About this file

This is a Questions and Answers document for federal contract opportunity 140R3026Q0083, Administration Xeriscape Interpretive Fabrication and Installation. The document provides clarifications on project requirements, material specifications, contractor responsibilities, and pricing structure for potential bidders.

Key project parameters include a contract period not to exceed 180 calendar days from award with substantial completion required within that same timeframe, and a ten-year warranty requirement. The scope is classified as a supply requirement that includes furnish and installation, with no union labor or diversity labor requirements. All coordination occurs through the Contracting Officer's Representative (COR); no separate General Contractor is involved. The contractor is responsible for ensuring product compliance with site requirements, including concrete testing for bases and footings, and must submit a Mobilization Plan addressing phased installation, equipment usage, and protection of existing trail and vegetation per specification section 01 56 10. Material specifications allow stainless steel or aluminum as acceptable alternatives to steel and powder-coating for MTL 1 components. The designer will provide all Production-Ready graphic files and artwork; the contractor is responsible for preparing 3D models for props and castings based on provided references. Mockups, administrative time, submittals, permitting, and project management costs must be included within total pricing for applicable Contract Line Item Numbers (CLINs). Paving is included in scope for location C2 using pavers removed from the C3 Map area, with a 6' x 6' mock-up installation required at C2. As-built drawings in digital format are acceptable in lieu of physical manuals and binders for project closeout.

Questions and Answers

● Can we receive the Attachment_3_-_Price_Schedule as a spreadsheet?

o Yes

● Will there be any equipment already on site?

o No.

● What are the sizes of the ML-03 bronze tactile elements?

o Life sized (100% scale)

● MTL 1 material is labeled as steel and powder-coated. Are we able to make this as SS powder-coated to account for the weather?

o SS or aluminum would be acceptable

● Any updates on the designs for the cutouts on the special story and story panels?

o These will be finalized as part of the Production-Ready graphic files process, based on shop drawings from the Contractor.

● Will color be added to the etching in stone?

o Not indicated in the design.

● Are we capping off the A - Welcome Kiosk and B - Story Panel pillars?

o No. The structures are ‘L’ shaped

● Can we receive confirmation if there is a union labor requirement on the project?

o This is not a service requirement. This is a supply requirement that includes furnish and installation.

● Can we receive confirmation if there is a diversity labor requirement on the project?

o The requirement is for supplies only; therefore, there is no associated diversity labor requirement for this project.

● The SOW implies the role of Contractor will be to serve in a form of GC capacity, while the Design Drawings clearly delineate responsibilities between other trades (Example:

Pavers (by others)). Will there be a General Contractor to report to, or will all coordination be handled through the COR? Are they one in the same?

o All coordination is through the COR; there is no General Contractor.

● Contract period is scheduled for no more than 180 calendar days from contract award.

Should it also be assumed that substantial completion is required 180 calendar days from award?

o Yes.

● SOW says that COR will furnish one set of digital date files of drawings for use, but the

Price Schedule alludes to pricing for artwork, illustrations, map art, and photos. Is it the responsibility of the contractor to produce vector art files of all artwork? Or will the designer be providing those print and fabrication ready files? This is further elaborated on in Division 02 Graphics, but we would still appreciate clarification.

o Designer will be providing all Production-Ready graphic files and artworks

o Contractor is responsible for ensuring that products comply with site requirements. Manufacturers do not need to visit the site.

● Will the contractor selected for this scope of work be required to provide barriers around the entire perimeter of the site for the duration of the project?

● Is there a requested warranty period for this scope of work?

o Ten years

o Digital submittal of as-built drawings is acceptable.

● Regarding the Government's Manual, we will be delivering fully fabricated signage comprised of fixed components from multiple manufacturers, would it be acceptable for Contractor (DCL) to be responsible for the finished fabricated product rather than considering the manufacturers of each and every component?

o This is acceptable

● If pavers are required under this scope of work, where will the 6' x 6' mock-up be installed?

o At C2.

● Is there a specification section for C3 - Map – Boulder City? Or is "slate" all we have for specification?

o The Text and Graphics, and Drawings demonstrates the design requirements.

● Please confirm if pavers are included in this scope of work. Pavers by others indicated on page 11. If required by this contractor, is C2 the only instance?
