About this file

This document is an amendment to a solicitation for calibration services for test, measurement, and diagnostic equipment used by the National Weather Service. The amendment provides responses to vendor questions and clarifies that the solicitation is open to both large and small businesses. The contractor will be required to provide on-site inspection, testing, incidental repair, and calibration services for equipment listed in attachments to the document at both domestic and overseas National Weather Service sites. Services must be performed using ISO-certified mobile or transportable calibration facilities. The contractor must use ISO/IEC-accredited fixed laboratories for off-site calibration and comply with ANSI/NCSL standards for equipment used. The amendment does not change any other terms or deadlines in the original solicitation.

See the attached Continuation Sheet for a Complete Description of Changes

1) Solicitation Amendment P22001 is issued to provide government responses to questions submitted by interested vendors and provide Business Size Instructions to the Combined Synopsis/Solicitation.

a. Vendor Question: I need clarification on the highlighted statement for the RFP bid for National Weather Service. Our company is not a small business size company…will this affect our bid/participation? Or is this an oversight statement? Can you clarify please?

i. Government Response: The Business size is clearly an oversight statement and the solicitation is open to both large and small businesses.

b. Vendor Question: Is all NWS TMDE overdue calibration assuming a 12-month calibration interval as identified in Statement of Work paragraph 7.1 Calibration Intervals?

i. Government Response: Yes. As stated in bullet one "unless otherwise specified by the COR."

c. Vendor Question: Is this the most current workload data? If not, please provide data that indicates when calibration services were last performed and are next required for the TMDE at each site.

i. Government Response: Yes. This is the most recent workload that we have according to the current contract.

d. Vendor Question: There are also rows in this spreadsheet that are one of three different colors of text, red, blue, or black. Do these colors indicate anything that we should be aware of/consider?

i. Government Response: The colors have no specified meaning as it pertains to the contract.

e. Vendor Question: Is a TFCU trip to Pago Pago required to support these items of TMDE? If not, how are they supported?

i. Government Response: The contractor goes to Hawaii. Then all the surrounding sites ship there equipment to Honolulu for calibration including Pago Pago.

f. Vendor Question: A comparison of Attachments 2, 3, 4, and 5 with Attachment 6, Calibration Asset list tab indicates that there are 351 individual model numbers on the schedule (in Attachment 6) that are not contained on one of the solicitation Attachments 2, 3, 4, or 5. The TMDE items we identified as not being on one of the Attachments are contained in the attached spreadsheet. On which Attachment (CLIN) should these items of TMDE be included (and priced)?

i. Government Response: The 351 individual model numbers that are reffered to is undistinguishable. The items in questions need to be more specific. The listed sites and the corresponding equipment are the most up to date which also matches their respective CLIN.

2) Except for the changes made herein all other terms, conditions and provisions of the solicitation remain unchanged and in full force and effect.

END AMENDMENT P22001 TO 1305M222QNWWG0007
