as required by the COR or designee. The Contract Manager shall be available while work is being performed for the duration of the contract. The Contract Manager has the authority to resolve problems, allocate resources, manage personnel, and monitor operation performance taking direction from the Government to ensure complete satisfaction. In the performance of these duties, the Contractor shall possess the basic knowledge and skills required to plan, control, manage, and be responsible for the successful completion of the work and shall be qualified to be the Contractor’s on-site supervisor and POC for Government representatives.

c. The Contract Manager shall be able to provide overall supervision for Contractor employees to include, but not limited to, planning and managing the project professionally, ensuring that work is scheduled properly to obtain maximum use of resources; ensuring that accurate and timely reports are provided; applying effective supervision to prevent inefficient or wasteful methods in the performance of the labor-hour services ordered; ensure cost saving factors and quality controls are used to ensure work is performed as scheduled, and at a fair and reasonable cost.

2.8.2 GOVERNMENT-FURNISHED SUPPORT SERVICES

2.8.2.1 Government telephones shall not be used for personal reasons nor for any toll/long distance calls unless authorized by the COR or designee. Telephone access will be made available for the Contractor’s use for local calls only. Long distance and toll calls require prior authorization by the COR or designee and will be limited to credit cards only. Unauthorized calls by the Contractor will be reported to the KO for resolution.

2.8.2.2 The Contractor shall be liable for loss or damage to Government furnished property.

Compensation shall be affected either by reduced amounts owed to the Contractor or by direct payment by the Contractor. The specific method will be determined by the Government. In the case of damaged property, the amount of compensation due the Government by the Contractor shall be the actual cost of the repair, provided such amount does not exceed the economic repair value. In the case of loss or damage beyond economic repair of equipment, the amount of the Contractor’s liability shall be the depreciated replacement value of the item as determined by the Government.

2.8.2.3 Emergency Medical Services The Government will provide emergency medical treatment and emergency patient transportation service for Contractor personnel while performing work on-site. The Contractor shall reimburse the Government the cost of medical treatment and patient transportation service at the current inpatient or outpatient treatment rate as appropriate.

2.8.3 CONTRACTOR FURNISHED EQUIPMENT, MATERIALS AND SERVICES

2.8.3.1 The Contractor shall provide all equipment, materials, and services to perform the requirements of this contract.

2.8.3.2 Field testing instruments (such as those used to test pH, dissolved oxygen, and residual chlorine) may be used where indicated provided that:

a. The technician is trained in proper use and maintenance of the instrument.

b. The testing instruments shall be calibrated and serviced in accordance with manufacturer’s recommendations.

c. Field calibration reports are provided to accompany all test results.

2.8.3.3 Work Staffing The Contractor shall continuously maintain an adequate staff with suitable management expertise to assure work is scheduled and completed in accordance with these specifications. The Contractor shall maintain an adequate work force to complete work in accordance with the time and quality standards specified.

2.8.4 CONTRACTOR PERSONNEL QUALIFICATIONS AND CERTIFICATIONS

2.8.4.1 Contractor personnel must be proficient in reading and capable of communicating effectively in English. The Contractor shall assure that Contractor technical personnel completely understand the requirements of this SOW.

2.8.4.2 All work shall be performed by Contractor personnel specifically qualified, certified, and trained through the analytical laboratory to perform sampling work.

2.8.4.3 Contractor personnel shall wear required Government-furnished ID badge and be easily recognized. This may be accomplished by Contractor personnel wearing distinctive clothing bearing the name of the company and/or by wearing appropriate badges which contain the company name and employee’s name. During performance of the service requirements set forth in this SOW, all Contractor personnel shall introduce themselves or shall ensure they are introduced as Contractor employees. Contractor personnel shall also appropriately identify themselves as contractor employees in telephone conversations and in formal and informal written correspondence.

2.8.4.4 Contractor personnel shall comply with directives pertaining to operation of privately owned vehicles at the DLA Distribution site.

2.8.5 REMOVAL OF EMPLOYEES

DLA reserves the right to direct the removal of an employee, whose actions, while assigned to this contract, clearly conflict with the interests of the Government, regardless of prior clearance or adjudication status. DLA also reserves the right to direct the removal of an employee for misconduct, security violations or performance reasons. The reason for removal shall be fully documented in writing by the KO. When and if such removal occurs, the contractor shall assign alternate qualified personnel to perform the duties of this contract. This action does not relieve the contractor from total performance of the contract tasks specified herein.

2.8.7 TEST LABORATORY CERTIFICATION

2.8.7.1 The Contractor shall be certified by the California Regional Water Quality Control Board (CRWQCB) Environmental Laboratory Accreditation Program (ELAP). This is an accreditation program of environmental testing laboratories to ensure the quality of analytical data being used for regulatory purposes. Each certified laboratory is issued a certificate number for a period of two years with a list of approved fields of testing. During any contract performance period, the Contractor shall be required to maintain a valid certificate accreditation and to provide an updated certificate and list of approved fields of testing upon two (2) year expiration; inform the COR or designee if an application for an amendment to the approved fields of testing has been submitted; and inform the COR or designee if certification has been revoked under the ELAP. If a subcontractor is being used to perform the sampling analysis, the above information also applies to that subcontractor. See Section #, Deliverables.

2.8.7.1 Capability Surveillance: The Government reserves the right to check the laboratory for the purpose of verification of compliance with standards set forth in contract specifications and California Regional Water Quality Control Board (CRWCB) Certification requirements.

This right is extended to DLA Distribution San Joaquin CA’s oversight agencies - California Department of Toxic Substance Control, California Regional Water Quality Control Board, and U.S. Environmental Protection Agency.

• Capability Check Failure: If the laboratory fails the capability check, the Contractor will be assessed a charge to reimburse the Government for each succeeding recheck of the laboratory. Such costs will be deducted from the contract amounts due the Contractor.

2.8.7.2 Sampling Surveillance: The Government reserves the right to check the laboratory via split samples, performance evaluation samples, or separate samples, or separate samples performed by the Government or Government representative which may be another Contractor.

2.8.7.3 Test Laboratory Certification Standard Operating Procedures and Surveillance as well as Sampling Procedures and Surveillance shall be part of the Quality Control and Assurance Plan. See Section 4.0 Quality Control And Assurance Plan.

2.9 OTHER GENERAL GUIDANCE / REGULATION

2.9.1 ENVIRONMENTAL REGULATORY COMPLIANCE

2.9.1.1 The Contractor shall comply with all Federal, State and Local regulations as well as DLA installation rules and policies regarding the use, storage, transport and disposal of hazardous materials and wastes.

2.9.1.2 Hazardous work processes and hazardous materials utilized or generated in the performance of this contract shall be controlled and disposed of by the Contractor in a manner that is safe IAW the appropriate local, state and US Government laws and directives established for the control of those processes and materials.

2.9.1.3 The Contractor shall provide for clean-up of all hazardous and non-hazardous spills when they may occur in, around, or because of the Contractor’s operation. The Contractor shall also provide for transportation and disposal off the facility of all hazardous and non-hazardous waste products generated in the performance of this contract. The Contractor shall immediately notify the COR of any hazardous waste spills.

2.9.2 SAFETY REGULATORY COMPLIANCE

2.9.2.1 The Contractor shall conform to all applicable safety standards published in the Federal Register or any other national OSHA Public Laws 91.596.

2.9.2.2 The Contractor shall ensure employees observe all safety, traffic control, and fire prevention requirements in effect at the site.

2.9.2.3 Government safety personnel may observe Contractor operations/processes at any time on Government premises. Imminent danger situations shall be corrected on the spot; other safety issues shall be processed through the COR.

2.9.3 ENVIRONMENTAL, SAFETY, AND OCCUPATIONAL HEALTH (ESOH)

REGULATORY COMPLIANCE

2.9.3.1 The Contractor shall formulate and maintain a written Environmental, Safety, And Occupational Health Plan (ESOHP) and provide a copy of it to the COR within fifteen (15) calendar days. The written plan shall include:

a. Contractor’s responsibilities details;

b. method(s) of program implementation;

c. hazards (possible exposures) and deficiencies identification and correction methods;

• environmental monitoring and performance methods required;

• safety precautions for each hazard or hazardous activity (e.g., clothing, protective equipment, monitoring equipment, etc.)

d. Contractor personnel responsibilities for:

• protection of Government property and safety of others;

• personnel responsibilities for reporting all mishaps and exposures;

• establish procedures for reporting to correcting unsafe conditions, hazards, or practices.

The Contractor shall have a central POC for safety and health related issues. The POC shall be identified in writing to the COR. (See CDRL Attachment).

2.9.3.2 The Contractor shall ensure employees have safety education when engaged in activities involving Government facilities, personnel, or equipment.

2.9.3.3 The Contractor shall notify the COR immediately after the occurrence of all accidents and incidents resulting in either personal injury, loss of life, impact to the environment or property damage to a government facility or equipment. The Contractor shall submit a completed copy of DLA Form 1591 (See Attachment) and supplemental information within four (4) working days of the accident or incidents.

2.9.3.4 The Contractor shall require their personnel to wear all required personal protection equipment (PPE) (e.g., hearing protection, eye protection, gloves, safety boots/shoes, aprons, masks, face shields, reflective vests, safety harnesses) during the performance of this contract IAW all applicable OSHA standards.

2.9.3.5 The Contractor shall comply with all Federal, State, and local environmental laws to include but not limited to Resource Conservation and Recovery Act (RCRA), Safe Water Drinking Act (SWDA), the Clean Air Act (CAA), and Federal Facilities Compliance Act

(FFCA).

2.9.3.6 The QCAP shall be approved and signed by the Contractor Laboratory Supervisor and COR.

SECTION C-3 WORK – TASKS AND REQUIREMENTS

3.0 This Section provides information relating to the general and specific requirements and procedures relating to the required services to be performed and provided by the Contractor.

3.1 WORK - SCOPE

This Statement of Work (SOW) and contract are for the purpose of complying with various monitoring and reporting requirement of California Regional Water Quality Control Board (CRWQCB) Order Nos. 96-122 and R5-2004-0083, as well as State General Storm Water Permits. The work covered by this SOW shall include furnishing all labor, material, equipment, and services to conduct sampling and analytical testing of potable water, ground water, wastewater, dry sludge and storm water at DLA Distribution San Joaquin, CA (DDJC). The work shall be completed in strict accordance with this SOW and subject to the terms and conditions of the contract.

3.2 WORK - REIMBURSEMENT FOR RESTRICTED ACCESS

3.2.1 The Contractor shall be reimbursed for each occurrence where there are mechanical problems or no-flow conditions that prevent sampling unless a 24-hour advance notice was sent to the Contractor.

3.2.2 If a particular sampling station had mechanical problems or had no-flow conditions on a previous service call and no samples could be obtained, the Contractor is to contact COR or designee prior to attempting to obtain samples to ascertain if previous problems have been corrected. Failure to contact COR or designee prior to attempting resampling the location(s) shall result in nonpayment for those sampling event(s).

3.3 WORK - STANDARDS

3.3.1 All workmanship shall meet the standards specified herein and shall be accomplished in conformance with approved and accepted standards of the industry; all applicable DoD, DLA, local, state, and federal standards; and all applicable safety codes.

3.3.2 Standards and Orders The Contractor shall comply with U.S. Environmental Protection Agency (EPA) and CRWQCB sampling and analysis methods and standards. The following publications shall form a part of this specification:

a. U.S. EPA SW846 Test Methods for Evaluating Solid Waste, Volumes IA, IB, IC and II.

b. U.S. EPA 600 Series, Methods for Chemical Analysis of Water and Wastes and Methods for Organic Chemical Analysis of Municipal and Industrial Wastewater.

c. U.S. EPA 600/4-79-019, latest edition, Handbook for Analytical Quality Control in

Water and Wastewater Laboratories.

d. U.S. EPA 500 Series Methods for Chemical Analysis of Water (Potable) and applicable

Handbook for Analytical Quality Control.

e. California Regional Water Quality Control Board (CRWQCB) Central Valley Region

Order No. 96-122 (Waste Discharge Requirements, Monitoring and Reporting Program for Tracy Site.

f. When two or more standards apply in a situation, the most stringent standard shall govern.

3.3.3 Sample Containers The Contractor shall provide appropriate containers for samples. All containers shall be labeled accurately and descriptively. Each container shall be a U.S. EPA and/or CRWQCB approved container for the constituent being analyzed.

3.4 WORK - MANAGEMENT

The Contractor shall manage the total work effort associated with the sampling, testing and analysis services required herein to assure fully adequate and timely completion of these services.

Included in this function are a full range of management duties including, but not limited to, planning, scheduling, report preparation, establishing and maintaining records, and quality control. The Contractor shall provide an adequate staff of personnel with the necessary management expertise to assure the performance of the work in accordance with sound and efficient management practices.

3.5 WORK - SCHEDULE: SCHEDULED SERVICES

The Contractor shall comply with the Government’s sampling schedule and arrange work to cause the least interference with the normal occurrence of Government business and mission.

The Contractor shall perform scheduled services as specified herein. A Scheduled Service is defined as service required on specific day, week, month, year, or period (on-call). Scheduled sampling services shall be performed as follows:

3.5.1 Weekly Sampling

Sampling shall be done every Tuesday during the performance period. The sampling shall be done the day before if that Tuesday falls on Holiday. There shall be 52 weekly sampling events completed per performance period.

3.5.2 Bi-Weekly Sampling

Sampling shall be done every other Tuesday during the performance period. The sampling shall be done the day before if that Tuesday falls on Holiday. There shall be 26 bi-weekly sampling events completed per performance period.

3.5.3 Monthly Sampling

Sampling shall be done the first Tuesday of each month during the performance period. The sampling shall be done the day before if that Tuesday falls on Holiday. There shall be 12 monthly sampling events completed per performance period.

3.5.4 Quarterly Sampling

Sampling shall be done the first Tuesday of each of the months February, May, August, and November, during the performance period. The sampling shall be done the day before if that Tuesday falls on Holiday. There shall be 4 quarterly sampling events completed per performance period.

3.5.5 Annual Sampling

Sampling shall be done the first Tuesday of August during the performance period. The sampling shall be done the day before if that Tuesday falls on Holiday. There shall be 1 annual sampling event completed per performance period.

3.6 WORK - SCHEDULE: PERIOD OR UNSCHEDULED (ON-CALL) SERVICES

Contractor will be contacted by the COR or designee at least 24 hours prior to desired sampling date, except where specifically indicated during the performance period.

3.7 WORK - SAMPLES COLLECTION

3.7.1 Samples Collection – General Requirements

Contractor shall provide labeled containers. The Container label shall be clear, concise, and accurate to identify sampling location and constituents. Contractor shall take all required, scheduled samples unless otherwise specified. The Contractor is responsible to coordinate with the Water/Wastewater Plant Operator for access to any sampling sites if collecting samples.

3.7.2 Samples Collection Location

Sampling locations within the installation shall be designated by the COR or designee or as specified.

3.7.3 Samples Collection Coordination

The Contractor shall coordinate sampling work with the COR or designee.

WEEKLY SAMPLES COLLECTION

3.7.4 Samples Collection – Domestic Sewage Treatment Plant: Influent Monitoring

a. Weekly samples shall be collected at the same frequency and at approximately the same time as effluent samples and should be representative of the influent for the period sampled.

c. Samples shall be collected every Tuesday IAW Section 3.5.1 Weekly Sampling

3.7.5 Samples Collection – Domestic Sewage Treatment Plant: Effluent Monitoring

a. Weekly samples shall be collected at the same frequency and at approximately the same time as influent samples and should be representative of the effluent for the period sampled.

c. Samples shall be collected every Tuesday IAW Section 3.5.1 Weekly Sampling.

BI-WEEKLY SAMPLES COLLECTION

3.7.6 Samples Collection – Elevated Tank Monitoring

a. Bi-weekly samples shall be collected at the same frequency and at approximately the same time as the samples have been taken previously. Bi-weekly testing samples shall be collected concurrent with a scheduled weekly sampling event.

c. Samples shall be collected every other Tuesday IAW Section 3.5.2 Bi-Weekly Sampling.

3.7.7 Samples Collection – Potable Water Supply Monitoring - Bacteria

a. Bi-weekly samples shall be collected at the same frequency and at approximately the same time as the samples have been taken previously. Bi-weekly testing samples shall be collected concurrent with a scheduled weekly sampling event.

#8, and Well #9. Monthly testing samples shall be collected concurrent with a scheduled weekly sampling event.

3.7.9 Samples Collection – Potable Water Supply Monitoring

a. Quarterly samples shall be collected at the established sampling stations at Well #7, Well

#8, and Well #9. Quarterly testing shall be scheduled and completed in November, February, May, and August.

c. Samples shall be collected on the first Tuesday of each quarterly month IAW Section

3.1.4.4 Quarterly Sampling.

3.7.10 Samples Collection – Ground Water Monitoring

3.7.10.1 Samples shall be collected at the established sampling stations at Wells LM2, LM3, LM15 and LM79. Existing down gradient monitoring wells shall be purged at least three (3) well volumes prior to sampling. Decontamination of all well purging equipment using standard industry guidelines and procedures is required prior to sampling of each well e.g., steam-cleaning, pressure washing, detergent wash, flushing with deionized water. Purged water shall be collected and be disposed of on site in the evaporation/percolation pond adjacent to Monitoring Wells LM2 & LM3. Contractor shall provide pump to purge monitoring wells.

3.7.10.2 Quarterly testing samples shall be collected concurrent with the first Distribution System bacteriological sampling event in August; concurrent with quarterly water supply monitoring and scheduled with a weekly sampling event.

a. Quarterly testing shall be scheduled and completed in November, February, May, and

August.

c. Samples shall be collected on the first Tuesday of each quarterly month IAW Section

3.5.4 Quarterly Sampling.

ANNUAL SAMPLES COLLECTION

3.7.11 Samples Collection – Potable Water Supply Monitoring

3.7.11.1 Volatile Organic Compounds (VOCs) Annual samples shall be collected at the established sampling stations at Well #7, Well #8, and Well #9. Annual testing samples shall be collected concurrent with the first Distribution System bacteriological sampling event in August;

concurrent with quarterly water supply monitoring and scheduled with a weekly sampling event.

3.7.11.2 Disinfection By-Products Annual samples shall be collected at the established Warehouse 22 Sampling Station’s utility sink. This EDT location is identified as 3910702-900.

Annual testing samples shall be collected concurrent with the first Distribution System bacteriological sampling event in August; concurrent with quarterly water supply monitoring and scheduled with a weekly sampling event.

3.7.11.4 Samples shall be collected on the first Tuesday of each August IAW Section 3.5.5 Annual Sampling.

3.7.11.5 Contractor shall transmit test results via Electronic Data Transfer to the California Regional Water Quality Control Board (CRWQCB) using acceptable, approved software.

Copies of electronically transmitted files shall be included with lab report submittals.

ON-CALL SAMPLES COLLECTION

3.7.12 Samples Collection – System Resampling Program

3.7.12.1 Wells The Contractor shall notify COR or designee within 24 hours of a potable water sample being detected as total coliform positive. The Contractor will be notified by the COR or designee of any resampling requirement. Resamples must be taken within 24 hours of notification. The Contractor will perform well resampling which shall consist of five samples taken at the following time intervals: immediate, 30 seconds, 1 minute, 5 minutes and 15 - 30 minutes. Contractor shall notify COR or designee within 24 hours when one or more samples in repeat sample set is coliform positive and take an additional set of repeat samples within the same 24 hours. Repeat process until no coliform is detected in two (2) consecutive sample sets.

Process shall be in full compliance with Title 22, Chapter 15, Article 3 of California Code of Regulations.

b. Samples shall be collected IAW Section 3.6 Work Schedule – Period Or Unscheduled

(On-Call) Services at the discretion of the COR per regulations.

3.7.12.2 Distribution System The Contractor shall notify COR or designee within 24 hours of a potable water sample being detected as total coliform positive, and collect a repeat sample set within the same 24 hours. A repeat sample set consists of three (3) samples. One from the same location as positive sample, one collected within 5 service connections upstream from positive sample, and one collected within 5 service connections downstream. The COR or designee shall designate sampling locations. Contractor shall notify COR or designee within 24 hours when one or more samples in repeat sample set is coliform positive and take an additional set of repeat samples within the same 24 hours. Repeat process until no coliform is detected in two (2) consecutive sample sets. Process shall be in full compliance with Title 22, Chapter 15, Article 3 of California Code of Regulations.

3.7.13 Samples Collection – Disinfection Verification Program

3.7.13.1 The COR or designee shall notify Contractor within 24 hours that a sample should be collected. If possible, the sample should be scheduled and collected in coordination with other sampling events.

3.7.13.2 Samples must be picked-up within 4 business hours (7:00 AM – 3:30 PM, Monday through Friday except holidays) of notification. The Environmental Protection Office shall be notified of the test results via email as soon as results are available.

3.7.14 Samples Collection – Sludge Monitoring Program

3.7.14.1 The COR or designee shall notify Contractor within 24 hours that a sludge sample should be collected. If possible, the sample should be scheduled and collected in coordination with other sampling events.

3.7.15 Samples Collection - Storm Water Monitoring Program

3.7.15.1 The Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) Record of Decision (ROD) as it applies to the stormwater detention pond at the DDJC Tracy Site established stormwater discharge standards of 0.05 micrograms per liter [ug/L] for dieldrin and 0.1 ug/L for DDT. The ROD requires that results for these compounds be reported as trace amounts if they are detected between the method detection limit (MDL) and reporting limit (RL). MDLs for stormwater sample analyses shall be less than or equal to the discharge limits for dieldrin and DDT, and results shall be reported to the MDL. Laboratory analytical reports shall provide both MDLs and RLs.

3.7.15.2 The COR or designee shall notify Contractor within 24 hours that a storm water sample should be collected. If possible, the sample should be scheduled and collected in coordination with other sampling events.

3.8 WORK - RECORDS AND REPORTS

3.8.1 Records and Reports – Standards, Guidelines and Requirements

The sampling, testing, analysis, and reporting requirements of this SOW are necessary to fulfill the requirements of State and Federal Environmental Regulatory Agencies.

3.8.1.1 The Contractor shall maintain management, maintenance, and repair records and prepare management, maintenance, and repair reports as described and established. All records and copies of reports shall be turned over to the COR or designee as required. Please see Section 5.1.2, Deliverables Tables. A complete contract work (history) file for each sample, test, and analysis shall be maintained by the Contractor in chronological order. The Contractor shall make all work records and reports available to the COR or designee, the Contract Specialist, and the KO upon request.

3.8.1.2 Specific Reporting Regulations Format and Content of Reports shall be in accordance with California Regional Water Quality Control Board – Central Valley Region requirements and as specified herein. The Contractor shall arrange the data in tabular form so that the date, test methods, detection limits, constituents and their respective concentrations that are discernible. Contractor shall add Maximum Contaminant Levels (MCLs) set by the California Regional Water Quality Control Board, Central Valley Region, Environmental Protection Agency, and California Department of Health Services in all monitoring data reporting.

a. The Contractor shall submit one (1) copy of all required bacteriological monitoring of

Total Coliform Organisms by Presence/Absence (P/A) results directly to California Regional Water Quality Control Board in accordance with Section 64423.1 (c) (2), Title 22 of California Code of Regulations. The Contractor shall submit all other copies to the DLA Distribution San Joaquin CA Water Quality Program Manager, Environmental Protection Branch.

b. On-Call certified test results shall be included in the monthly report following the sampling event(s).

c. All reporting shall be submitted via e-communications in portable document format (pdf).

3.8.1.3 Specific Reporting Content Requirements The Contractor shall include the following data in tabular form:

a. Contract Number

b. Contract Line-Item Number (CLIN) from the Schedule of Supplies/Services

c. Laboratory Name, Address, Phone Number

d. Sampler’s Name and Signature

e. Chemist or Lab Supervisor’s Name and Signature

f. Site Name

g. Sampling Location (Bldg #, Well #, etc.)

j. Date/Time of Sampling

k. Date/Time Received by Laboratory

Note: Potable Water Supply Monitoring and Reporting Program Analysis Reports shall be transmitted via Electronic Data Transfer to the California Regional Water Quality Control Board (CRWQCB) using software and formatting deemed acceptable by CRWQCB. Electronically transmitted files copies shall be included with lab report COR or designee submittals.

3.8.1.4 The Contractor shall include a brief narrative on laboratory’s letterhead to accompany submitted reporting which includes:

a. Potable Water reports which shall be separated from Wastewater reports;

b. Samples identification;

c. Parameters analysis;

d. Sampling and testing methodologies used;

e. Any sampling, analysis, and quality control issues encountered;

f. Results summary and the results relationships to State and Federal action levels.

3.8.1.5 Chain of Custody Records Requirements The Contractor shall furnish a Chain of Custody record to the COR or designee on the day the samples are picked up. The Chain of Custody record shall have the analysis required or requested, and the Contract Line-Item Number (CLIN) from the Schedule of Services listed on each separate record.

3.8.2 Manpower Reporting

3.8.2.1 The contractor shall submit a Service Contract Report (SCR) during the annual reporting period for each fiscal year in which the contract is performed. The reporting period for contractors in System for Award Management (SAM) is generally open from mid-October to mid-December for reporting against the prior government fiscal year. SAM will only enable reporting for entities with service contracts that meet the SCR requirements at DFARS 204.1703.

3.8.2.2 Contractor entities manage their own roles within SAM. Each registered entity has at least one user with the Entity Administrator role. Users with the Entity Administrator role can assign the Service Contract Inventory (SCI) Reporter role to other users in their organization if they have established an account in SAM. The user(s) with the SCI Reporter role is/are responsible for maintaining an entity’s service contracts data.

3.8.2.3 SCI Reports are required to contain the following information annually:

a. Total Amount Invoiced

b. Prime Contractor Hours Expended

c. Tier 1 Subcontractor Information

d. Please see the latest version of the SCR Guidebook for guidance to submit an SCR during the annual reporting period.

3.8.3 Groundwater Sampling and Analysis Plan (GSAP)

3.8.3.1 The Contractor shall develop and submit a detailed written description of standard operating procedures (SOP) which shall include the following:

a. An all-inclusive equipment list used during sampling.

b. Equipment decontamination procedures.

c. Water level measurement procedures.

d. Well purging procedures which shall include a discussion of procedures to follow if three casing volumes cannot be purged.

e. Monitoring and record keeping procedures used during water level measurement and well purging to include copies of record keeping logs that will be used.

f. Purge water disposal procedures.

g. Analytical methods and required reporting limits.

h. Sample containers and preservatives descriptions.

j. Sampling standard operating procedures:

• General sampling techniques.

• Sampling logging and record-keeping procedures to include copies of record-keeping logs that will be used.

• QA/QC sampling procedures.

k. Chain of Custody procedures.

l. Sample handling and transport procedures.

3.8.3.2 The Groundwater SAP shall be used as a…
