Replace 600A Electrical Panel John Day Fossil Beds National Monument

Scope of Work Project Title: Replacement of 600 Amp Single-Phase Service Entrance Main Distribution Panel

– Maintenance Shop Location: John Day Fossil Beds National Monument, Maintenance Facility, Kimberly, OR 97848

1. Overview

This project involves the removal and replacement of the existing 600 amp Main Distribution Panel (MDP) that serves the maintenance shop. The new MDP will be a 600 amp, 120/240 volt, single-phase, 3-wire service entrance panel. This upgrade is necessary to improve safety, reliability, and code compliance while supporting current and future electrical demands.

2. Scope of Work

a. Demolition & Removal

• Safely de-energize and disconnect the existing 600 amp, 120/240V single-phase MDP.

• Remove and properly dispose of the old MDP and three (3) unit heater disconnects located on the left side of the existing panel.

• Coordinate all power shutdowns in advance with park staff and Columbia Power

Cooperative (Monument, Oregon) to ensure safe disconnection and reconnection of electrical service.

• Comply with all utility and permitting requirements.

b. New Panel Installation

• Provide and install a new 600 amp, 120/240V, single-phase, 3-wire, service entrance-rated Main Distribution Panel.

• Contractor shall determine whether a top-feed or bottom-feed configuration is required based on site conditions and conduit layout.

• Enclosure shall be NEMA 1 (indoor-rated), suitable for installation within the building's electrical/mechanical space.

• Include the following circuit breakers:

o (1) 600 amp, 2-pole main breaker o (1) 110 amp, 2-pole breaker o (2) 80 amp, 2-pole breakers o (1) 30 amp, 2-pole breaker o (3) 50 amp, 2-pole breakers o (1) 200 amp, 2-pole breaker o (1) 225 amp, 2-pole breaker

• All breakers must be molded-case, UL listed, and compatible with the panel.

c. Wiring & Termination

• Provide and install all conduit, wire, grounding, connectors, and accessories required for a complete, code-compliant installation.

• Label all circuits clearly and provide a printed circuit directory affixed to the inside of the panel door.

• Ensure all electrical connections are properly torqued and tested.

d. Testing & Commissioning

• Perform complete testing of the new panel and breakers, including:

o Voltage verification o Continuity and insulation resistance testing o Grounding and bonding verification

• Submit a final commissioning report and review findings with park staff.

e. Documentation & Deliverables

• Submit cut sheets and product submittals for panel and breakers prior to installation.

• Provide as-built drawings, updated panel schedule, and warranty documents upon project completion.

3. General Requirements

• All work must comply with the current National Electrical Code (NEC), OSHA regulations, and all applicable local, state, and federal requirements.

• Contractor must be a licensed electrical contractor in the State of Oregon.

• Coordinate all power service work with Columbia Power Cooperative and the JODA

Facility Manager.

• Complete work within 60 calendar days from the Notice to Proceed.
