About this file

This is a Statement of Work (SOW) for a Non-Recurring Maintenance project to replace aged roofing systems across four buildings at Mann-Grandstaff VA Medical Center in Spokane, Washington. The project (668-24-103) requires complete construction services including labor, materials, tools, equipment, transportation, and supervision to replace roofing systems in Buildings 1, 2, 3, and 31 within a 180 calendar-day period of performance, with work commencing on Building 2 and phasing of remaining buildings coordinated with the Government. The contractor must perform all work in accordance with attached project drawings, specifications, and Hazmat survey reports, with the SOW taking precedence in case of conflicts between documents.

Key administrative requirements include contractor provision of a secured FTP site for electronic submittals (due to 5MB VA email limitations), delivery of as-built drawings and Operation and Maintenance manuals in hard copy 3-ring binders within 30 days of substantial completion, and coordination of contractor laydown areas with the Contracting Officer's Representative during pre-construction. The contractor assumes full responsibility for all equipment and supplies, with no Government-furnished equipment provided, and must conduct independent assessments of existing conditions. The price schedule identifies a base item encompassing all SOW work as a single job lot, with four separately-priced deduct items for individual buildings listed in order of priority: Building 2 (Utility), Building 3 (Utility & Storage), Building 1 (Patient Care), and Building 31 (Patient Care), with deduct item awards subject to available funding and VA discretion.
