About this file
This is a Statement of Work (SOW) for the construction of a multifunctional facility at Camp Michel in Tema, Ghana, to serve as a warehouse, maintenance bay, classrooms, and motor pool facility for the Ghanaian Armed Forces (GAF) in support of UN peacekeeping operations. The project is funded through the Global Peace Operations Initiative (GPOI), a U.S. Department of State security assistance program.
The SOW details four main tasks: Task A (required) involves constructing a two-story administration warehouse building with maintenance bay, offices, and training classrooms; Task B (optional) requires building a 100-vehicle warehouse shed; Task C (optional) includes constructing integrated surface and road areas for container yard, parking, and perimeter road; and Task D (optional) involves constructing a facility perimeter wall with entry/exit gates and guard house. The facility must include specific features like ductless wall-mounted air conditioners, high-speed wireless internet, LED lighting, sound systems, and dry fire protection throughout. The period of performance includes 30 calendar days for pre-construction survey and 11 months for actual construction from Notice to Proceed. The location is specified at coordinates 5°43'51.4"N 0°01'37.9"W at Camp Michel, with proximity to port facilities for equipment shipping.

Statement of Work (SOW) Ghana Contingent-Owned Equipment (COE) Warehouse, Maintenance, and Motor Pool
Facility Construction Project November 1, 2024
1. GENERAL.
1.1. Background. The Global Peace Operations Initiative (GPOI) is a U.S. Department of State security assistance program focused on building international peacekeeping capacity worldwide in close collaboration with the U.S. Department of Defense (DOD). The GPOI program’s mission is to strengthen the effectiveness of UN and regional peace operations by enhancing partner countries’ capacities to prepare, deploy, and sustain peacekeepers and reinforcing UN and regional organizations’ performance and accountability frameworks.
State’s Bureau of Political Military Affairs, Office of Global Programs and Initiatives, Peace Operations Capacity Building Division (PM/GPI/POCB) serves as the GPOI Program Office.
1.2. GPOI Program Objectives.
Support partner countries’ development of critical mission capabilities
Enhance partner countries’ peace operations planning, training, and readiness competencies
Enable partner countries to conduct effective operations and sustainment
Reinforce United Nations (UN) and regional organizations’ performance and accountability frameworks
1.3. Project Context. This Statement of Work (SOW) defines requirements for a multifunctional facility that serves as a warehouse with maintenance bay, classrooms, and a motor pool that will provide the Ghanaian Armed Forces (GAF) with operational and sustainable infrastructure to support classroom training; vehicle maintenance, storage, and familiarization for Ghanaian leaders and soldiers; and storage large enough to account all key peacekeeping equipment used for pre-deployment training, in-mission support, and retrograde maintenance throughout the equipment’s life cycle. The GAF currently supports several United Nations peacekeeping missions with a total of over 2700 personnel to include troops, experts, staff officers, formed police units and police individuals to MINUSCA, UNIFIL, UNMISS, MINURSO, MINUSMA, MONUSCO, UNDOF, UNFICYP, and/or UNISFA. This multifunctional warehouse, maintenance bay, and motor pool facility construction project is in support of these peacekeepers.
1.4. Project Purpose. The overarching purpose of this project is to build the GAF’s capacity to prepare, deploy, and sustain effective enablers of peacekeeping forces in support of UN, AU, and ECOWAS mandated tasks. The site will facilitate training and familiarization on deployed equipment, storage, accountability, and maintenance of equipment (including in-mission equipment sustainment), and depot-level maintenance on equipment retrograded from mission areas. The activities in this SOW shall complement broader GPOI programming efforts and support U.S. Government (USG) peacekeeping policy priorities for Ghana and the region.
2. REQUIREMENTS.
2.1. Summary of Requirements. The Contractor shall plan, resource, design, supervise, and facilitate the construction of a multifunctional facility that serves as a warehouse and maintenance bay (with classrooms, offices, and training spaces, and an external motor pool,) at Camp Michel, the base of the First Battalion of Infantry of the Ghana Army, which is located at Tema in the Greater Accra Region of Ghana. The location the GAF has identified for this project is in the vicinity of 5◦43’51.4”N 0◦01’37.9”W. This specific location is currently an open field one street behind the base school and close to perimeter fencing. It is reachable by paved road which will facilitate transport of any equipment; location was selected for its proximity to the port which will facilitate shipping of deploying and re-deploying equipment.
