About this file

This is a Statement of Work (SOW) for contract 25-039 Water Treatment at Saratoga National Fish Hatchery. The contractor must complete five primary work tasks: UV system reconfiguration, oxygen meter replacement, pump piping reconfiguration, motor replacement, and well pump electrical stabilization. For the UV system reconfiguration, the contractor must install two new UV systems (1,200 gpm per unit capacity) in either open or closed channel configuration, remove existing UV Superstore Inc. units, modify outlet piping so outlets are lower than inlets, and dispose of all removed materials. The existing electrical infrastructure includes 30 amp combined breakers with 3-phase 240V delta high leg power. For oxygen meter replacement, the contractor must remove and replace six Pentair Aquatic Ecosystems Inc. oxygen flow meters (0.5-15 Lpm) from two cabinets in the raceway building connected via 1/2" lines. The pump piping reconfiguration requires reducing excessive head pressure when both pumps operate simultaneously through modified piping configuration. Motor replacement involves upgrading existing Simflo pumps (1,000 gpm, 15HP, 36.8 amps) to new motors capable of 2,000 gpm per pump using 40-amp rated wire at 240 volts, with likely bowl and shaft replacement needed. Well pump electrical stabilization requires connecting two wells to the existing 2025-installed alarm system to protect against leg drop power fluctuations, with the system operating at 3-phase 40 amps; notably, the wells are not connected to the generator.

The contractor must provide all materials, equipment, and labor to make systems operational and submit all items for Contracting Officer Representative (COR) approval prior to purchase. Work hours are 7:30 am to 4:00 pm Monday through Friday, with deviations or holiday work requiring COR approval. The project must be completed within 80 calendar days from Notice to Proceed issuance, with additional time allowed for permits and long lead time items with proof. The contractor must request final inspection in writing at least 10 days before anticipated completion, maintain site cleanliness, remove construction debris, and submit evidence of completion, guarantees, warranties, certificates, and as-builts prior to final payment. All materials and components must be installed per manufacturer instructions, and the contractor bears liability for damages to roads, utilities, structures, and property resulting from acts or omissions during contract performance.
