About this file
This document is a Solicitation Questions and Answers for US Fish and Wildlife Service Saratoga National Fish Hatchery, solicitation number 140FGA26Q0012, prepared March 24, 2026.
The Q&A addresses technical and administrative clarifications for a water system upgrade project. Key requirements include upgrading two Simflo pumps from 1,000 gpm to 2,000 gpm capacity with larger motors and associated column pipe replacement; replacing existing PVC piping with carbon steel piping (8" and 12" sizes specified as PVC per clarification); reconfiguring pump discharge piping to maximize 10" pipeline without 8" lines except for reducing fittings; upgrading variable frequency drives (VFDs) to support motors exceeding 15 HP and connecting them to the existing alarm system; and installing electrical upgrades if required to exceed existing 40-amp capacity. Additional work includes replacing six oxygen meters, implementing well pump electrical stabilization to cut power during disruptions, modifying UV system intake/outlet piping with minimum 80% transmittance and 126 mJ/cm² dosage to target whirling disease, and ensuring radon system functionality. Piping support requires two hangers per pump line and three floor jack stands positioned at specific locations; the existing fiberglass flooring can sustain this load. Bid deadline is April 1 (confirmed as correct date despite page discrepancy), bids valid for 60 days, and time will be granted for long lead items after submittal approval. The government will not require well connection to generator or connection of wells to the alarm system, contradicting earlier SOW language.

Solicitation Questions and Answers – Prepared 3/24/2026
1. Are the wells that are referenced in item F the underground water source wells that feed the hatchery or are you considering the 2 Simflo pumps “wells”?
A- Yes
2. SOW Item B.5 infers that the existing PVC piping needs to be replaced with steel. Do you have a Spec for the steel piping? Traditionally this would be stainless steel, but I believe that carbon was removed originally.
A- Carbon is Good
3. {Can you please explain in more detail about the “Well pump electrical stabilization”.
1. The main distribution system often experiences leg drops causing damage to electrical components on occasion. The hatchery has addressed all major equipment to protect power fluctuations, two wells.
2. The existing power is 3-phase and 40 amps.
3. Connect the wells to the existing alarm system, installed in 2025.
4. Please note that the well is not connected to the generator.
A- These are statements for additional background. The two wells in #1 are separate wells not in the contract. #2 is context for the size of wires needed to complete the work for additional background. #4 is letting them know they do not need to worry about the transfer switch.
The two pumps in the Headtank building (not wells) are not tied to the alarm system and need to be because this is our main water supply. The wells (1,2, and 4) are all connected to the alarm system. The two pumps we are discussing are not well systems they are pumping water from the headtank building (Water source - Lake Creek Lake is a spring).
4. Page 1 of the Solicitation says oƯers are due 4/1 by 1700. Page 46 says by 3/27 at
1300. Is 4/1 at 1700 eastern the correct due date/time?
A. Bids are due on 4/1
5. Could the Question due date be extended to Monday 3/23 at 1700 hours? This would give our subcontractors adequate time to research the documents and develop questions.
A. Q and A period and site visits have passed
6. Page 1 Section 13 of the Solicitation indicates a 10 day government acceptance period. Page 46 indicates a 60 day period. Please confirm.
A - We are requesting bids to be valid for 60 days. Solicitations will be accepted and acknowledged upon receipt.
7. Assuming I am correct and what is currently in place are 2 – 1,000gpm pumps and the Saratoga NFH would like to upgrade to 2 – 2,000gpm pumps with larger motors, should the column pipe and discharge head be addressed? Are the column pipe and and heads be upsized or the existing to remain in place? We are concerned there may be additional head losses going with larger pumps and motors in the existing column and heads and would suggest a determination to be made to ensure the system will function optimally.
A - The column pipe would need to be replaced because it is manufactured with the pump, in the current arrangement, aka it would not be possible to attach a larger pump to the pipe. The discharge pipe does not need to replaced but needs to be reconfigured, based on the SOW, so the 8 and 12” pipe sizes are adequate.
8. What is the total dynamic head of the new pumps to be sized for? 2000 gpm @ x'
TDH? what are these to be sized to be?
A -The column pipe would need to be replaced because it is manufactured with the pump, in the current arrangement, aka it would not be possible to attach a larger pump to the pipe. The discharge pipe does not need to replaced but needs to be reconfigured, based on the SOW, so the 8 and 12” pipe sizes are adequate.
9. Is the existing UV system under sized or is it a design that is not functional?
A- The unit purchased from UV Superstore has an upper limit that exceeds the desired flow rate. Another issue identified in the SOW is the drum filter discharge pipe and UV intake pipe have elevation overlap, so the system is also being restricted at that point.
10. If the existing PVC piping is being replaced with steel pipe will need additional information:
Steel pipe spec Drawing of the piping that needs replaced Any reconfiguration will need addressed Any piping that needs to be eliminated Pipe Sizes throughout the plant
A-Attached are the as-builts from the recently completed work and design as-builts that address these items. The figure in the SOW shows what needs to be done. The UV inlet piping will need to be modified based on the unit selected. The outlet piping will essentially need to be lowered to ensure the problem outlined in the previous question. The radon system will need to be functional. The specific piping alignment largely depends on the UV selected.
11. Do you want the SCADA system to monitor the new pumps, and if so what would you like monitored?
A- This information can be seen on the as-built sheet P11, 12 of 62.(attached)
12. The new pumps will require larger VFDs, is this the intent?
A- Yes
13. What are the full power requirements of the new UV system? (voltage, amps) A- The existing UV system is 240V and 40 amps.
The new UV power requirements are unknown because multiple alternatives have diƯerent power requirements.
14. Does the new UV system require any additional control wiring? Or is the plan to re-use existing controls only.
A- See previous question. The UV power requirements may vary based on the alternative selected.
15. Does the new VFD associated with the motors above require any additional control wiring? Or is the plan to re-use existing controls only.
A- The existing VFD is rated for 15HP pump. If the pump exceeds the 15HP, then the VFD will need to be enlarged and connected to the panel and alarm system.
16. Item F Well Pump Electrical Stabilization: Is there a speculated reason for the leg drops? Can you provide more information on the electrical and control needs that we should include for this item?
A - It is unknown why this occurs. The requirements are to cut power to the wells if any power disruption occurs.
17. Item F Well Pump Electrical Stabilization: Are there damaged electrical components that need replacement?
A – No
18. Item F Well Pump Electrical Stabilization: Where is the location of the wells that need to be connected to the alarm system?
A- The wells don’t need to be connected to the alarm system.
19. Item F Well Pump Electrical Stabilization: Is there an existing raceway for wiring to connect wells to the alarm system?
A - The wells don’t need to be connected to the alarm system.
20. Pump Motor Electrical Capacity & VFD Replacement
a. Reference: SOW Section E.,2 ("Need: 2,000-gpm per pump") and E.3 ("Wire is rated for 40 amps").
b. Question: Achieving the newly required 2,000-gpm capacity requires approximately a 20 HP motor. At 240V 3-phase, a 20 HP motor will draw between 46 Full Load Amps (FLA) and 53 Service Factor Amps (SFA), which exceeds the existing 40-amp wire rating. Additionally, the existing VFDs/motor controllers are sized for the current 15HP/36.8-amp load. To ensure code compliance and prevent equipment failure, must bidders explicitly include the cost of furnishing and installing upgraded heavy-gauge wire, conduit, breakers, and new VFDs to safely support the 2,000-gpm requirement, or will the Government reduce the 2,000-gpm performance requirement to fit the existing 40-amp infrastructure?
A- Electrical upgrades are required if they exceed the electrical capacity.
21. Pump Piping Sizing, Valve Upsizing, and Material Specifications
a. Reference: SOW Section D (Pump piping reconfiguration) and existing/proposed schematics.
b. Question: The SOW states the reconfiguration is intended to reduce significant head. However, achieving the required 2,000-gpm requires pumps with a 10-inch discharge. The proposed schematic calls for "New 8" pipe”, and the images instruct bidders to reinstall the existing (likely 8-inch) butterfly valves. Forcing 2,000-gpm through an 8-inch valve train creates excessive fluid velocity and friction loss, directly contradicting the goal of reducing head.
Should Bidders explicitly include the cost to upsize the entire discharge train (check valves, flow meters, butterfly valves, and piping) to 10-inch to properly handle the 2,000-gpm flow, or must Bidders install a 10"x8" reducer at the pump discharge and reinstall the existing 8" components as currently drawn?
A- The system should maximize the 10” pipeline. The line should not include any 8” line, unless reducing from the pump to the 10” pipeline.
c.
i. B) Additionally, the SOW does not specify the required material for the new 12" and 8" pump piping. What is the required material for this new piping (e.g., Carbon Steel, Ductile Iron, or Schedule 40 PVC) to ensure all Bidders are pricing equivalent systems?
A-PVC
22. Piping Support Structural Capacity & Dead Load
a. Reference: SOW Section C (Pump piping reconfiguration) .
b. Question: During the site visit, it was observed that the current pump discharge piping is supported by overhead pipe hangers and all-thread attached to the roof structure. Upsizing the discharge train to 10-inch to safely accommodate the 2,000 GPM flow will significantly increase the dead load (combined weight of the larger pipe, heavier valves, and increased water volume) and dynamic load on the existing roof structure. Has the Government verified that the existing roof structure can safely support the increased weight of a 10-inch discharge system, or must Bidders explicitly include the cost for a structural engineering assessment and alternative pipe support solutions (such as floor-mounted structural steel stanchions) in their proposals?
A- 2 hangers should be used for each individual pump line. 3 floor jack stands shall be used, one when combined, one before the combination, and one after the 2 90 degree bends but one 90 degree bend prior to combination. The existing fiberglass flooring is able to sustain this.
23. Once submittals are approved, there will likely be some long lead times for various items, such as the pumps. Will the Notice to Proceed be issued after submittals and procurement of major equipment? If not, the 80 calendar days will likely not be enough to encompass submittals and lead times.
A- Time will be given for long lead times
24. For SOW Item C Replace Oxygen Meters, please confirm there are 2 cabinets with 6 meters in each cabinet, for a total of 12 meters needing replacement.
A – A total of 6 are required for replacement
25. Item F.4 “Please note that the well is not connected to the generator;” Does the government want the well connected to the generator? Shall bidders include this?
A – No and No UV System Sizing Parameters (Dosage and UVT) Reference: SOW Section I.A.2 ("Need: 1,200 gpm per unit").
Question: The Statement of Work specifies the required flow rate of 1,200 gpm per
UV unit but does not provide the biological performance parameters required to properly size the reactors and lamp arrays. Standard drinking water dosages diƯer significantly from aquaculture-grade dosages required to inactivate specific hatchery pathogens. To prevent the submission of undersized, non-compliant units, please provide the following design criteria:
o A) What is the required minimum UV Dosage (in mJ/cm²) at the end of lamp life
(EOLL)?
o B) What is the design UV Transmittance (UVT %) of the hatchery water?
o C) Is there a specific target pathogen (e.g., Myxobolus cerebralis / Whirling Disease, IPN virus, etc.) that the UV system must be validated to inactivate?
A - The UV system should preform at a minimum of 80% transmittance and 126 mJ/cm^2.
The biggest issue is whirling disease.
