1.0 Overview

The existing above ground storage tanks fuel storage tanks (ASTs) are double walled tanks. There are three tanks total, two 2,000-gallon unleaded fuel tanks and one 2,000-gallon diesel tank. The two unleaded tanks serve two dispensers in the middle of the maintenance area connected by underground piping. The diesel tank has its own on-tank fuel dispenser. The fuel system components are well past their design life and failures are occurring. Replacement parts are not available due to the age of the system. Failure of any of the three pumps will result in an extended outage. The communication system currently communicates through a modem which is also outdated.

The fuel systems are an integral part of the Park’s infrastructure. The fuel pumps service all of the fleet vehicles which support all elements of park operations which include, maintenance, emergency services, resource and visitor protection, and resource management. Having use of on-site fuel systems eliminate the commute required to obtain fuel from Naples or Vernal and creates efficiencies in the use of employees’ time, providing less time for planning and commuting outside of the parks for fuel and more time toward their duties.

2.0 Proposed Location

The project location is at Dinosaur National Monument, Quarry, 11625 E 1500 S, Jensen, UT 84035. The specific Park location is the maintenance area near the Quarry Visitor Center. The new dual compartment tank will be located on the same slab as the existing unleaded ASTs, which is on the east side of the facilities compound next to the maintenance building. Existing ASTs are outlined in yellow in Fig 2.

3.0 Scope

· Disposal of Existing Fuel System

· Remove, inert, and dispose of two existing unleaded ASTs, piping, appurtenances

· Leave existing bollards in place

· Remove, inert, and dispose of one existing diesel AST, piping, bollards, appurtenances

· Fill voids from bollards, compact, repair asphalt

· Remove and dispose of existing fuel dispensers, key card system, island, bollards, lighting, appurtenances. Repair void left from removal of island to match existing parking lot surface grade. Ensure top of repair is level with surrounding asphalt and concrete.

· Remove and dispose of existing underground fuel piping

· Provide temporary tanks (one diesel, one unleaded) with double containment to store existing fuel to be reused once the new tanks are installed

· Closeout documentation per State of Utah

· Furnish and Install New Tank and Fuel System

· Contractor to use existing concrete pad (approximately 20’ x 7.5’ x 5” thickness) for new tanks. Contractor to verify dimensions of existing pad for size and weight compatibility with manufacturer before ordering tanks.

· Furnish and install emergency shutoff for the fuel tank

· Furnish and install new two-compartment fuel tank (one 4,000 gallon unleaded compartment and one 2000-gallon diesel compartment) UL2085 AST complete with all piping, vents, pumps, conduit, level sensors, clock gauges, alarms, spill box, interstitial space monitoring, and all other appurtenances.

· Furnish and install bollards with bollard covers at the new dispenser island per NFPA code

· Furnish and install new pin code key system serving new AST. Provide 81 keycards (one keycard per vehicle at DINO)

· New lines will be painted delineating clearance zones around tanks and equipment.

· Furnish and install new fuel dispensers, one for diesel, one for unleaded.

· Testing of fuel system and monitoring systems. Contractor shall purge fuel lines and show proper operation of system.

· 4 hours of training in using the new system.

· Training of NPS and designated persons in the use of the new equipment.

· Filling of the tank compartments with appropriate fuel in each compartment to 95% of full capacity. Contractor to verify with Park.

· Gasoline: 85 Octane unleaded

· Diesel: #2 Clear

· Electrical Work

· Furnish and install emergency shutoff for gasoline tank

· Replace existing fuel management system with Veeder-root tank monitoring system

· Furnish fuel control panel to disconnect electrical circuits including neutral to gasoline equipment.

· Disconnect, remove, and install new conduits, electrical cabling, communication cabling, circuit breakers and associated electrical devices to enable connection to fuel dispensing equipment.

· Furnish trenching, backfilling, concrete saw cutting, and patching for electrical and fuel dispensing equipment installation.

· Furnish and install underground conduit for data cabling to be run to the east side of the maintenance building, and install Veeder-Root system in the interior of the building.

4.0 Definition of Contract Line Items

Contract Line Item No. 10 – Remove and Dispose of Existing Diesel and Unleaded ASTs

1. This item consists of all work, materials, and labor necessary for:

a. The removal and disposal of the existing unleaded and diesel aboveground storage tanks and all appurtenances including the existing pump, piping, fittings, vents, gauges, level sensor, clock gauge alarm, piping, dispensers, Fuel Master system, underground piping, tank inerting and documentation, disposal ticket documentation, bollards (diesel tank only), asphalt repair, filling, compaction, and all other components stated or otherwise implied in the contract documents, drawings and specifications to complete the work as specified.

2. Measurement for payment will be by the lump sum.

3. Payment will be made at the contract lump sum price.

Contract Line Item No. 20 – Furnish and Install Two-Compartment Fuel Tank with 4,000 Gallon Unleaded Compartment and 2,000 gallon Diesel Compartment and Fuel System

1. This item consists of all work, materials, and labor necessary for:

a. Furnishing and installation of a new two compartment double walled tank. Each compartment to have pump, piping, fittings, vents, gauge, level sensor, clock gauge alarm, spill box (single box includes both unleaded and diesel fill line), ground level fill piping, vapor recovery piping (unleaded side only), overflow prevention valve, anti-siphon valve, dust cap, dry disconnect adapter, drop pipes, diffuser, bollards, bollard covers, signs, fuel dispensers, new key card system, Veeder-root, interstitial space monitoring, anchors, testing, unleaded and diesel fuel, and all other components stated or otherwise implied in the contract documents, drawings and specifications to complete the work as specified.

b. Electrical: Disconnection of electrical from tank equipment to be removed, connection of electrical to furnished tank equipment, removing, relocation, and furnishing and installing gasoline system emergency shutoff, removing circuit breakers and modifying existing electrical panel circuits, furnishing and installing electrical connections, conduit, conductors, junction boxes, pull boxes, fuel control panel, circuit breakers, wireways, concrete saw cutting, concrete patching, utility trenching, backfill, compaction, testing, and all other components stated or otherwise implied in the contract documents, drawings and specifications to complete the work as specified.

2. Measurement for payment will be by the lump sum.

3. Payment will be made at the contract lump sum price.

5.0 Technical Details

1. Contractor to ensure all required components are present in the complete, code compliant fuel system.

2. Tank removal and inerting must abide (at a minimum) to NFPA 326: Standard for the Safeguarding of Tanks and Containers for Entry, Cleaning, or Repair, 2020 Edition

3. UST closure plan submitted to the State of Utah Department of Environmental Quality (underground piping only). Removers of underground piping must be State of Utah certified UST remover.

4. Code Compliance: This project will install a complete fuel system that is compliant with:

a. NFPA 30

b. NFPA 30A

c. NFPA 70

d. NFPA 709

e. UL 2085

f. State of Utah Department of Environmental Quality

g. Local, Federal Regulations, and any other applicable code.

5. Normal and emergency vent sizing to be determined by the fuel tank supplier. Contractor to provide manufacturer or supplier design of proper vent sizing for specific tank volume.

6. Tank: UL 2085, double-wall, horizontal, with primary- and secondary-containment walls and interstitial space. FireGuard UL 2085/UL752 Tank System or approved equal.

a. Storage Type: Fabricated for storing motor gasoline (NFPA Classified Class IB combustible liquid) or diesel fuel (NFPA Classified Class II combustible liquid).

b. Tank to be grounded per manufacturer’s recommendation.

c. Color: White

7. The new tank shall include at a minimum the following components for each compartment (diesel and gasoline):

a. Overfill Containment/Remote Fill Container

b. Tank Fill Line

c. Vapor Recovery Line (Gasoline tank only)

d. Overfill Prevention Valve

e. Fuel Pump

f. Fuel Dispenser for Diesel

g. Fuel Dispenser for Unleaded Gasoline

h. Anti-Siphon Valve and Conduit

i. Card Reader System (single system to serve both tanks)

j. Normal Vents

k. Emergency Vents

l. Electronic Monitoring and Liquid Level Gauge System

m. Interstitial Space Monitoring

n. Analog Tank Level Monitoring System

o. Emergency Stop (Gasoline tank only)

p. Bollards

q. Signage

8. Dispensing System Controller (DSC): Nema 4X Enclosure, Panel Mounted Emergency Stop Control.

9. Electrical: Install electrical wiring, conduits, and grounding in accordance with NEC for Hazardous Locations. Connect conduits and wiring to the tank in accordance with NEC Class-1 Division 1. Temporarily connect electrical to existing electrical system for testing. After testing, disconnect electrical connection to existing electrical.

10. FUEL PUMP

a. Turbine style pressure pump mounted on tank to feed fuel dispenser

b. FE Petro STP75-VL2 or approved equal

c. Salient Characteristics:

i. HP: ¾ fixed speed

ii. Variable length

iii. Compatible with fuel mixtures:

1. Gasoline containing up to 10% ethanol,

2. Diesel fuels

3. 20% MTBE, 20% ETBE or 17% TAME with gasoline

iv. NFPA 30A compliant

11. FUEL DISPENSER

a. Single sided-type dispenser (one for unleaded and one for diesel), in compliance with NFPA 30A requirements

b. A listed emergency breakaway device designed to retain liquid on both sides of the breakaway point shall be installed on each hose dispensing Class I and II liquids. Such devices shall be installed and maintained in accordance with the manufacturer’s instructions

c. An automatic closing–type hose nozzle valve, with a latch-open device and listed and labeled in accordance with ANSI/UL 842, Standard for Valves for Flammable Fluids; or ANSI/ UL 2586, Standard for Hose Nozzle Valves, shall be provided on island-type dispensing devices used to dispense Class I or Class II liquids.

d. Fuel to be supplied from turbine style pressure pump

e. Flow rate set for gasoline dispenser: 10 GPM

f. Flow rate set for diesel dispenser: 20 GPM

g. Wayne 3/G7107D or approved equal

i. Salient Characteristics:

1. LCD Display: Backlit 1.5” seven-digit volume display and ½” four-character status display. Programmable for gallons or liters

2. Electrical: 120VAC 60Hz

3. Pressure: Working up to 50 psi

4. Pedestal-mount

5. Exterior Panel Material: Galvannealed steel

6. Inlet: 1 ½” female NPT

7. Outlet: 1” Female NPT with ¾” adapter

8. Hose Length: 10’

9. Filter: Strainer and external filter option

10. 400 series filter for gasoline dispenser

11. 800 series filter for diesel dispenser

12. Marked for fuel type

13. Anchored to concrete pad as per manufacturers recommendation

14. Flow limit set at 10 gpm via flow control valve

12. CARD READER SYSTEM

a. The fuel-control system shall consist of a fuel-site controller that governs system operation. It is a turnkey system that allows for immediate use after installation without any configuration changes. The default configuration allows for all purchased cards to be configured with unique PINs by the user on the first use of the card. After configuration of the card’s PIN, a second swipe of the card will provide access to authorized fuels dispensed by the system.

b. Petro Vend 100 or approved equal

13. ELECTRONIC MONITORING

a. Description: Calibrated liquid-level gage system complying with UL 1238 with probes or other sensors and remote annunciator panel.

b. Annunciator Panel: With visual and audible, high-tank-level and low-tank-level alarms; fuel indicator with registration in gallons; and overfill alarm. Include gage volume range that covers fuel-oil storage capacity.

c. Veeder-Root TLS-4i or approved equal

i. Salient Characteristics:

1. UL Listed

2. Tank Quantity for Monitoring: 4

3. Inputs: 6

4. 7” Color LCD Display

5. Monitoring Capabilities: Reports, Alarms, Inventory, interstitial, power outage, email notification.

6. Report Storage: 3 years

7. Audible alarm

8. Temperature operating range: 32º to 109º F

9. Contractor to provide manufacturer recommended SD card

14. Test pump and alarm operation.

15. SIGNAGE

a. Place labels on the tank in accordance with NFPA codes.

b. Signage required to be mounted to front of fuel dispenser to be aluminum and have non-fade printing. Signage to be compliant with IFC 5703.5 Labeling and signage; 2305.6 Warning signs; 5003.5 Hazard identification signs:

c. Signs shall have white lettering on a red background and shall state: “DANGER –

d. FLAMMABLE LIQUIDS” for gasoline, and “DANGER – COMBUSTIBLE LIQUIDS” for diesel. Letters shall be not less than 3 inches in height and ½ inches in stroke.

e. Additional signage is required, and shall be conspicuously posted within sight of dispensers and fuel-dispensing areas as follows:

i. “No smoking”

ii. “Shut off motor”

iii. “Discharge your static electricity before fueling by touching a metal surface away from the nozzle”

iv. “To prevent static discharge, do not reenter your vehicle while gasoline is pumping”

v. “If a fire starts, do not remove nozzle -back away immediately”

vi. “It is unlawful and dangerous to dispense gasoline into unapproved containers”

vii. “No filling of portable containers in or on a motor vehicle. Place container on ground before filling”

6.0 Submittals

1. Contractor to submit on a complete fuel system detailing the following at a minimum:

a. Site plan showing tank, concrete pad extent, pedestal for dispensers and key card system, dispenser and key card placement, island, bollards, underground conduit location and stubs, electrical lines, control lines, dimensions showing offset from nearby buildings and structures, emergency shut off location, any other dimensions required by code

b. Trench bedding material, compaction testing agency

c. Emergency and normal venting calculations with vent size requirements

d. Concrete mix design, rebar, strength test results

e. Asphalt mix, tack coat, prime coat, asphalt compaction testing agency

f. Shop drawing of fuel tank with each required fuel system component clearly detailed including the color of tank

g. Material cut sheets for piping, connections, elbows, end caps, supports, accessories, appurtenances etc.

h. Bollards and bollard covers

i. Tank interting and disposal plan

7.0 Attachments
