About this file

This is an Amendment to Solicitation (SF 30 Form) extending the proposal submission deadline and providing clarifications to the original solicitation for a roofing replacement project.

The solicitation, numbered 36C26026R0081, seeks construction services for the replacement of roofing systems on Buildings 1, 2, 3, and 31 at the Mann-Grandstaff VA Medical Center in Spokane, Washington. The amendment extends the offer receipt deadline to September 8, 2026, at 4:00 PM PDT and the question submission deadline to August 25, 2026, at 12:00 PM PDT. The project has a total performance period of 180 calendar days, with Building 2 roofing completion required within 75 days of project award. The Statement of Work requires contractors to provide labor, materials, tools, equipment, transportation, and supervision; develop a commissioning plan; deliver as-built drawings and operation and maintenance manuals within 30 days of substantial completion; and establish a secured File Transfer Protocol site for document submissions. The amendment clarifies that past performance projects must be completed within the past five years; offers must provide a minimum 90-day acceptance period; attachment numbering corrections are made; and the Contractor Rules of Behavior requirement is deleted. The price schedule includes one base item (all work per SOW) and four deduct items for individual buildings, listed in order of importance, to be awarded at the sole discretion of the Department of Veterans Affairs based on available funding. An organized site visit is scheduled for August 18, 2026, at 10:00 AM PDT, limited to three representatives per offeror.
