Q1: How do you spray foam behind the walls that have insula�on

A1: No foam is to be sprayed behind the insulated wood frame walls. The requirement is only to spray foam from the upper wall girt “Z” channel to about 2 feet back on the underside of the roof, see figure 1 below.

Q2: How do you remove the cellulose insula�on from behind the sheetrock walls?

A2: There is no requirement to remove cellulose insula�on from behind the sheetrock walls. The requirement is to remove cellulose insula�on from the inside of the metal outer wall above the “Z” channel girt behind the top of the wood frame wall and up to the roof and from the inside of the roof metal to about 2 feet back on the inside of the roof metal, see figure 1 below.

Q3: Is the work expected to be done while the building is in use, if so how do they want it staged?

A3: The building will not be in use during the project.

Q4: If the ceiling is to be removed, what type ceiling is required to be reinstalled?

A4: The ceiling �les and framework that are taken down will be reinstalled, with any damaged by contractor to be replaced by the contractor at contractor’s expense.

Q5:Has the existing sprayed on cellulose insulation been tested to determine if it contains any asbestos?

If so, please advise on the results. Also, is the contractor to assume the material is non-ACM?

A5: No asbestos was found; negative asbestos survey will be provided to the awarded Contractor.

Q6: Section 4.1 of the SOW states “Contractor to provide spray-applied close cell insulation in the eave areas of the building as shown in sketch 1. The ceiling system around the perimeter of the building will have to be removed and reinstalled to remove the existing cellulose insulation and to provide the expanding foam insulation.” However, there was no mention of the gable ends of the building between the building side walls and roof. Are the gable ends included in the scope of work? If the gable end is included in the scope of work, is the spray foam insulation to be applied to just the transition between wall and roof (i.e. inside 90 degree corner) or applied to the entire gable surface above the ceiling?

A6: USDA just used the term around the perimeter of the building, we did not break it down to eve/gable, just putting it all as Perimeter.

Q7: At the site visit it was noted the existing sprayed on cellulose material was falling off the underside of the roof deck throughout the building footprint, not just the perimeter of the building. Although not stated in the SOW, does USDA want all existing cellulose insulation within the building footprint removed and replaced with spray foam to mitigate the failing insulation issue?

A7: Just the perimeter where there will be spray foam installed.

Q8: Sketch 1 depicts 10” of new fiberglass batt insulation. However, the written portion of the SOW does not list removal/replacement of batt insulation as a scope item. Does USDA require batt insulation to be installed on top of the acoustical ceiling as part of this contract? If so, does batt insulation need to be installed across the entire ceiling or just along the eaves?

A8: All bat insulation that is removed will be put back in place.

Q9: During the site visit, we observed existing batt insulation on top of the acoustical ceiling in select areas (i.e. it’s not continuous). If the scope requires the existing batt insulation to be removed and replaced (per response to Question #4), does the government want to retain the material, or should the contractor dispose of it? If retained, how should the contractor package the material prior to transferring it to USDA.

A9: All bat insulation that is removed will be put back in place.

Q10: Are contractors to assume existing pipe and duct insulation is adequate and does not require replacement under this contract?

A10: Correct

Q11: According to the SOW, the contractor is to follow ARS Standard Operating Procedures (SOP), dated October 16, 2018, for Cleaning and Disinfestation (C&D) of equipment and material before leaving the site. Please provide a copy of this SOP so contractors can determine the level of effort involved.

A11: It should be as clean as when you walked in. Offerors may take photos to document condition upon entry.

Q12: Will USDA be removing bench-top lab equipment, furniture, computers, and other loose items prior to the project?

A12: USDA will move equipment as needed to allow the work.

Q13: Should one or more acoustical ceiling tiles be damaged inadvertently during removal, does USDA have any tiles in attic stock?

A13: What ceiling tiles and framework that is taken down will be reinstalled. All damaged by contractor will be replaced by contractor at the Contractors expense. There is no available stock.

Q14: Will USDA be vacating all personnel from the building during the demo and installation phases of the project?

A14: Yes

Q15: Can the contractor perform all work during normal business hours?

A15: Yes. Weekends or holidays available at the discretion of the USDA upon request from the Contractor.
