About this file

This Statement of Work (SOW) outlines requirements for oil sample testing of 190 transformers and 5 switches at Peterson Space Force Base in Colorado, with work to be completed within 90 calendar days starting January 22, 2025. The contractor must conduct dissolved gas analysis to test dielectric strength, moisture content, acidity, and dissolved gases in the oil samples, adhering to ASTM and IEEE standards. Testing requires weekend outages and coordination with base personnel for scheduling.

Key requirements include replacing 500 existing locks with Sterling Junior one-shot locks, submitting detailed written reports on oil analysis results, and maintaining proper environmental and hazardous material handling procedures. The contractor must be licensed in Colorado with minimum 5 years experience in transformer/high-voltage switch maintenance and testing. Work hours are 0800-1630 Monday through Friday including weekends, with site access requiring background checks submitted 15 days prior to work start. The project involves coordination with Electrical Shop Foreman Michael Herrera and Project Manager TSgt. Sainjoo, with outages requiring 14-day advance notice through Customer Service.

Statement of Work (SOW)

OIL SAMPLE TESTING

WT 13820397

Peterson Space Force Base (PSFB) Colorado 22 January 2025

1.1. GENERAL REQUIREMENTS

1.1.1. Project is to conduct an oil sample testing on 190 transformers and 5 switches at Peterson SFB. This includes 4 switches offline at the PSS (Primary Switching Station) yard and 1 switch online at the main Pete-East yard. Conduct all work in accordance with this SOW, all local, federal and USAF applicable codes.

1.1.2. Estimated Performance Time: 90 calendar days.

1.1.3. All work shall be coordinated with Micheal Herrera, Electrical Shop Foreman, 719-556-1470, micheal.herrera.2@spaceforce.mil and TSgt. Sainjoo, Project Manager, 719-556-7523, anuj.sainjoo.2@spaceforce.mil .

1.2. PROJECT SCOPE

1.2.1. Testing oil samples on transformers and switches require drawing an oil sample from the unit and testing to determine its condition. The oil is used for the purpose of insulation, and discharge stoppage and it acts as a cooling agent for the equipment itself.

1.2.2. This test involves Dissolved Gas analysis to analyze the dielectric strength, moisture content, acidity and dissolved gases in the oil. It also helps assess the condition of the oil and the equipment, identifying potential issues like insulation degradation, overheating, or contamination.

1.2.3. If oil collection is not feasible due to the equipment's configuration or condition, the contractor must inform the Project Manager. The contractor will be responsible for performing all the visual condition assessment and required lab testing of samples collected.

1.2.4. The contractor must adhere to the American Society for Testing and Materials (ASTM) and the Institute of Electrical and Electronics Engineers (IEEE) standards for all oil testing to ensure the tests are current, accurate, and in compliance with UFC-3-550-07 Operations and Maintenance (O&M) requirements.

1.2.5. Coordination with Customer Service, Electrical Shop Foreman Michael Herrera, and PM TSgt. Sainjoo is required to determine the outage schedule for each unit.

1.2.6. Testing will require weekend outages. The electrical shop may provide a detailed schedule and outage plan for oil sampling. A phased outage schedule is attached to outline the required work and proposed outage times for the contractor.

1.2.7. The contactor shall collect the oil samples only after the equipment has been fully de-energized. This process may require group outages; therefore, it is highly recommended to that multiple testing be conducted simultaneously.

1.2.8. The contactor shall be responsible for procuring 500 one-shot locks (most preferably Sterling Junior) to replace the existing locks.

1.2.9. Submit complete written reports to minimally include oil colors, dielectric strength value, presence of various gases and non-necessary impurities, insulation value and other necessary readings for oil samples.

2. UTILITY OUTAGES

2.1. Any required outages (i.e., electrical, HVAC, utilities, fire alarm, fire suppression, etc.) shall be formally requested through Customer Service at 21ces.customerserv@spaceforce.mil. Fire alarm outages should be requested 3 days ahead, while all other outages shall be requested 14 days in advance. Coordination is required with the Electrical Shop Foreman and Project Manager.

3. ENVIRONMENTAL AND HAZARDOUS MATERIAL HANDLING

3.1. If any materials used in the performance of this contract are considered hazardous; the Contractor shall follow all local, state, and federal laws for proper management or transport of said hazardous waste. All potentially hazardous materials/toxics found or identified at PSFB while executing this work will immediately be reported to 21_CES_CEIE.DISTRO@us.af.mil or David Wooten in 21 CES Environmental Section at 719-556-8412.

3.2. Ensure employees handle any hazardous materials according to federal, state, or local laws and emergency response requirements. If required, a license for employees handling of hazardous materials shall be the Contractor’s responsibility and at their expense. Report any instances of spills, leaks, and/or inadvertent release of hazardous materials to 21_CES_CEIE.DISTRO@us.af.mil or Bob Tomlinson at 719-556-6100 and Environmental Section as soon as the event occurs.

3.3. The Contractor shall contact 21st CES prior to generating any waste that is determined to be hazardous per the SDS. The Contractor is encouraged to contact 21_CES_CEIE.DISTRO@us.af.mil or Brian Smith at 719-556-6266 and Environmental Section if assistance is needed in making a waste determination.

3.4. The Contractor shall submit copies of any records showing quantities of disposed hazardous materials and/or recycled materials to 21st CES within 5 business days of disposal.

3.5. The Contractor shall comply with 5 CCR 1001-26 when sourcing any materials that produce gas emissions or contain any type of refrigerant as imposed by the Air Quality Control Commission in the state of Colorado.

4. QUALIFICATIONS AND EXPERIENCE

The contractor must be licensed in the State of Colorado and have a minimum of five years of experience in the maintenance and testing of transformers and high-voltage switches. The contractor must provide a capability statement detailing past performance and license documentation.

5. WORK SCHEDULE

5.1. The contractor shall perform all services between 0800 and 1630, Monday through Friday, as well as on weekends during the same hours. Requests to work outside these designated hours must be submitted to the Program Manager for approval. The contractor will not be able to work on federally recognized holidays or special events. If there is a special event that comes up during the hours of 0800 thru 1630, the contractor will be notified as soon as possible but the contractor should be prepared to stop work on a short notice.

6. WORK AREA ACCESS

Upon acceptance of this contract, the contractor shall complete and submit a PSFB Visitor Request to 21st CES. All PSFB Visitor Request shall be submitted no later than 15 business days prior to the first day of work. The Contractor shall coordinate EAL processing with the Project Manager. Any contractor who fails to pass a background check will not be permitted to work on the installation.

7. CLOSEOUT

7.1. Submit complete written report with proper gas analysis and di-electric insulating values of oil for all transformers and switches.
