SECTION M - EVALUATION FACTORS FOR AWARD

M.1 BASIS FOR AWARD

The Government intends to award one (1) Firm-Fixed-Price (FFP) contract to the responsible quoter whose quotation represents the best value to the Government, considering Technical Capability, Past Performance, and Price.

Award will be made based on a comparative assessment of quotations against the evaluation factors identified below. Technical Capability is more important than Past Performance. Technical Capability and Past

Performance, when combined, are more important than Price.

The Government may select a higher-priced quotation when the Government determines that the technical advantages and/or superior past performance of that quotation warrant the additional price. Conversely, the

Government will not make an award at a price premium when the technical advantages do not justify the additional cost.

Price will be evaluated for completeness and reasonableness but will not be the primary factor in the award decision.

M.2 EVALUATION OF OPTIONS

For evaluation purposes, the Government will evaluate the total price for the base period, all four (4) one-year option periods, and the potential extension of services for up to six (6) months pursuant to FAR 52.217-8, Option to Extend

Services.

The potential six-month extension will be evaluated using the rates applicable at the end of the final option period, as adjusted in accordance with FAR 52.217-8, if applicable. Evaluation of the option periods and the potential extension of services does not obligate the Government to exercise any option or extension.

M.3 EVALUATION FACTORS

The government will evaluate quotations using the following factors:

Factor 1 – Technical capability

Factor 2 – Past performance

Factor 3 – Price

Project Title Biohazardous Waste Management Services–SFSU

Technical Capability is more important than Past Performance. Technical Capability and Past Performance, when combined, are more important than Price.

The Government will conduct a comparative assessment of quotations to determine which quotation provides the best value to the Government. Price will become increasingly important as differences in the non-price factors become less significant.

M.4 TECHNICAL CAPABILITY

The Government will evaluate whether the quoter demonstrates the capability, qualifications, and resources necessary to successfully perform the requirements of the Statement of Work (SOW). The evaluation will consider:

✓ Required medical-waste license, permits, registrations, and certifications

✓ Capability/approach for routine biohazardous waste services

✓ Capability to services all four facilities

✓ 24-hour urgent response

✓ 72-hour routine unscheduled response

✓ 24-hour emergency capability

✓ Relevant experience performing regulated medical and/or biohazardous waste management services of similar scope and complexity.

✓ Overall ability to perform the SOW

The Government will comparatively evaluate the technical information submitted by each quoter to assess its demonstrated capability to successfully perform the SOW. The Government may consider relative advantages and disadvantages among quotations, including differences in experience, demonstrated capabilities, resources, regulatory qualifications, service coverage, and emergency-response capability.

M.5 PAST PERFORMANCE

The Government will evaluate the recency, relevancy, and quality of available past performance information as it relates to successful performance of services similar in scope and complexity to this requirement.

The Government may consider past performance information provided by the quoter as well as information obtained independently from Government systems or other sources available to the Government

A quoter will not be evaluated unfavorably solely because it does not have a record of relevant past performance.

M.6 PRICE

The Government will evaluate prices for completeness and reasonableness. The total evaluated price will include the

Base Period, all four (4) Option Periods, and, if applicable, the potential extension of services under FAR 52.217-8 as described in Section M.2.

Pricing for CLIN 0006, As-Needed/Emergency Services, will not be included in the total evaluated price and will be funded and authorized by the Government on an as-needed basis.

Price will be considered in the best-value determination but is less important than the combined non-price factors.
