About this file
This document is a Questions and Answers file for Solicitation Number 1232SA25Q0162 related to replacing Fan Coil Units (FCUs) for the Department of Agriculture Agricultural Research Service. The document provides critical details about the project scope, including that the new FCUs will be installed in the same location as existing units, connected to a current 2-pipe system, and initially only able to run in cooling mode until a future 4-pipe system is installed. All fan coils will be individually controlled with thermostats located in the same room as each unit.
Key project conditions include: the building will remain occupied during installation, some furnishings will be moved, no temporary heating/cooling is required, and no work will occur after hours. The contractor must keep work areas dust-controlled, with doors closed during installation. Storage for equipment and materials will be available in Building-2 Shelling Plant. The project involves minimal controls upgrades, limited to providing individual thermostats for local control of each new FCU, with all other existing controls remaining unchanged. No hazardous materials are present, and the USDA has not specified a required sequence for FCU installation.

1232SA25Q0162 Questions and Answers
1. Is the Mechanical Contractor responsible for controls or will the controls be on another contract? This would include the four-way control valves for the Fan coil units: All Fan Coils are to be individually controlled
2. Where will the thermostats be located? In the room where the Fan Coil is located
3. Please confirm the contractor is not required to convert the existing 2-pipe system to a 4-pipe system under this contract (ie. Will occur under a separate solicitation).
The 4-pipe is being completed under a separate solicitation.
4. It is assumed that this project will be completed prior to completion of 4 pipe system being this project has not been put out for bid to date. By sequencing the project this way please advise on the following information:
• The units will only be able to run in cooling mode until completion of the future 4 pipe system. Yes
• Please confirm the contractor is to connect the new FCUs to the existing 2-pipe system which will require the facility to manually control heating and cooling of the units until the 4-pipe system is installed. The T-Stats installed in the room will control cooling until the 4-pipe system is installed.
• Will the future contractor be responsible for final connections after completion of 4 pipe system or will the contractor installing initial fan coil units under this contract have to return to make final connections and balance the system? The equipment manufacturer would need to be consulted to ensure the warranty will not be impacted. The two pipe connections to hot water will be terminated next to the cooling pipes connections.
• In routing the 4-pipe system under separate contract, will all 4 pipes be replaced or only two pipes added for a revised total of 4 pipes? Only two pipes added for a revised total of 4 pipes
• Are the new FCU’s to be installed in the exact same location as the existing?
Or is the contractor required to create new floor penetrations to route piping from the new units to the existing 2-pipe system for connection? Installed in the exact same location
• Please confirm no temporary heating or cooling is required for the comfort of the space during the installation of the FCUs? No temporary heating or cooling is required
• Please advise on the proposed solicitation date for the installation of 4 pipe systems and if USDA would prefer to wait until the completion of this contract prior to installing the new 4 pipe system?
• Please confirm the only controls upgrade required for this project is providing individual thermostats for local control of each new FCU (all other existing controls remain as existing). Yes
5. Will the building remain occupied or be unoccupied while the work is performed?
Occupied
6. Will furniture and personal belongings be removed, or do we need to protect them?
Some of the furnishings will be moved. If drilling or excessive dust, then some form of protection needs to be provided.
7. Will all or a portion of the work need to occur after hours for any reason? No
8. Are hazardous materials present (ACM, lead based paint)? No
9. Will the USDA require the FCUs to be installed in any specific sequence if the building is to remain occupied? No
10. Location for storage of equipment and materials? Building-2 Shelling Plant will be available
11. Will the USDA require any special requirements for controlling dust or noise? Keep door to room closed and have some type of dust control in room.
