Project # NLZG242001 Front Gate Pavement Repair
STATEMENT OF WORK
FRONT GATE PAVEMENT REPAIRS
1.01 SCOPE: Asphalt concrete resurfacing and striping front gate and airfield ramp area of
Rickenbacker Air National Guard Base.
1.02 LOCATION: Rickenbacker ANGB. See site plans for location map and schematic plan.
1.03 COORDINATION: Notify 121st Civil Engineering at 614-492-4121 or contact Mr. Scott
Price at 614-492-3211 a minimum of two weeks prior to starting any work. Coordination with the 121st CES is mandatory.
1.04 GOVERNING CONSTRUCTION SPECIFICATIONS: Construction specifications referenced in this scope shall follow the Ohio Department of Transportation Construction and Material Specifications (CM&S) 2023.
1.05 MAINTENANCE OF TRAFFIC COORDINATION: The contractor shall submit in writing to Scott Price a minimum two (2) days prior to closing/impacting vehicular base traffic. A minimum of one (1) lane of traffic shall be maintained at all times on any roads impacted during construction. Additionally, the contractor is responsible for providing signage, channelizing devices, or drums for approved maintenance of traffic plans.
1.06 SUBMITTALS:
A. Bid must contain a breakdown of cost to the CLIN level.
B. Contractor shall provide a detailed schedule of construction for this project.
C. Contractor shall include with their proposal what GREEN Procurement (Re-Cycled-Bio Based Content) items which they intend to use on the contract (if applicable).

D. The following items must be submitted by the Contractor after award at the Pre- Construction Conference:
1. Contractor will provide SDS Sheets for all: concrete, glues, sealants, solvents, additives, cleaners and fuels to be used. All other substances of a flammable, corrosive and toxic nature shall be submitted as well.
2. Contractor will ensure that each of the aforementioned SDS items are listed on a Transient Organization Hazardous Material Inventory Sheet and submitted for approval prior to starting work.
3. . The contractor shall submit details on how traffic will be maintained to be approved by Base Civil Engineer and coordinated through the Base Security Forces. .
4. The contractor must submit to the engineer procedures and equipment used to prove this application rate is met.
5. . Submit a Job Mix Formula from the batch plant where the asphalt will be obtained and submit to the engineer a minimum of 2 weeks prior to starting work for approval.
6. To be turned in upon completion of work. Contractor will fill out a Solid Waste Disposal Spreadsheet, which tracks construction debris that goes to dump sites or that is recycled. (When applicable). The intent is to capture quantities and costs.
7. A complete DD1354 shall be submitted and approved upon complete before final payment.
1.07 WORK TO BE ACCOMPLISHED:
A. General Requirements: See Appendix for plan details.
1. UNDERGROUND UTILITIES
i. Due to the nature of this work, impact of underground utilities is not anticipated; however, if required coordinate with 121 CES work control regarding utility locations. Contractor is responsible for notifying OUPS along with CES work control to obtain dig permits.
2. CONSTRUCTION STAKEOUT
i. Prior to resurfacing verify pavement limits and materials that need to be temporarily relocated. Items that are required to be temporarily relocated coordinate with the 121st Civil Engineer Squadron to determine an approved location.
3. GRADING EARTHWORK / RADIUS
i. Finish the surface of excavations, embankments, and subgrades to a smooth and compact surface in accordance with the lines, grades, and cross sections or elevations of current road elevation. Provide the degree of finish for graded areas within 0.1 foot of the grades and elevations. Finish gutters and ditches in a manner that will result in effective drainage. Finish the surface of areas to be turfed to a smoothness suitable for the application of turfing materials. Repair graded, topsoiled, or backfilled areas prior to acceptance of the work, and re-established grades to the required elevations and slopes.
All work on shoulder on plan page C-501 shall be in accordance with CM&S item 203, CM&S 653, AND CM&S 659.
4. ASPHALT CONCRETE RESURFACING
i. Scope
1. The overall scope of this project is to mill 1.5” of existing asphalt concrete and repave a new 1.5” asphalt surface course.
ii. Temporary Relocation of Materials
1. The contractor is responsible for temporary relocation of existing portable barriers and concrete parking blocks. The location for temporary storage must be coordinated with the 121 Civil Engineer Squadron and restored in-kind to the original location at the front gate.
iii. Pavement Plaining Approximately 6,350 SY
1. This work consists of plaining the existing pavement and disposing of the cuttings. Plaining depth is 1.5” of the existing asphalt concrete pavement. Equipment, plaining, surfaces, and tolerances must be in accordance with the Ohio Department of Transportation CM&S item 254.
2. Base traffic is not permitted to drive on planed asphalt concrete surface.
iv. Tack Coat Approximately 570 gallons
1. Asphalt tack coat applied to the milled surface shall be in accordance with CM&S item 407. Note the required application rate for milled asphalt surface requires a rate of 0.08 to 0.09 gal/sqyd.
v. Asphalt Concrete Surface Course Approximately 255 CY
1. The contractor shall follow CM&S 400 and item 441. Provide an Asphalt Surface Course Type 1 meeting an asphalt mixture composition detailed in the specification.
2. All placement requirements shall follow CM&S 400. Compaction density requirements shall meet CM&S item 449. Provide rollers to that meet the C&MS requirements.
3. Seal all asphalt butt joints where new asphalt concrete meets old with hot applied asphalt joint filler conforming to CM&S 705.04.
5. PAVEMENT MARKINGS
i. Layout
1. A pavement marking plan has been prepared for this project. Install pavement markings, type, color, and widths are provided within the pavement markings plan. Approximately 9325 linear feet
ii. Construction
1. Pavement marking material and placement shall be with glass beads, conforming to CM&S item 644. CM&S item 644 is reference for line width, type, and color. Airfield Ramp pavement marking material and placement shall be with glass beads, conforming to CM&S item
642. CM&S item 642 is reference for line width, type, and color for Airfield Ramp.
1.08 BID SCHEDULE: Bids shall be submitted with the price broken out in two contract line numbers. (CLIN).
CLIN 0001: REMOVE, REPLACE, AND STRIPING OF FRONT GATE
CLIN 0002: AIRFIELD RAMP STRIPING
1.09 SAFETY: All precautions necessary to ensure the safety of personnel and the protection of existing equipment and structures will be strictly enforced. All additional electrical safety precautions shall be followed. All OSHA standards shall be met.
1.10 CONSTRUCTION DIRT AND DEBRIS: The contractor shall remove any dirt, debris, construction waste that collects during construction on the traveled roadways or existing pedestrian facilities on the base as directed by the Base Civil Engineer.
1.11 CONSTRUCTION STAGING OF EQUIPMENT: The contractor shall coordinate with the Base Civil Engineer appropriate locations for overnight storage/staging of construction equipement.
1.12 HAZARDOUS MATERIALS REQUIREMENTS:
HAZMAT shall not be stored on base unless with written permission from contracting officer and HMP. When Hazardous Material (HM) is to be stored for use on Rickenbacker ANGB, the contractor shall establish a hazardous material storage and distribution system that complies with all Federal, State, and Local environmental regulations.
The contractor shall register through the Contracting Officer with the base Hazardous Material Pharmacy (HMP) prior to start of work.
The contractor shall submit to the Contracting Officer for approval the following for all HM, as defined by Federal Standard 313 Table I and Table II, to be used in the accomplishment of the work / service to be provided to the government: See paragraph 1.06 Submittals
1.13 SITE CONDITIONS: Submission of a proposal by a contractor shall be considered evidence that the contractor has examined the statement of work and is satisfied as to the nature and location of the work and all matters, which can in any way affect the work or the cost of the work under the proposal. Any failure of the contractor to become acquainted with all available information, including a physical survey of the site for the proposed work will not relieve the contractor from successfully fulfilling all work that is required for a complete and acceptable job.
