BARC Elevator Assessment and Modernization – Questions & Answers
Question 1) Please confirm which 3rd party vendor handles HVAC controls at these buildings or if it is all standalone HVAC controls.
BARC: Siemens
Question 2) Please confirm that the government must award any optional CLINs within 90 days from the date of contract execution.
Contracting: Refer to clause 52.217-7
Question 3) Please provide the POC information for the incumbent fire alarm servicer(s) for bidding purposes.

Question 4) Is BAS integration required? If so please provide the POC information for the incumbent provider.

Question 5) Can small businesses under the NAICS code of 236220 bid on this project?
COR Response: Yes
Question 6) Section L.3.a – Technical. Please define the formatting requirements (page number limitations, font, font size, etc.)
Contracting: No limitations on format
Question 7) Section L.3.b – Past Performance. Please confirm that the offeror can use past projects from their key subcontractor(s).
COR Response: Yes
Question 8) Section L.3.c – Key Personnel Experience/Qualifications. Please confirm that the offeror can submit key personnel from their key subcontractor(s).
COR Response: Yes
Question 9) Section L.3.d – Price. Please provide the bid template for the required cost breakdown.
COR Response: See Statement of Work (SOW) dated June 24, 20204, Section 4, Proposal
Question 10) Please provide the anticipated award and NTP dates.
COR Response: Anticipated Award Date is no later than September 30, 2024; NTP date is dependent upon satisfactory receipt of Insurance and Bond information.
Question 11) If all Option CLINs are awarded, does the owner have a preferred phasing plan? How many elevators can be modernized at the same time?
COR Answer: The preferred phasing plan is indicated by the Base Bid and Bid Option Numbers. The number of elevators that can be modernized at one time will be based upon the contractor’s manpower availability and approved schedule.
Question 12) Please confirm that this project is not tax exempt.
COR Answer: This is a Federal Project and is Tax Exempt.
Question 13) Please provide the sign-in sheet from the pre-bid walkthrough.
Contracting: Sign-in sheet will not be provided.
Question 14) Please confirm that the elevator subcontractor’s on-site foreman can also act as the site superintendent when only elevator-specific work activities are taking place on-site.
COR Answer: Yes
Question 15) The site investigation report mentions the replacement of the building-wide fire alarm system to replace the existing antiquated system(s). This is not typical of an elevator modernization project nor were the buildings properly surveyed for such an extensive scope. Please confirm that the offeror may install a “stand-alone” fire alarm system to provide elevator recall only. This will provide a complete elevator modernization without having to replace the entire facility’s fire alarm system.
COR Answer: The modernization Scope of Work is defined by the Project Plans and Specifications. The Investigative report was provided for informational purposes only
Question 16) For Factor 2-Past Performance Experience, please confirm if an Offeror can submit a teaming partner/key subcontractors past performance experience to meet the requirement.
COR Answer: A teaming Partner’s past performance experience is acceptable.
