About this file

This is a Statement of Work (SOW) for the Hope on the Hill Interpretive Fabrication and Installation project, issued by the Bureau of Reclamation's Lower Colorado Region for work in Boulder City, Nevada. The Contracting Officer is Larissa Bell (702-293-8528, larissa_bell@ios.doi.gov).

The work encompasses the fabrication, shipping, and installation of complete interpretive signage and footings, including welcome and orientation panels (2 units), story panels (6 sections covering BOR overview, sustainable landscaping, local water use, Boulder City history, city plans, and the BOR administration building), special story panels (3 sections on Hoover Dam, lawn evolution, and city maps), teasers/warning signs (5 units), and plant identification/warning signs (14 units). The contract period is scheduled for no more than 180 calendar days from award. Installation work is permitted between 7 a.m. and 6 p.m. seven days a week, with specific restrictions during Boulder City events (Beerfest on March 28, Spring Jamboree on May 9-10, and Damboree on July 4). The contractor must submit a proposed schedule, safety program, and site plan before mobilization. Key submittals include a Critical Path Method (CPM) schedule with activities and milestones due within 10 working days of contract award, monthly progress reports with digital photographs (minimum 16 megapixel resolution), field condition reports submitted weekly, and various product data and shop drawings coordinated with the submittal schedule. The CO/COR allows 14 working days for initial submittal review (15 working days if concurrent consultant review is required) and 10 working days for resubmittals. The contractor must coordinate all work to maintain accessibility standards under the Architectural Barriers Act and comply with environmental management practices. All work must be coordinated through the CO/COR via RFIs, which allow 10 working days for response; frivolous RFIs requesting information already in the contract documents may be returned unanswered.

INTRODUCTION

INTRODUCTION:

The Exhibit Production Specification forms part of a set of documents that together form the Contract Documents. The Contract Documents consist of the Contract, Production Specifications, Design Drawings, as well as other miscellaneous documents that describe the work associated with the contract between the Government (Owner) and the Contractor hired to complete the work. The Exhibit Production Specifications (this document) therefore form part of the legal documents of the Contract and subsequently form a cornerstone of the project design intent and quality assurance. In most cases, the Exhibit Production Specifications will override the design drawings in the event of conflicting information.

Specifications typically fall into one of three categories: performance, prescriptive and proprietary. This Exhibit Production Specification is a performance specification — the purpose of which is to delineate the requirements specific to the desired materials, products, installation procedures and quality aspects involved with the execution of the work and fulfilment of the contract.

This specification outlines for the Contractor what the final installed product must be capable of doing. The specification does not instruct the Contractor how to meet the performance requirements - only as to how the exhibit or component must function after installation. Where specific finishes, materials and or equipment is required to meet design intent, the design drawings and or supporting schedules will stipulate those requirements.

In the event the Contractor believes that a response to a RFI will cause a change to the requirements of the Contract Documents, the Contractor shall immediately give written notice to the CO/COR stating that the Contractor considers the response to be a Change Order. Failure to give written notice within 14 days shall waive the Contractor’s right to seek additional time or cost.

1. Answered RFIs shall not be construed as approval to perform extra work.

G. On receipt of CO/COR's action, update the RFI log and immediately distribute the RFI response to affected parties. Review response and notify CO/COR within 5 working days if the Contractor disagrees with the response.
