About this file
This Statement of Work (SOW) details laboratory testing services for Defense Logistics Agency (DLA) Energy's petroleum products in the U.S. Territory of Guam. The contract requires a contractor-operated testing facility within Guam capable of performing comprehensive testing on various fuel types including aviation turbine fuels (Jet A/A-1, JP8, JP5), marine diesel (F-76), fuel system icing inhibitors, marine residual fuel oils, and lubrication oils. The testing must adhere to specific military specifications and standards, with multiple testing series (A, B-1, B-2, B-3, and C series) covering characteristics like appearance, density, particulate contamination, thermal stability, flash point, and other critical fuel quality metrics.
The SOW specifies strict performance requirements, including rapid turnaround times (4-24 hours depending on test complexity), sample transportation protocols, and mandatory ISO certification. The annual estimated workload varies by fuel type and location, with Guam requiring approximately 5-30 tests per series across different fuel grades. The contractor must maintain detailed plans for compliance, contingency, training, safety, and equipment maintenance, and provide monthly reporting. The testing will support DLA Energy's fuel quality assurance efforts for military installations in Guam, including Anderson AFB and DFSP Guam locations, with potential sample shipments to multiple military research laboratories across the United States.

Attachment 4: Annual Estimates by Location:
Table listed below illustrates the annual estimated work by fuel grade to be performed. Attachment 2 defines the tests that makeup a series (slate) in accordance with specifications and/or MIL-STD-3004-1. Individual test shall be requested from any test in the A, B or C series but most common will be retests following a testing failure. Due to unpredictable situations unable to state the exact tests that will be requested but a historical series average.
