Repair of Laboratory Containing Mold
Statement of Work (SOW)
Objective and Requirement:
The USDA is seeking for a qualified contractor to perform mold remediation in one of the research labs infested with black mold. The labs are in the north wing of the main building, rooms 0133 and 0137.
The work can be phased into four major parts –
1. Assessment,
2. Cleanup & removal of mold,
3. Disposal of items including infrastructure components that could not be clean or disinfected,
4. Placing of the same kind that have been removed.
Location of the Project:
Department of USDA
800 Buchanan Street, Albany, CA 94710
Description of Services.
The Contractor is recommended to visit the facility for field investigation and is responsible for comprehensive assessment of the site existing condition. Records of all visits to the facility shall be kept by the contractor and will be provided to the COR upon request.
The inspection and assessment and mitigation must be performed with a portable enclosed cubicle and engineering controls to limit the spread of dust.
The Contractor is required to completely remove and remediate existing mold in the rooms including but not limited to, underneath floors, ceiling tiles, subfloors, dark corners, inside wall cavities, HVAC systems and ventilation ducts, under sinks, along any steam lines, incubators, cabinets, non-porous materials, like metal, tile, sinks, and countertops.
When possible and cost effective, efforts should be made to remove mold by cleaning. If it is not possible to remove the mold, a complete replacement of the existing components of infrastructure is required including the ceiling tiles, piping insulation, flooring, new mechanical equipment installations, piping, and related impacts to walls, ceilings, floors, etc.
If the contractor site assessment determines that the there is a presence of lead paint and/or asbestos and other potentially hazardous or regulated substances will be disturbed during the project activities, it is the contractor responsibility perform abatement of such substances in which requires a Professional Industrial Hygienist (PIH) involvement.
The contractor shall be responsible for cleaning and removing all waste and equipment from the work area daily and upon completion of work. The site shall be kept clean and free of debris at all times. Proper disposal of the replaced material is required. Restore areas disturbed as nearly as possible to the original appearance and condition. Upon completion of the work, and prior to final inspection, the Contractor shall remove from the premises all unused material, trash, and debris resulting from the work to the satisfaction of the COR.
Existing Conditions
The condition described hereafter is based on very preliminary visual inspection. The exact extent of mold growth could not be determined, since it may be in the exhaust system, duct work, in the corner below tiles behind paint, etc. The information provided in the document is based on simple visual inspection.
A few months ago, an existing steam line passing thru two of the research labs had some leakage.
As a result, the two research labs are currently sustaining extensive infestation of what appears to be black mold. Since then, the labs have been evacuated but the labs’ equipment remains in the rooms. Currently, the steam leak is of no concern since the leakage has already been repaired.
Approximate size of the rooms combined is 1000 SF. The rooms have typical research lab cabinets and equipment. Fume hoods as well as several incubators are also present. Insulated steam pipes as well HVAC ducts are also in the room. The flooring system is composed of monolith linoleum.
Several Exhaust pipes sticking out of the ceiling tile vertically were also noted. These pipes are no more in use and inactive. Presence of black mold may be present in the HVAC duct, cabinets, below floor tiles above ceiling tiles and in the piping installation. The labs are several decades old, presence of asbestos is expected throughout the area although the project need to encounter asbestos within its scope remains unknown.
Surface testing done on 8/4/2020 indicated the presence of Stachybotrys species mold on the ceiling tiles. Additional air and surface testing needs to be done to confirm the types of mold present.
The lab spaces already have negative pressure relative to the hallway, zero recirculated air and approximately eight air changes per hour.
Coordination:
During the performance of this contract, the contractor will maintain close liaison with the COR.
If there is any unexpected risk identified during the contract, the Contractor shall coordinate with the COR immediately and submit a RFI, if warranted. The risk will be mitigated thru a Contract

The Contractor’s Service Personnel shall park vehicles in appropriate designated parking areas. Smoking is prohibited on the properties. Possession of weapons is prohibited. Enclosed containers, including tool kits, shall be subject to search. Violations of regulations may result in citation answerable in the United States (Federal) District Court, not a local district, state, or municipal court.
Government Assistance:
Government staffs are available to assist the Contractor in accessing/opening electrical equipment.
The Government will furnish a reasonable amount of electricity and water. If available, the
