PROJECT INVESTIGATION DATES: October 31, 2023 – November 2, 2023
PROJECT OVERVIEW:
The USDA engaged with The Johnson McAdams Firm to investigate 12 elevators at the Beltsville
Agricultural Research Center. These 12 elevators are in 10 different buildings and range in height from 2 landings to 6 landings. The elevators also range in age from approximately 40 years old to only a few years old. The elevators range in types from passenger to service to freight, as well as hydraulic and traction.
This investigation required assessments of all 12 elevators and modernization recommendations for 9 of the 12 elevators. The assessments contain a detailed review of every component of the elevator from the cab, hoistway, hoist equipment, equipment rooms, life safety equipment and elevator electrical service. The modernization includes a detailed list, based on the assessments of each elevator’s deficiencies and recommendations to mitigate. Details of the scope of work for each elevator can be found in the Executive Summary.
This report is organized into several components. The (1) Executive Summary includes the basic findings of the total assessment and recommendations of each elevator, as well as addressing the requirements of the PRD. The (2) Assessment Report includes the detailed findings of each elevator, including elevator basic facts, the cab finishes, life safety issues, hoistway equipment, machine room equipment and signaling equipment. The (3) Modernization Report includes a list of requirements for Modernization of
Elevators #1 - #9 based on the Assessment Report findings. The (4) Permitting Requirements includes a list of all governing and code official authorities and agencies having jurisdiction over these elevators. It also includes a list of governing documents. The (5) Qualified Elevator Inspector’s Report includes a detailed analysis of each elevator’s condition as prepared by the Qualified Elevator Inspector (QEI). The
(6) Elevator Equipment Assessments include a detailed analysis provided by the Owner’s vendor for certain elevators; this analysis is used to supplement the QEI report findings. The (7) Hazardous
Materials Report includes the testing results and recommendations of these hazardous materials investigation taken on site. The (8) Centralized Monitoring System Options includes cut sheets from various manufacturers for review. The (9) Independent Government Estimate includes an itemized list of elevator components based on the recommendations of the Assessment Report; this estimate can be found in a separate document.

The following is a synopsis of the Elevator Assessments provided within this document for each elevator investigated. This includes 1) a brief description of deficiencies, if any, of each elevator, 2) a base recommendation for “maintenance/repair” or “modernization” based on these assessment findings, and
3) an option recommendation to add scope to fully modernize to the level of replacement. An estimated cost for correction of deficiencies can be found in a separate cost estimate document.

CENTRALIZED MONITORING SYSTEM:
Most large elevator companies offer a centralized monitoring system for elevators. These systems cost in the range of $15k to $25k per elevator depending on the level of desired monitoring. These systems also require CAT-6 connectivity at the elevator location and possible fiber connectivity between multiple buildings to monitor from one location. If these connections are not already in place, they would need to be installed at an estimated cost of $50k to $100k. These systems are subscription-based running about $75 to $100 per month per elevator. Additional information and brochures are attached in
Appendix D for review on the monitoring systems from three major elevator companies.
PERMITTING REQUIREMENTS
The governing authorities and documents associated with elevator modernization are listed after the individual elevator assessments.
HAZARDOUS MATERIALS SUMMARY:
Asbestos was not detected in any component tested during the exercise. Asbestos is suspected in the flooring of certain elevators per the report. Due to the building user’s preference, samples were NOT taken inside the elevators. It is assumed that these floors contain asbestos and will be treated as such in this project. Lead was found in two elevator machine room door frames: Building 7 and Building 308.

FINDINGS: Elevator #1 was found to be NON-OPERATIONAL.
The elevator was not operational during the site visit. The QEI opened the car doors for the assessment.
The state of the elevator signaling was unknown due to lack of operation. The elevator specifications matrix can be found below. The elevator life safety report can be found after the matrix. The elevator qualified elevator inspector’s report is attached as Appendix A. The hazardous materials report is attached as Appendix B.

The findings of the Assessment Report recommend for this elevator: MODERNIZATION
The recommendation above is based on the following:

• Recommend refinishing the cab based on QEI report.
• Flooring suspect of asbestos containing materials (ACM).
LIFE SAFETY:
• Replace or upgrade fire alarm systems throughout the building.
QUALIFIED ELEVATOR INSPECTOR (QEI):
• Building No. 1 is a Dover passenger hydraulic elevator. It was out of service and inaccessible at the time of this survey. This elevator will require a complete modernization to include a new controller, all new wiring, new fixtures, new door equipment, including new linear door operator, and new machine room lighting. The condition of the Piston could not be evaluated. All electrical and mechanical would need upgrading along with the fire alarm system for the elevator.

PRD REF ELEVATOR #2: BUILDING #003; ELEVATOR #1
FINDINGS: Elevator #2 was found to be OPERATIONAL.
The door frame and parts of the door finish were scratched from use. The finish on some of the jamb plates was found to be worn limiting the required contrast per ADA. The lanterns were located on the cab and one lens was missing and others were stamped in and damaged. The missing lens had a luminaire in the socket that did not appear to work. The car position indicator inside the cab did not appear to work. The floor was observed to be in poor condition through topical scratches. The elevator specifications matrix can be found below. The elevator life safety report can be found after the matrix.

SHOULD BE UPGRADED / REPLACED TO PROVIDE PROPER
ELEVATOR FUNCTIONS. THE CURRENT FIRE ALARM PANEL WAS
PUT IN AS A BAND-AID TO REPLACE AN OLDER PANEL THAT
LIKELY FAILED (BASED ON HOW IT IS INSTALLED). THE BUILDING
FIRE ALARM SYSTEM IS NOT COMPLIANT WITH CODE AND THUS
THE ENTIRE BUILDING FIRE ALARM SYSTEM NEEDS TO BE
REPLACED AND UPGRADED TO CURRENT CODE REQUIREMENTS.
FIRE ALARM PANEL INDICATED A TAMPER VALVE CLOSED AND
THE FIRE PUMP IS OFF-LINE. THIS GENERALLY INDICATES THAT
THE SPRINKLER SYSTEM IS ISOLATED AND THERE IS NO WATER
TO THE SYSTEM, IN VIOLATION OF CODE. IF THIS IS THE CASE,
THE BUILDING CANNOT BE LEGALLY OCCUPIED WITH THE
SPRINKLER SYSTEM OFF-LINE AND OTHER PRECAUTIONS TAKEN.
PRD REF ELEVATOR #2 (CONTINUED): RECOMMENDATIONS:
• The elevator flooring is badly scratched.
• The elevator cab lanterns are damaged beyond repair.
• The elevator entry is scratched on all sides.
• The elevator car position indicator is not working.
• The elevator jamb plates do not meet ADA.
• The fire alarm system should be upgraded/replaced for the entire building.
• The sprinkler system needs to be fully checked and verified.
• Add shunt-trip breaker.
• Address recalls, helmet, and shunt trip modules.
• Replace jack and cab interior.
• The pit needs to be cleaned.
• The cover is missing from the controller.
• Car riding lantern is missing a lens.

FINDINGS: Elevator #3 was found to be OPERATIONAL.
The floor was observed to be in poor condition through topical scratches. The elevator shaft showed signs of water intrusion; this was investigated by riding the top of the car to the top of the shaft. There, it was discovered that the ventilation mechanical louver was stuck in an open position. The source of the water could not be fully determined. The lighting in the cab is fluorescent with some not working.

FINDINGS: Elevator #4 was found to be NON-OPERATIONAL.
This elevator was observed to not be functioning in a consistent and normal way. The elevator was called several times without response. The elevator did respond one time and at this point the elevator entry doors were observed to not be functioning normally. The “freight” type bi-parting doors had a mechanized opener that did not work for the lobby doors and the cab doors did not have straps for manual operation. The elevator entry jambs did not include plates as required by the ADA. The freight interior showed wear, which is normal in a freight-type elevator. The lighting was fluorescent. FINDINGS: Elevator #10 was found to be NON-OPERATIONAL.
The elevator was not operational during the site visit. The QEI opened the car doors for the assessment.
The state of the elevator signaling was unknown due to lack of operation. The floor was observed to be in poor condition through topical scratches.
