About this file

This document is a Site Visit Synopsis with Questions and Answers for federal contract opportunity 140R4026Q0048 – BGNDRF Research Internet Upgrade, conducted at 500 La Velle Rd, Alamogordo, NM on April 16.

The site visit covered existing telecommunications infrastructure at the Bureau of Reclamation facility, including fiber optic lines owned by Century Link/Lumen and Tularosa Basin Communications, existing conduit systems in server and electrical rooms, and an empty communications manhole with penetrations connecting to these rooms. The government indicated that vendors may use Google or Bing maps for measurements and will provide original construction drawings (E9 Site Power & Lighting Plan, A3 main building floor plan, and A4 mezzanine floor plan). Key infrastructure details include existing ethernet lines running to offices, two old unprogrammed switches, available conduit in the break room between the server room and office areas, and adequate server rack space with potential for rearrangement. Line Item 1 of the price schedule requires installation of exterior fiberoptic cable from an internet service provider to the server room, with cable length dependent on vendor arrangements with Tularosa Communications or Century Link/Lumen fiber network owners. Network capacity needs are primarily for dataloggers requiring minimal bandwidth, with one client requiring a static IP address. The old DSL service no longer functions for remote buildings, though the cause is undetermined. Photography is permitted outside electrical and server rooms, and no detailed survey or measurements could be completed during the site visit.

Figure 2. Approximate location of buried fiberoptic for Government use

Outside the electrical and server rooms is an empty manhole (labeled COMMUNICATIONS). There are penetrations that either connect to the server or electrical rooms. The vendors would need to verify prior to using. Pictures of the open manhole and conduit in the electrical and server rooms are shown in Figures 3-5.

The exterior pads were shown and the interior of the building was walked through afterwards.

Questions asked:

1. Are pictures allowed?

Government Response:

Outside the electrical and server room, pictures are allowed.

2. Is it possible to stay to take a survey and get measurements today?

Government Response:

There isn’t time to accomplish that today, however, Google or Bing maps are adequate for exterior and floor plans can be provided. Original construction drawings being uploaded include:

• E9 - Site Power & Lighting Plan with notations – shows locations of manholes visible during the tour and approximate locations of the empty communications manhole outside the electrical and server rooms.

• A3 – main building floor plan

• A4 – mezzanine floor plan

3. Are there already ethernet lines run to the offices that will connect to the switch?

Government Response:

Yes, there are existing lines. There are two old switches as well, but they have never been programmed or verified to work.

4. Is there any available conduit between the server room and office area?

Yes. A picture is provided of the conduit available in the break room.

5. Is there any available space in the server racks?

Yes. A picture is not provided due to sensitivity, however adequate space is available and additional can be made if the vendor would prefer to rearrange the existing blade servers and old switches.

6. Is the download/upload capacity need in the buildings furthest from the main building?

Government Response:

We don’t think so. Usually the need is for dataloggers, which don’t require much bandwidth. One of our clients does need a static IP address. The old DSL used to work for these areas but doesn’t anymore. The cause of the lack of functionality is not understood.

7. Would you please elaborate on Line Item No. 1, Install Fiber optic cable to server room? Are you referring to inside wiring of the building or new fiber to the building? If inside, is the distance known between the main point of entry (MPOE) and the server room, i.e., # of feet, # of floors, etc.?

Line item 1 in the price schedule refers to the exterior fiberoptic cable to be installed from one of the internet service providers to the server room. The length of the cable will depend on whether the vendor is able to secure an arrangement with the owners of the fiber network (Tularosa Communications or Century Link/Lumen).

Figure 2 above and the E9 drawing with notations show additional information.
