Services encompass collection and disposal of sharps containers, emergency spill response with 24-hour availability, annual staff training, manifest and tracking documentation, and container replacement and maintenance. The estimated total annual regulated medical waste volume is approximately 1,835 pounds across the four facilities, with Santa Fe generating the largest volume at 1,200 pounds annually. Pickup frequencies vary by facility: Santa Fe requires two pickups monthly, while the other three clinics require one pickup monthly. The Contractor must provide minimum container quantities (3 for Santa Fe, 1 each for the other clinics) and respond to urgent additional requests within 24 hours and routine requests within 72 hours.
The Contractor must maintain full compliance with all applicable Federal regulations including OSHA Bloodborne Pathogens Standard, EPA RCRA requirements, DOT Hazardous Materials Regulations, CDC infection prevention guidelines, Joint Commission standards, NFPA requirements, and HIPAA. State of New Mexico regulations, tribal environmental requirements, and local public health regulations also apply. Empty reusable containers must be cleaned and disinfected after each use. Documentation requirements include Medical Waste Tracking Forms, shipping manifests, weight documentation, chain-of-custody records, and disposal certificates, with signed documentation submitted to the Contracting Officer's Representative (COR) within 30 calendar days. Records must be retained for a minimum of three years.

Personnel must be properly trained and qualified, wear appropriate personal protective equipment, follow infection control procedures, comply with facility access and safety requirements, and maintain professional conduct. The Contractor shall implement a quality assurance program addressing timely pickups, proper documentation, regulatory compliance, container sanitation, accurate manifests, and professional service delivery, with the Government retaining the right to monitor performance through inspections and audits. Performance standards require arrival during scheduled service windows, container replacement during each pickup, regulatory compliance, accurate manifest submission, prompt response to service calls, and maintained emergency response capability. Award may be based on technical capability, regulatory compliance experience, healthcare waste management experience, past performance, emergency response capability, pricing, and ability to service tribal and remote healthcare facilities.
