7.0 TMDE CALIBRATION REQUIREMENTS
7.1 Calibration Intervals
The calibration interval for all NWS TMDE will be 12 months unless otherwise specified by the COR.
There is no “grace” period in the first 3 months of contract performance. After the first 3 months of contract performance, a 30-day ‘grace’ period past the calibration due date (with the COR’s approval) will be allowed due to unforeseen delays by the MCFs.
The above 12 month calibration interval is subject to a yearly review by the COR and some TMDE may be adjusted to longer or shorter intervals as required. In addition, some items of TMDE may be temporarily suspended or eliminated from the list in Attachment 2, Contiguous Continental U.S. (CONUS) Test, Measurement and Diagnostic Equipment (TMDE), Attachment 3, Outside Contiguous Continental U.S. (OCONUS) Test, Measurement and Diagnostic Equipment (TMDE), and Attachment 4, Special or High Power TMDE calibrated on-site or off-site for CONUS or OCONUS, after the yearly COR review.
7.2 On-site Calibration Requirements
Provide MCFs calibration services and incidental repairs on-site at each of the (??) sites listed in Attachment 6, NWS Calibration Equipment List (Equip. by Location tab).
However, there may be a change of some site locations and number of sites in the option years.
Provide MCF calibration within 2 business days of TMDE being presented to the Contractor.
The quantity breakdown of on-site calibrations is as follows:
Each Continental (contiguous) U. S. (CONUS) NWS Forecast Office site has on average about 60 items of TMDE.
The NWS Training Center (NWSTC) has approximately 200 items of TMDE.
The National Reconditioning Center (NRC) and the National Logistics Supply Center
(NLSC) has approximately 800 items of TMDE.
Some TMDE that is removed from stock by the NWS representative may have been recently calibrated. Any TMDE calibrated within the last three (3) months shall not be re-calibrated. Calibration certificates for the TMDE spares at NLSC shall be placed inside each box of TMDE.
Multiple yearly MCFs calibration visits to NLSC, NRC, and NWSTC may be required, all of which are located in the Kansas City, Missouri area.
7.3 Outside CONUS (contiguous) TMDE Calibration
Perform site visits for calibration of both NEXRAD and miscellaneous TMDE at three
(3) sites in Alaska - the Anchorage Forecast Office in Anchorage, Alaska, the Fairbanks Forecast Office in Fairbanks, Alaska, and the Juneau Forecast Office in Juneau, Alaska;
four sites in the Pacific region - the National Weather Service Warehouse in Honolulu, Hawaii, the NWS office in Hilo, HI, the NWS office in Lihue, HI and the NWS Office in Tiyan, Guam; and the Forecast Office in Carolina, Puerto Rico (see Attachment 3, Outside Contiguous Continental U.S. (OCONUS) Test, Measurement and Diagnostic Equipment (TMDE) – Alaska, Hawaii, Puerto Rico, Guam and Attachment , Special or High Power TMDE calibrated on-site or off-site for CONUS or OCONUS). Shipping of TMDE to a nearby Outside CONUS office for calibration due to unforeseen circumstances requires COR approval.
Calibration by MCF is not required at these sites. Transportable Field Calibration Units
(TFCUs) and working standards may be used at the above sites. Due to the remote locations of some TMDE at the Alaska and Pacific region sites, at least 30 days of advance notification to those sites and the COR is required prior to the calibration date.
The Contractor shall meet the requirements of paragraphs 7.5, Scheduled Off-site Calibration and 7.6, Unscheduled Off-site Calibration.
7.4 Number and Type of NWS TMDE
Attachments 2 and 5 represent the types and quantities of NWS TMDE requiring calibration. However, the exact types and quantities of NWS TMDE continually change to meet NWS support requirements. The COR will coordinate planned new acquisition of TMDE with the Contractor and provide the appropriate manufacturer and model number information. The NWS reserves the right to add to or delete items from the attachments.
7.5 Scheduled Off-site Calibration
The majority of NWS TMDE is commercial off-the-shelf (COTS) equipment and is capable of being calibrated in an MCF on-site.
Identify any type of TMDE listed in Attachments 2 and 5 that can not be calibrated by the MCFs.
Provide the list of TMDE that can not be calibrated with its pertinent information. The
COR will review the list and ascertain mission impact and not withstanding current MCFs capabilities, the NWS reserves the right to require on-site calibration for mission critical items.
One of the items that may be calibrated off-site is the Hewlett Packard 346A Noise
Source (not currently calibrated, but may be in the future). In addition, watt-meters (usually a Bird, model 43) and their associated elements may be calibrated off-site.
7.6 Unscheduled Off-site Calibration
In some cases, sites will require TMDE to be calibrated out of their normal calibration schedule or if TMDE is in use at the NWS site.
These units of NWS TMDE may be shipped to the Contractor’s fixed laboratory or current MCF(s) location for calibration. The site Point Of Contact (POC) shall request authorization and direction from the COR before sending TMDE to the Contractor for
The Contractor shall be responsible for (return) shipping charges after calibration and calibration shall be billed at the contract’s standard unit rate.
Turn-around time for these items, once received by the Contractor, shall be ten (10) business days. After calibration, when returning the TMDE to the NWS site, the Contractor shall include the calibration certificate in each container.
7.7 Inability to Calibrate NWS TMDE
The Contractor is responsible for calibrating all NWS TMDE presented for calibration. If any NWS TMDE not previously designated as an off-site calibration cannot be calibrated on-site by the Contractor due to lack of calibration standards, technical expertise, technical documentation on the MCFs, or omission by the Contractor, the Contractor shall immediately notify the COR of the Contractor’s inability or omission to calibrate the item of TMDE in order to resolve the problem.
The contractor is responsible for calibrating such NWS TMDE at the Contractor’s fixed laboratory or at another laboratory that is capable of calibrating the unit in the environment and within the precision required by this Statement of Work. If an item of NWS TMDE must be calibrated ONLY by the manufacturer, the contractor is authorized to send the NWS TMDE to the manufacturer for calibration. The turnaround time for these items from receipt by the manufacturer’s calibration facility to receipt of the item by the Government can be up to 30 days. Attachment 5 lists the current TMDE that requires calibration by the manufacturer.
8.0 SERVICE SCHEDULE AND LOCATION
Provide a detailed schedule of visits to the COR for each site listed in the equipment location attachment no later than 30 days after contract award. Equipment may not be available at a NEXRAD calibration site in the winter due to difficulty of equipment retrieval in adverse weather. The Contractor should be aware and schedule accordingly sites located in the northern U.S. and those with remote mountaintop test equipment locations (Missoula, MT; Medford, OR; Las Vegas, NV and others.).
Provide the COR with a cell phone number of each of the calibration teams.
The Contractor must be prepared to begin calibration services no later than 30 days after contract award.
All services are required to be provided at the sites listed in the equipment location attachment (except in the case described below). Site personnel will be responsible for transporting TMDE from the radar transmitter or other sites when required.
Occasionally, usually due to the TMDE being in use, a Forecast Office site may request that calibration of TMDE be performed at a radar transmitter site.
The MCFs travel to radar transmitter sites to calibrate test equipment is subject to agreement by the Contractor who may decline if travel to those sites causes them to incur additional cost.
9.0 ADVANCE NOTICE
9.1 Site Point of Contact (POC) Notification
The Contractor is required to notify the calibration site POC no less than 10 business days prior to arrival on-site so that final arrangements for site access, test equipment retrieval from remote sites, electrical power (if necessary), and parking space may be resolved.
Notification of any change in the Contractor supplied visit schedule must also be made at that time and the call will be documented (or logged) by the Contractor’s calibration team. In addition, at least two days prior to the scheduled site visit, the Contractor team will again call to confirm the date and time of the visit and log the call. The call log will identify the MCF number, name of caller, dates, times, and name of individual contacted.
Notification must be made separately with the NWS Training Center (NWSTC), National
Reconditioning Center (NRC), National Severe Storms Laboratory (NSSL), and the National Logistics Supply Center (NLSC), no less than 30 business-days prior to arrival of the MCFs to prevent interference with training, repair, or other activities at those sites.
In addition, three facilities, the National Hurricane Center, the Aviation Weather Center, and the Storm Prediction Center must be separately notified at least 10 business days in advance (so that TMDE can be co-located).
9.2 Service Delay Notice
The NWS calibration site representative is required to be notified by phone within one (1) business day and the COR or alternate COR by phone or email within two (2) business days of any changes in mobile calibration facility arrival dates(s) which deviates from the schedule in possession of the COR.

12.0 CALIBRATION PROCEDURES
Provide copies of all pertinent manufacturers’ calibration procedures manuals providing step-by-step calibration instructions, any necessary equipment handbooks/manuals, and also have copies of Standard Operating Procedures for the MCFs available.
NWS site personnel will furnish NWS calibration documentation (not commercially available) for special NWS TMDE when the COR receives written notification 15 days in advance and in writing, by the Contractor, of the need for this type of instruction book.
If requested, written procedures for each type of equipment listed in Attachments 2 and 5 will be submitted to the COR within 7 business days after contract award and approved by the COR before calibration services commence. The COR will approve or return disapproved procedures to the contractor within 14 business days after receipt. The Contractor then has an additional 7 business days to resubmit disapproved procedures for approval. No calibration services will be performed until all calibration procedures for which approval has been requested are approved by the COR.
13.0 TMDE CALIBRATION
Calibrate all TMDE submitted by comparison with traceable Working Standards of a known and greater accuracy. Corrective action shall be required when a unit of TMDE is found to be out of tolerance. Opening an instrument and adjusting internal components so that an instrument will meet required specifications is considered a normal part of the calibration process. See paragraph 5.2, Working Standards Accuracy.
13.1 TMDE Quantity Considerations
TMDE having plug-in units and multi-purpose TMDE shall be considered one (1) unit of TMDE regardless of the number of plug-in units contained in the unit. Spare plug-in units such as oscilloscope vertical amplifiers, time bases, and electronic counter plug-ins shall be considered individual units of TMDE.
13.2 TMDE Calibration Limitations
Calibrate all TMDE functions and ranges unless prior approval for limited calibration has been provided by the COR (approval may be delegated by the COR to the NWS site technical representative). Limited calibration may be authorized by the COR (or delegated authority) for the limited instrument functions and ranges used to measure key performance parameters of NWS systems. Red-tagged TMDE (paragraph 15.0, Rejection Tags) may be approved for limited calibration by the COR (or delegated authority) if functions are not deemed as critical to NWS operations.
Provide a list of functions and ranges not calibrated to the on-site technical representative when completing limited calibration. The Contractor shall provide limited calibration labels. Either the ranges, functions, etc. calibrated or the ranges, functions, etc. not calibrated, whichever is more concise, shall be recorded on the limited calibration label.
The Hewlett Packard Signal Generator, Model 8614A according to specification H06-
8614A is approved for limited calibration.
If a unit of TMDE cannot be adjusted to tolerance and requires repair other than incidental (see paragraph 15.0, Rejection Tags), the Contractor is required to attach a rejection tag and return the unit of TMDE to the NWS site.
13.3 TMDE Shipping Requirements
The Contractor is responsible for all shipping costs, from NWS site to calibration facility and returned to NWS site, and any resultant damage caused by shipping NWS TMDE which is not calibrated on-site (the exception being NWS caused failure to calibrate-see paragraph 7.6, Unscheduled Off-site Calibration).
Provide durable protective shipping containers for each NWS TMDE and package the
NWS TMDE in accordance with best commercial practices. The Contractor may utilize NWS TMDE shipping containers specifically designed for that instrument, if such containers are available at the site location and the use approved by the site POC. The use of NWS-provided containers shall not reduce the Contractor’s liability for NWS TMDE during shipment.
All transported items shall be in accordance with MIL-E-1755H(2), Method II, Level B, Intermediate Protection, dated November 2, 1992. The contractor shall pay transportation charges and have adequate insurance for the replacement value of the TMDE(s) being shipped to cover return to the contractor’s laboratory for calibration, and back to the NWS facility from which it originated. This packaging shall be such that shock and vibration incidental to shipping and handling will not affect the characteristics or factory settings of the components so as to ensure that field performance will be within specification tolerances after recalibration and final adjustment.
The Contractor shall be responsible for replacement/repair of all NWS TMDE damaged in shipment. After calibration, when returning the TMDE to the NWS site, the Contractor must pack each TMDE with its respective calibration certificate together in a separate container. Turn-around time for TMDE, located in CONUS, and authorized for off-site calibration shall be five (5) business days from Contractor receipt to site receipt.
