This is a Statement of Work (SOW) for a fiber optic internet upgrade project at the Brackish Groundwater National Desalination Research Facility (BGNDRF) in Alamogordo, New Mexico, operated by the Bureau of Reclamation. The facility requires upgrading from existing DSL internet service to fiber optic connectivity to support 10 research areas conducting advanced water treatment research and technology development. The project scope includes installing approximately 800 feet of fiber optic cable from connections available at the facility entrance (owned by Tularosa Basin Communications or Century Link/Lumen) to the server room, installing wireless access points inside and outside the building, configuring a network switch and ethernet connections, and providing monthly internet service. The contractor must provide wireless coverage planning, utility locating services, and ensure compliance with OSHA Part 1926 Construction standards and Reclamation Safety and Health Standards. A site visit is scheduled for April 16, 2026, at 9 AM MST for prospective vendors to assess conditions and take measurements.

The base contract period runs from May 8, 2026, to May 7, 2027, with installation required within 60 days of award, and includes two optional renewal years. The government estimates that a 1G/1G internet system will be required to support at least 10 regular users and up to 50-100 intermittent users during outreach events. Contractors must submit key deliverables including a project schedule within 14 days of award, a recommended fiber optic routing plan within 7 days of inspection, a wireless coverage plan within 7 days of inspection, and a summary installation report with drawings and photographs within 7 days of completion. The contract requires the contractor to be shadowed at all times by government personnel, provide equipment lease or purchase options with specifications on make and model, warranty information, operation and maintenance manuals, and technical support response timeframes. Statement of Work

1.0 - Background The Bureau of Reclamation (Reclamation), Upper Colorado Basin Region, Albuquerque Area Office (AAO), is one of the largest area offices in Reclamation, reaching from the Alamosa area of southern Colorado through most of New Mexico and into west Texas. The AAO is responsible for planning, design, and construction of projects in the Brackish Groundwater National Desalination Research Facility (BGNDRF) located in Alamogordo, NM.

BGNDRF was authorized by FY 2004 Energy & Water Appropriations (Sec 210 of PL 108-137) pursuant to the Water Desalination Act (PL 104-298) and explicitly permits up to 100% federal cost-share of facility design, construction, operation, maintenance, repair, and rehabilitation.

The Brackish Groundwater National Desalination Research Facility (BGNDRF) is a federal facility that operates under the United States Department of Interior, Bureau of Reclamation (Reclamation). Established by an Act of Congress, the facility mission is to promote sustainable advanced water treatment research and technology development for inland brackish groundwater sources and, specifically, to conduct research for the development of cost-effective, robust desalination and alternative energy technologies that produce sustainable new supplies of water and power for municipal, industrial, agricultural, and environmental purposes.

The BGNDRF has a need to upgrade the existing research internet service to facilitate onsite research and other non-GSS network internet needs. The existing service uses DSL from a local internet service provider. This project will include running fiberoptic cables into the building and installing the necessary equipment inside the building to provide wired and wireless internet throughout the building and to the outdoor test pads.

2.0 - Scope

2.1 – Location and Hours of Operations Reclamation’s facility is located at 500 La Velle Road, Alamogordo, NM 88310.

Reclamation’s standard business hours are Monday through Friday from 7:30 AM to 4:30 PM MST except federal holidays.

2.2 – Site Visit Reclamation plans to hold a site visit for prospective offerors on April 16, 2026 at 9 AM MST. Vendors are encouraged to be present to take measurements and view the site conditions.

Interested vendors should inform the contract specialist on this combined synopsis/solicitation if they plan to attend the site visit. Vendors will be shadowed at all times by a government employee or designated construction inspector.

2.3 – Period of Performance The Government anticipates the contract will be awarded May 8th, 2026. The anticipated contract dates will be finalized prior to award:

Base: May 8, 2026 – May 7, 2027 (installation complete within 60 days of award) Option Year 1: May 8, 2027 – May 7, 2028 Option Year 2: May 8, 2028 – May 7, 2029 Adjustments to the schedule will be considered if parts availability are an issue or weather will impact quality and safety during the project activities/tasks.

3.0 - Objectives The purpose is to facilitate and promote advanced water treatment research and technology development at the BGNDRF. There are a total of 10 research areas located inside and outside the building. When in use these 10 research areas will be used for data transfer and remote access and control of equipment onsite. WiFi is typically the preferred mode of internet access by BGNDRF clients, but occasionally wired ethernet is utilized using existing equipment. It is expected that a switch will need to be installed indoors for connection to the existing ethernet system. Also, at least one router will need to be installed for outdoor WiFi access and multiple routers inside the building. It is possible that additional ethernet cable will need to be installed indoors. Additionally, the approved vendor must have the ability to provide a static IP for BGNDRF clients with this need. The research network to provide during outreach events at the facility where 50-100 visitors are present with a need to connect to internet.

Fiberoptic internet supplies are available at the entrance to the facility and are owned by Tularosa Basin Communications and Century Link/Lumen. The BGNDRF has an existing network (non-GSS) that can be used for ethernet connections to test areas, client offices, and wireless access points. The server room’s power outlets are connected to a UPS system with battery backup.

The current internet service has not been fully functional for at least six months, even after replacing the modem and resetting wireless access points multiple times. The WiFi inside the building has not been working for at least six months and troubleshooting has not yielded a solution. The exterior WiFi does have isolated functionality (simple data transfer for one BGNDRF system is working), but is not able to handle the BGNDRF’s client’s needs in terms of bandwidth (speed does not support data transfers or remote access and monitoring) or availability of local technical support. This WiFi network, including the associated routers, switches, and other equipment are not supported by Government IT personnel, and the facility does not have adequate staffing to install, maintain, or troubleshoot equipment.
