BACKGROUND:
The HVAC controls need to be upgraded. The facility has already procured and installed a highly efficient chiller. We also need to make the system more reliable by going from a 2-pipe system to a 4-pipe system, so there is better control of HVAC system as a smaller number of valves would reduce the chances of system failure.

SCOPE OF SERVICES:
The scope of work for this project shall be to replace the old 2-pipe fan coils with more efficient 4-pipe fan coils which can perform at the same output parameters as existing. Please also provide a quote for the replacement of the fan coils. The asset ID is 660400B001.
PROJECT DESCRIPTION AND REQUIREMENTS:
Base bid:
· Removal and replacement of the original 21 old 2-pipe fan coil units with new 4-pipe units with controls.
· Make all electrical connections to units.
· There are 5 ea. 7,800w / 400CFM fans, 15 ea. 5,800w / 300 CFM fans and 1 ea. 11,800 w / 600 CFM fan.
· Individually control new thermostats installed and programing for proper operation installed in each room.
· Connect the new units to the 4-pipe system.
· Startup system and test for proper operation.
· Make sure all air is blead from lines.
SAFETY REQUIREMENTS
The contractor is responsible for complying with all local, state and federal safety codes and regulations.
The contractor will submit a Site Safety Specific Plan (SSSP) in industry recognizable format to the Contracting Officer within 14 days of contract award. The Government shall review the SSSP prior to the start of any construction activities.
Safety and health matters, as they relate to the work, are the exclusive responsibility of the contractor. The contractor shall furnish, erect, and maintain barricades, warning lights, signs, guards, or take other precautions that may be required by law or local authorities for the protection and security of the grounds, facilities and personnel.
PERIOD OF PERFORMANCE
The completion of this project shall not exceed 120 days from date of notice to proceed. A request for time extension must be submitted to the Contracting Officer in writing. Each request must include specific and detailed reasons in support of the schedule alteration.
HOURS OF OPERATION
Contractor work hours shall be Monday through Friday, 7:30 A.M. to 4:30 P.M. except on Government holidays. Any changes to work schedule shall be submitted to Contracting Officer for written approval three days prior to schedule change.
The facility is open Monday through Friday from 8am until 4pm except for Government holidays.
PHYSICAL SECURITY.
The Contractor shall establish and implement methods to control and account for all keys and access cards issued to the Contractor. No keys shall be duplicated by the Contractor without CO or designated Government official approval. Lost keys or access cards shall be reported to the CO or designated Government official immediately. The cost associated with replacement of lost keys shall be borne by the Contractor. All contractor employees will be required to undergo a background check before receiving an access card for the site.
The Contractor shall operate a strict system of personnel identification to control entry of all persons to and from exits at various locations at the Center. The contractor shall monitor access for prime contractors and subcontractors. However, the Government will be responsible for issuing keys and access cards. The Contractor shall prohibit the opening of locked areas by the Contractor’s employees to permit the entrance of persons other than the Contractor’s or Center employees engaged in the performance of assigned work in those areas.
GENERAL REQUIREMENTS:
Contractor shall furnish everything required to perform every task mentioned in the statement of work. There would be no government equipment provided.
The construction site shall always be kept clean and free of debris. Restore areas disturbed as nearly as possible to the original appearance and condition. Upon completion of the project, and prior to final inspection, the Contractor shall remove from the premises all unused material, trash, and debris resulting from the work to the satisfaction of the COR.
