Schedule of Items
Tree Planting Items
• Scalping costs are not included in tree planting items for the per acre and per thousand tree units of measure. Coefficients to be added for various scalp sizes used with these two units of measure are included in line items C001-C004. Scalping costs are included in tree planting line items for the per hour unit of measure; scalp sizes will be specified in task orders for this unit of measure.
• Tree planting items for the per acre and per thousand tree units of measure assume hoedad planting. Coefficients for other tool types used with these two units of measure are included in line items C005-C006. Planting tool costs are included in tree planting line items for the per hour unit of measure;
tool type will be specified in task orders for this unit of measure.
• All planting items assume that planting areas are less than a quarter mile from a road. Coefficients for other walk-in distances are included in line items
C007-C019.

Non-Forest Coefficients - Scalping, Planting Tool, and Walk-in Separate walk-in coefficients for tree transport/planting and for shade/ADC material transport may both be included on task orders if individual task orders require both items. Walk-in coefficients are not to be used to access the furthest boundary of a planting unit when that unit’s access points abut its nearest boundary.

Forest Coefficients The Contracting Officer (CO) may order services under this contract for any National Forest within the boundaries of the Intermountain Region of the U.S. Forest Service subject to the following conditions:
1) There is not a requirement, contractual or otherwise, to order the services under another contract or agreements; 2) The CO will modify this contract to include a Schedule of Items specific to the National
Forest or National Grassland for which services are being ordered; and 3) The CO will consult with the
Small Business Administration (SBA) if required by federal law or regulation.

Instructions
Quote all Items
Offerors shall submit a price proposal for all base and option year tree planting, dipping, shade, and ADC line items. All non-coefficient price proposals represent the maximum that a Contractor can propose on individual task orders in any base or option year. Offerors shall also submit coefficients for Forests they are willing to provide services for. Coefficients apply to the entire period of performance.
Coeffiecients
Schedule of Item coefficients are proposed by the offeror. Coefficients are proposed as a percentage (in decimal format) increase or decrease to individual line-item pricing. For example, a coefficient of 1.2 would result in an additional 20 percent to the listed unit price; 0.9 would result in a 10 percent decrease of the listed price, and 1.00 would leave the unit price as your proposed unit price. The offeror shall limit the coefficients to three decimal places. The Offeror’s coefficients must be all-inclusive.
Non-Forest coefficients are to account for percentage increase or decrease in price (see definition above) from those specified in base tree planting or shade and ADC items. For example, some base tree planting items include pricing for hoedad planting. If task orders prescribe the use of auger planting, pricing can be adjusted accordingly using the coefficient (i.e., assuming auger planting takes more personnel, fuel, and equipment and should cost an Offeror more to perform than hoedad planting).
Due to the wide geographic distribution of potential task orders and the possible variability in cost based on location of work, the Schedule includes Forest coefficients. An Offeror shall propose a coefficient to be applied on task orders for one or more Forests for each performance period. The proposed Forest coefficient shall cover all areas within the administrate area/boundary of that Forest. Information on each Forest can be found at this link. Forest coefficients shall include, but are not limited to:
• Overhead
• Profit and risk
• General insurances
• Worker’s compensation insurance
• State unemployment insurance
• Federal unemployment insurance
• Mobilization and demobilization costs
• Site cleanup
• Supervision
• Quality control
• Transportation of contractor’s personnel to, from, and within the job site
• Shipping of all materials to the jobsite
• Lodging and per-diem
• Adjustment factors to account for small jobs
• Incidental tools and equipment
• Submittals (unless noted otherwise)
• Task order preparation cost https://www.fs.fed.us/maps/forest-maps.shtml
