About this file
This is an Amendment to a Solicitation that provides clarifications and answers to 39 questions submitted by offerors in response to a roofing replacement project. The Department of Veterans Affairs, Veterans Health Administration, Veterans Integrated Service Network 20 issued this amendment on August 31, 2026, for solicitation 36C26026R0081. The project involves complete roof replacement on four buildings (Buildings 1, 2, 3, and 31) at a VA facility in Vancouver, Washington, with a base contract and four separate deduct line items priced on a lump-sum basis per building.
Key project requirements include: Building 2 completion within 75 calendar days from contract award (Utility building), with remaining buildings to be completed by 180 days from Notice to Proceed, with the flexibility to perform work on multiple buildings concurrently; installation of TPO fully adhered roofing system meeting ASCE/SEI 7 load criteria, EPA Energy Star rating, and ASTM E1980 minimum SRI 78 with CRRC-1 0.70 initial/0.75 aged reflectance; contractor-provided tapered insulation to achieve required roof slopes and R-30 average insulation; asbestos and lead-containing materials abatement performed entirely by the awarded contractor including licensed subcontractors, third-party monitoring, and all regulatory notifications; and a 20-year manufacturer's material warranty. The contractor must handle existing rooftop equipment removal, temporary storage, and reinstallation at its discretion with COR coordination, provide commissioning through manufacturer certification, manage temporary staging and laydown areas in coordination with the Contracting Officer Representative, and comply with Tier 1 background investigation requirements for personnel access. The amendment clarifies that wood nailer replacement will be on an as-needed basis, confirms no bid due date extension beyond September 8, 2026, and specifies that Building 2's 75-day clock begins at contract award rather than Notice to Proceed, with building completion milestone anticipated in early April for optimal weather conditions for adhesive applications.

The purpose of this Amendment is to provide answers to the timely questions received in response to the solicitation.
1. Question: The drawing details and pictures don’t depict existing or new parapet wall wood nailers. Please confirm if these are required.
Answer: Replacement of wood nailers will be on an as-needed basis dependant on discovered condition during tear-off.
2. Question: The bid due date follows Labor Day. Is it possible to receive a bid due date extension? We are suggesting a couple days more – maybe out to September 10th.
Answer: The offer response date will not be extended.
3. Question: Project completion is slated for 180 days with Building 2 being performed within the first 75 days likely before December 31st. The remaining 105 days would result in tear off & fully adhered roofing performed in the worst winter months. Is it possible to extend the overall project duration to 270 days?
Answer: Building 2 must be held to the 75-day deadline. Remaining buildings can be postponed to spring of next year.
4. Question: There are two specifications referencing coping & edge metals which are not congruent with each other or the drawing details. Please confirm which one governs this project.
Answer: Contractor shall follow the specifications for this item. All coping/edge metals that will be visible at project completion must match existing campus color scheme.
5. Question: Please provide as-built structural & architectural drawings for each building/roof area. If none are available, please confirm existing structural roof deck slopes.
Answer: Upon award of contract, contractor may request additional as-built drawings.
6. Question: Are there any underground tunnels or equipment load limitations in the area between Building 1 and Building 31?
Answer: There is a walkable tunnel that connects the southernmost corner of building 1 to building 12, it can be seen from the surface as a raised mound in the grass and sidewalk. There is a non-walkable steam tunnel that runs from bldg 1 to 12 and is directly between bldg 1 and 31. Exact locations will be coordinated with COR at start of project.
7. Question: Given an anticipated award date of 12/7 (9/8+90 calendar days), required submittal timelines (15 working days), and material delivery timelines (estimated at 6-8 weeks) the 75-calendar day (from project award) milestone for building 2 does not appear achievable given the product temperature requirements for the specified system and historical weather patterns. Will the government amend this to 75 days following NTP, with NTP anticipated in early April? This would allow for weather conditions within the allowable temperatures for adhesive applications.
Answer: See answer #3.
8. Question: Will we be allowed to work multiple buildings concurrently? For instance, could we have crews working on both buildings 2 and 3 simultaneously?
Answer: Yes
9. Question: Are the existing roof decks structurally sloped or is the contractor expected to provide tapered insulation to achieve the required slopes?
Answer: The contractor will provide required slopes.
10. Question: If tapered insulation is required, has the DOR performed any elevation analysis to ensure the desired taper slope, R30 insulation, and manufacturer required minimum flashing height is achievable with the existing wall heights and building openings?
Answer: The contractor will provide correct installation as per manufacturer, drawings, and specifications.
11. Question: If no elevation analysis has been performed, will the Government handle any conflicts between these requirements via the changes clause post award (e.g. bid as if no conflicts exist, either adjust scope or cost once analysis is complete post award) or will the Government/DOR provide a common basis of bid for anticipated elevation changes at walls and building openings?
Answer: See answer #10.
12. Question: It is assumed the R30 insulation requirement is average R-value, please confirm.
Answer: This is detailed in specifications 07 22 00-4 2.1
13. Question: Are there any details of core cuts of the existing roofs? If so, please provide photos, locations, measured thicknesses of existing layers, etc...
Answer: All details have been provided.
14. Question: Is a Washington State Electrical Contractor License (issued by L&I) required for the electrical scope on this project (remove and reset of electrical serving rooftop equipment and any incidental circuit modifications), and if so must the licensed electrical contractor also hold the specific specialty endorsement covering this work?
Answer: Comply with NEC and national requirements.
15. Question: Please confirm whether a Washington State General Contractor Registration (L&I) is required at the time of proposal submission, or whether it must be in place prior to Notice to Proceed only.
Answer: Refer to Revised Code of Washington 18.27 for guidance
16. Question: Please define the permitted working hours (weekday, Saturday, Sunday, and federal holiday) and identify any activities that must be performed off-hours because of noise, odor, or fume restrictions in occupied clinical spaces below the roof.
Answer: Work causing Noxious fumes must be coordinated with COR and performed in such way that fumes do not affect building occupants. See specification 01 00 00
17. Question: The solicitation invokes PIV/identification card requirements and references Tier 3 / Tier 5 investigations but does not specify the sensitivity designation for roofing/hazmat trades. What level of background investigation and physical access credential is required for contractor personnel working on the roofs of Bldgs 1, 2, 3, and 31? Is contractor-escorted daily-visitor badging acceptable in lieu of full PIV enrollment?
Answer: Tier 1
18. Question: Please confirm that abatement of asbestos-containing mastic, flashing, and roof cements identified in the Bldg 1, 2, 3, and 31 hazmat assessments is the awarded contractor's responsibility in full, including licensed abatement subcontractor, third-party air monitoring, clearances, Washington L&I / EPA NESHAP notifications, disposal manifests, and DOSH filings, and that no VA-furnished monitoring or notification is provided.
Answer: All abatement efforts are the sole responsibility of the awarded contractor.
19. Question: Confirm whether lead-containing coatings on existing metal edge, coping, counterflashing, gutter, or rooftop equipment are to be removed under a full Class III lead-safe work practice, or whether component-removal-with-intact-coating disposal is acceptable per EPA RRP and the Bldg-specific hazmat report.
Answer: Component-removal-with-intact-coating disposal is acceptable.
20. Question: For unforeseen deteriorated deck and rotted wood nailer/blocking encountered after tear-off, will the Government establish a unit-price line item (per square foot for deck and per linear foot for nailers) on the Divisional Price Breakout, or is all replacement to be included in the lump sum with additional work priced by change order under FAR 52.243-4?
Answer: See drawings and specifications.
21. Question: Section 07 54 23 specifies TPO fully adhered to roof deck and lists performance criteria (ASCE/SEI 7 load, EPA Energy Star, ASTM E1980 min SRI 78, CRRC-1 0.70 initial / 0.75 aged reflectance) but does not name a basis-of-design manufacturer or "or approved equal" list. Please identify at least one basis-of-design manufacturer and any acceptable equals (Carlisle SynTec, Sika Sarnafil, GAF EverGuard, Holcim Elevate/Firestone, Johns Manville, Versico, or other).
Answer: Comply with Specifications.
22. Question: Section 07 54 23 states "Warranty Period: 20 years" for the manufacturer's material warranty. Please confirm (a) whether the 20-year warranty must be a No-Dollar-Limit (NDL) system warranty inclusive of labor, or a material-only warranty, (b) the minimum wind-speed uplift coverage required in the manufacturer's warranty (mph), and (c) that the contractor workmanship warranty is the FAR 52.246-21 one-year construction warranty and not an extended workmanship warranty (e.g., 2- or 5-year).
Answer: Warranty is as per specifications and FAR.
23. Question: Please identify by tag/mark all existing rooftop equipment (RTUs, exhaust fans, condenser units, antennae, lightning air terminals, satellite dishes) that will be disconnected, removed, temporarily stored, and reset by the roofing contractor. Confirm which items are removed by others prior to roof work and which must remain in operation during the work.
Answer: No items will be removed by the VA. Equipment may be removed/replaced at contractor's discretion and expense. Any removals must be coordinated/concurred with by COR to determine operability during performance of work. See drawings and specifications.
24. Question: Is the existing lightning protection system on any of the four buildings UL Master Label certified, and if so is the contractor required to have the system re-certified (UL 96A) by a UL-listed Master Installer after re-installation on the new roof? Confirm whether the electrical sub or a specialty LPI Certified installer must perform this work.
Answer: Any existing lightning protection system must be re-certified if altered.
25. Question: The SOW expressly does not guarantee any laydown area shown on drawings. Please designate the contractor's laydown/staging area, crane setback locations for each building, and permitted dumpster/roll-off placement locations. Confirm size limitations and whether temporary fencing is required.
Answer: Laydown areas, crane operations, and construction areas will be coordinated/concurred with by COR upon award. See specifications.
26. Question: SOW fixes Bldg 2 completion at 75 days from award and total PoP at 180 days from NTP. Please confirm (a) whether Bldgs 1, 3, and 31 may be executed in parallel with Bldg 2 or must be sequenced after Bldg 2 completion, (b) whether the 75-day Bldg 2 clock starts at contract award or NTP (the two events are typically 5-15 days apart), and (c) any interim milestone dates for Bldgs 1, 3, or 31.
Answer:
(a) Work on separate buildings may be performed concurrently.
(b) At contract award.
(c) No other interim milestones exist.
27. Question: Please confirm the Government's submittal review turnaround (calendar days from receipt to return) and the number of resubmittal cycles included, and confirm whether long-lead material submittals (TPO membrane, tapered insulation, edge metal per Section 07 60 00) may be submitted concurrent with pre-construction submittals in advance of the full pre-construction submittal package. TPO membrane, tapered polyiso to R-33 average, and custom edge metal have 6 to 14 week lead times. Late submittal approval pushes into winter and threatens the Bldg 2 75-day clock.
Answer: See specifications.
28. Question: The revised SOW modifies two drawing key notes (AD-102 KN 132 "permanently remove" and AD-310 KN 124 "inspect and reseal skylight") but does not identify which building each drawing applies to. Please confirm (a) which building/roof area AD-102 KN 132 governs and describe the structure to be permanently removed, and (b) the skylight quantity, size, and building for AD-310 KN 124 so that reseal scope can be priced.
Answer:
(a) See drawing sheet AD-102 to identify building # and roof location. The structure to be removed is an abandoned equipment curb.
(b) See drawing sheet AD-310 to identify building # and roof location. The smaller skylight (one skylight) on building, with roughly square footprint, shall be resealed.
29. Question: Please confirm the scope of the contractor-furnished commissioning agent (Cx) for a roof-only project. Specifically: (a) is envelope commissioning under Section 07 08 00 in scope for all four buildings, (b) is the Cx required to be third-party and independent of the roofing installer, and (c) what specific tests (infrared, ASTM E1105 water infiltration, uplift verification) are required in the Commissioning Plan submittal?
Answer: The requirement for a commissioning agent will be removed from this project. Manufacturer's certification is required as per specification.
30. Question: In several locations, particularly on Building 2, there are existing bolts protruding from the parapet walls that will interfere with the new coping shown on Detail 1/AE-900. Is the contractor permitted to cut these bolts flush and treat the affected substrate, or does the VA have a preferred method for handling them? If a specific treatment is required, please identify it so it can be accounted for in our pricing.
Answer: The contractor will be allowed to cut bolts flush after coordination/inspection and concurrence with COR. This shall be accomplished through the "Request for Information" process after contract award.
31. Question: Keynote 215 calls for "Install (N) Stainless Steel Coping" on some roof areas and "Galvanized metal coping" on others, while the referenced details state prefinished 24 GA or stainless steel. Please confirm that either option (24 GA prefinished or stainless steel) is acceptable, provided the selected material is applied consistently across the project. Please also confirm whether that same allowance applies to associated sheet metal items such as gutters, downspouts, counterflashing, and drip edge.
Answer: See answer #4
32. Question: Laydown area and access route, Building 1. Sheet 1/GI-102 (Building 1, second floor) indicates a laydown area at grade below. That area is currently an enclosed masonry structure housing multiple units and equipment. In addition, access to that location is constrained by walkways, landscaped areas, and embankments, which limits equipment delivery and staging. Please clarify the intended laydown location and the approved equipment access route to it.
Answer: See answer #25.
33. Question: Laydown configuration for remaining roofs. Will a single consolidated laydown area serve all four buildings, or will smaller localized staging areas be made available adjacent to each building? Confirmation on this point affects crane and material handling planning, as well as our approach to sequencing the Building 2 roof within the 75 day requirement in the SOW.
Answer: See answer #25.
34. Question: Are copies of the existing as-built drawings for all 4 buildings available for review?
Answer: See answer #5.
35. Question: Keynotes 104 and 128 on drawing page AD 200 for Building 2 contradict each other. Note 104 lists installation of new coping, while note 128 states that the stainless steel coping is to remain. There are 5 plot points on the roof plan where both notes are listed. Which note is correct?
Answer: Guardrail may be removed/reinstalled at contractor's discretion. New Coping, as per answer #10, to be installed.
36. Question: In spec section 07 71 00, page 308, 2.3. The specification lists "Fabricate of aluminum sheet". The drawing package key note 205 lists "24ga galvanized Metal Coping". Please clarify which material is correct.
Answer: See answer #4
37. Question: During the site walk it appeared that some of the existing mechanical equipment was not in use or was in disrepair. Has the Owner done a survey of the existing HVAC equipment to know what is currently working correctly and what requires repairs? If not, would you like the Contractor to include a survey of all existing equipment on each roof, prior to work?
Answer: See specification section 01 00 00-8 1.7.
38. Question: Demo plan AD-102 calls for all mechanical equipment to remain in place and be covered with protection (keynote 113). Some of this equipment is visually falling apart and/or corroding (photos 11, 14 & 16, page GI-104). Does the Owner truly intend for this equipment to remain in place and be roofed up/around, or removed, roofed under properly, and reinstalled? Alternately - is any of this equipment to be replaced or removed altogether?
Answer: Existing equipment can remain, as per drawings, or be removed/reinstalled at contractor's discretion. None of the equipment (other than structure on sheet AD-102, keynote 132) will be permanently removed.
39. Question: During the site walk, the roof above Mechanical Room B289 was noted as part of the roofing scope. This is shown as out of the work area on the drawings. Should this roof elevation be included?
Answer: Only roofs shown within contract drawings are within the scope.
