2.1 Research Mission and Site Location

The site in scope is located near Bushland, TX. The area of scope is labeled as Building 24 on the Bushland USDA ARS site. The facility provides a space for soil and water management research.

3.0 SCOPE OF SERVICES:

The Contractor shall provide all professional services necessary for the accomplishment of the contract project and such required services shall be in accordance with requirements as described herein.

a. The Contractor shall provide services for the following tasks marked by an “X”:

[X] Provide a technical design and cost proposal to complete the project as identified in the SF1442 Solicitation.

[X] Submittals of items and appurtenances that are to be installed in correlation to the project. Submittals to be sent to the ARS Project Manager and COR.

[X] Complete the project as per project requirements.

4.0 PROJECT REQUIREMENTS:

The Contractor shall furnish a technical and cost proposal (as identified in the SF1442 solicitation) to provide services for the removal of old insulation and the installation of new insulation in Bushland, Texas 79012.

a. The Contractor will work with Laboratory personnel to ensure project is accomplished in a timely manner.

b. The Contractor’s work shall adhere to the criteria stated within these project requirements and specifications.

c. Davis Bacon Wage Rates apply to all construction contracts in excess of $2,000.

Employee payroll logs for the project will be required to verify wage rates are being adhered to.

d. Materials and Installation shall meet the applicable sections of the Uniform Federal Guide Specifications (UFGS).

e. The UFGS specifications can be found on the listed on the Whole Building Design Guide Construction Criteria Base UFGS page at: https://www.wbdg.org/ccb/browse_cat.php?c=3.

f. The Contractor’s work shall adhere to the criteria stated within these project requirements, drawings, and specifications. All construction shall comply with applicable federal and local code requirements as well as current industry standards, (ie: UBC, IBC, ASTM, etc.)

and health and safety codes, in effect at the time of contract award.

g. Davis Bacon Wage Rates apply to all construction contracts in excess of $2,000. Employee payroll logs for the project will be required to verify wage rates are being adhered to.

h. Payment, bid or other bonds may be required per the Contracting Officer’s bid package.

Obtaining and the cost of these bonds is the responsibility of the Contractor. Proof of Insurance is also required.

i. Shutoff of utilities, if required, shall be scheduled no less than ten working days in advance.

j. The Contractor is responsible for visiting the site prior to submitting a bid to observe existing conditions. No compensation will be provided for conditions that would be visible during an on-site visit for persons experienced performing this type of work.

k. Clean up all debris from construction site once job is completed.

l. Buildings will be occupied while construction is ongoing. Contractor will schedule work with location in order to allow location to meet current research needs.

4.1 Bid Schedule:

a. The Base Bid shall include all work described in 4.2 Description of Work.

4.2 Description of Work:

a. Contractor to provide spray-applied close cell insulation in the eave areas of the building as shown in sketch 1. The ceiling system around the perimeter of the building will have to be removed and reinstalled to remove the existing cellulose insulation and to provide the expanding foam insulation. This would not only close the thermal gap but would provide an air and moisture barrier to seal the wall and roof panels in this area.

4.2.1 Pre-Construction Services

a. Pre-Construction Submittals

Prior to Construction Notice To Proceed (NTP) the following submittals must be submitted to the Contracting Officer (CO) for approval, unless otherwise determined by CO that submittals may be provided after NTP:

1. Submittals for all Material used on the project.

2. Work Hours, per Section H.30 entitled, MAXIMUM WORKWEEK – CONSTRUCTION

SCHEDULE. The work hours will include the daily starting and stopping time, and days of the week the Contractor proposes to carry out the work.

3. CPM Scheduling is NOT required on this project.

4. Construction Cost Proposal presented in a cost break-out format resembling a Schedule of

Values, if contractor intends to request partial payments.

4. Quality Control Plan is NOT required on this project.

5. Environmental Protection Plan is NOT required on this project. However, Contractor is to follow ARS Standard Operating Procedures (SOP), dated October 16, 2018, for Cleaning and Disinfestation (C&D) of equipment and material before leaving the site. Copy of the C&DSOP can be provided on request, dated October 16, 2018.

6. Accident Prevention Plan/Site Specific Safety Plan.

7. The construction contractor (CC) shall provide to the CO a list of contract personnel of the general and subcontractors, who will be emergency contacts, including address, and telephone numbers for use in an emergency. As changes occur and additional information becomes available, the CC shall update the list.

b. Pre-Construction Survey

1. Contractor to survey the building and make note of all existing utilities and MEP items in the building to prevent damage during construction.

2. Contractor to coordinate with the site and surrounding jurisdictions to ensure all site land management and safety requirements are met prior to construction.

4.2.2 Construction Services

The Scope of this project includes the following items (below in a. “Requirements”).

a. Requirements:

The Scope of Work includes the recommended option as shown in Sketch 1, and includes:

a. Removal of existing suspended ceiling at the perimeter of the building and reinstallation after insulation work is finished

b. Removal of existing gyp. board ceiling at the perimeter of the building and reinstallation after insulation work is finished

c. Removal of the old cellulose insulation on the inside of the metal building wall and underside of the metal roof panels.

d. Installation of poly protection for walls and ceilings

e. Spay closed-cell insulation in the eaves of the building as detailed in sketch 1 to achieve a thickness of 3 inches or an R value of 18.

f. Painting new construction areas and repair of damages to be ‘like new’ or match existing conditions

b. Work is to be done all at one time and not phased out.

c. Contractor is responsible for any damage to adjacent items or property that may become damaged during demolition. The Contractor is responsible for making repairs to meet or exceed conditions prior to damage.

d. The Contractor is responsible for visiting the site prior to submitting a bid to observe existing conditions. No compensation will be provided for conditions that would be visible during an on-site visit for persons experienced performing this type of work.

e. Contractor to coordinate work around any existing utilities. Contractor to coordinate work around utilities and is responsible for the repair all damage to the utilities. Contractor to make repairs to meet or exceed conditions prior to damage.

f. Contractor to not impede any city or site roadways, ADA pathways, fire-lanes, or other points of egress on the site.

4.3 Government Furnished Equipment\Services

a. The Government will furnish a reasonable amount of electricity and water.

5.0 GENERAL REQUIREMENTS:

5.1 Permits: Where governing regulations and imposed codes and standards require notices, permits, licenses, inspections, tests, and similar items or actions to lawfully proceed with the required work, the Contractor shall obtain items and take those actions in accordance with the regulations of the governing authority. The costs of such permits, licenses, inspections, etc., are the obligation of the Contractor.

5.2 Existing Installations:

Contractor shall coordinate the removal of the existing insulation as described in Attachment A

(Bushland TX Building Report) as well as USDA standards specifications to ensure construction and research integrity as directed by the location COR. Contractor shall protect existing installations and restore any damage at Contractor’s expense.

A pre-construction meeting will be scheduled/coordinated with the local Bushland ARS personnel/contact for this project construction, and the contractor awarded this project.

(If required) Contractor awarded contract must contact the TX 811 Portal by calling 811 with construct site location information. Texas Law requires at least 2 working days’ notice before beginning excavation. That is exactly 48 hours from the time you placed your request with the Texas 811 Call Center. If necessary, the utilities or their agents will mark the appropriate location of buried facilities, using paint, flags, stakes or a combination.

(If required) There may be some existing utilities buried underground on site. Prior to the pre-construction meeting and any earth moving, contractor to coordinate if any underground utilities are on site. Utilities must be clearly marked to avoid damage. Any damage done to the underground utilities shall be repaired or replaced by contractor at no cost to site owner.

5.3 Quality Control: The work performed under this contract shall be subject to continuous audit by the COR. Quality control is the exclusive responsibility of the Contractor.

5.4 Protection of Work and Property/Safety Requirements:

a. The Contractor shall protect the work, the site, and all existing property and structures within the limits of the construction activities or that may be affected thereby until acceptance of the work. Any damage to property shall be repaired at the Contractor’s expense, to pre-damaged condition to the satisfaction of the COR.

b. Contractor shall coordinate work around existing utilities in the area. Contractor to coordinate and mark location of underground utilities and prevent damage to the existing infrastructure.

Any damage done to utilities shall be repaired or replaced and costs covered by the contractor alone.

c. Safety and health matters, as they relate to the work, are the exclusive responsibility of the Contractor. The Contractor shall furnish, erect, and maintain barricades, warning lights, signs, guards, or take other precautions as may be required by law or local authorities of the protection and security.

d. It is recommended that the Contractor shall provide full time Superintendent on the jobsite that is OSHA trained and certified per Contractors APP/SSSP. It is acceptable to utilize any Subcontractors Superintendent if person is certified and included in APP/SSSP and approved by CO.

5.5 Temporary Facilities:

a. Temporary utilities (water and electricity) may be furnished to the Contractor by the Government, if so requested. The Contractor shall maintain and protect all such utilities during construction and shall repair or replace any items damaged through its own negligence.

b. Should the Contractor require any power or utility shutdowns during demolition, the Contractor shall obtain approval for such shutdown from the COR ten working days prior to the need.

c. Contractor shall supply temporary toilet facilities.

5.6 Cleanup: The construction site shall be always kept clean and free of debris. Restore areas disturbed as nearly as possible to the original appearance and condition. Upon completion of the project, and prior to final inspection, the Contractor shall remove from the premises all unused material, trash, and debris resulting from the work to the satisfaction of the COR.

5.7 Final Payment/Contract Closeout: The following documents are REQUIRED PRIOR TO

FINAL PAYMENT (other documents may also be required):

a. Release of liens.

b. Employee payroll\time sheets

c. Invoice

6.0 PROJECT SCHEDULE: Construction start time will be coordinated with the location and the project COR. The Contract completion time for this project is 90 calendar days from agreed upon beginning of construction date.
