PERFORMANCE WORK STATEMENT (PWS)

ANNUAL SCALE CALIBRATION &

REPAIR/SERVICE BEALE AIR FORCE BASE,

CALIFORNIA

11 DECEMBER 2025

1. BACKGROUND: The 9th Logistic Readiness Squadron (LRS) at Beale AFB, CA requires annual scale calibration and maintenance services for the six (6) scales located on base. The scales that require annual calibration are to verify weight of vehicles and cargo that pass through the visitor center. The scales are used to comply with Department of Transportation and MIL-AIR weight limitations. This service will ensure the scales remain compliant with weight limitations, are calibrated, and functional. The scales are required to be calibrated to National Institute of Standards and Technology (NIST) commercial standards and Calibration Technical Orders (TO’s) 00-20-14 and 33K-1-100-1 traceable standards

2. SCOPE: The Contractor shall furnish all certified personnel, tools, materials, vehicles, test equipment, and resources necessary to perform annual calibration, inspection, testing, and maintenance services for six (6) Government-owned scales located at Beale AFB, CA. These services shall ensure the scales remain accurate, fully operational, and compliant with all applicable Department of Transportation (DOT) and MIL-AIR weight limitations.

All calibration services shall be performed in accordance with National Institute of Standards and Technology (NIST) commercial standards, Calibration Technical Orders (TOs) 00-20-14 and 33K- 1-100-1, and manufacturers’ specifications. All measurement equipment used by the Contractor shall be certified and traceable to NIST standards.

The Contractor shall perform annual calibration services for the scales identified in Table 2.1.

Services shall include inspection, cleaning, testing, adjustment, and calibration to verify proper operation and compliance. The Contractor shall also provide repairs and replacement parts on an as-needed basis as specified in Section 3.2. All travel, labor, administrative costs, and fringe benefits required to perform these services shall be included in the contract price.

3. DESCRIPTION OF REQUIRED TASKS

3.1 CALIBRATION SERVICES. Contractor shall coordinate and schedule the annual calibration service with the Contracting Officer Representative (COR) at least 7 days prior to calibration effort to ensure escort availability and base entry requirements are met. After coordination with the 9 MSG/LRS COR, Contractor shall travel to Beale AFB, CA to calibrate all six (6) scales. Services will be accomplished on a non-interference basis and will be during normal operational hours of 0800 to 1400, Monday through Friday, excluding holidays.

Calibration services shall include, but are not limited to:

• Visual inspection for damage, wear, or malfunction

• Cleaning of scale components as necessary

• Verification of accuracy using certified test weights

• Adjustment and recalibration to meet required tolerances

• Functional testing to ensure proper operation

• Confirmation of compliance with NIST and applicable Technical Orders

• Placement of calibration label indicating date of service and next due date

The COR shall verify the acceptable completion of the services by signing his/her acknowledgement of the Contractor’s calibration report/certification and the accompanying packing slip/invoice. A copy of all documents will be forwarded to the Contracting Officer/Contracting Administrator (CO/CA) for inclusion in the contract file.

The COR will ensure that all scales are free of debris and readily accessible to the Contractor’s personnel and test truck prior to service performance.

The Contractor shall provide a comprehensive report submitted to the COR within (7) business days of service completions. The report shall include, at a minimum:

(1) Services performed on each scale

(2) Recommended repairs (if any) with level of necessity

(3) Notes/recommendations relevant to any issues encountered during the performance of the calibration services

3.2 REPLACEMENT PARTS AND REPAIRS: Replacement parts and minor repairs shall be provided on an as-needed basis to maintain scale operability and accuracy. No replacement parts or repairs shall be performed without prior written approval from a warranted Contracting Officer. Upon request from the COR, the Contractor shall provide a details quote for all replacement parts and repair labor, including: description of the required parts, labor hours, cost break down and estimated completion time. Repairs shall only proceed upon Government approval. All replacement parts shall be original Equipment Manufacturer (OEM) parts only and coordinated with 9 MSG/SDS POC’s technicians to obtain suitable substitute for obsolete parts

The Contractor shall verify with the COR and CO/CA to ensure Over and Above (O&A) funds are available BEFORE replacing any parts during annual calibrations.

All scales shall be returned to full operational status and within acceptable tolerance levels upon completion of calibration or repair. Any scale deemed unsafe or non-compliant shall be immediately reported to the COR with recommendation for corrective action.

3.2.1 OVER AND ABOVE (O&A) WORK PROCEDURES: O&A work procedures do not have to be in conjunction with annual calibration schedule. However, repair cost estimates will include calibration immediately upon completion of repairs. Contactor shall adhere to the following procedures if O&A part shipment, installation, and services are required:

(1) Contractor shall provide a quote with the parts, labor, and travel costs to the 9 MSG/LRS COR upon request.

(2) MSG/LRS COR shall review, approve, and route quote(s) and funding (if needed) to the 9th Contracting Squadron (9 CONS) CO/CA.

(3) CO shall review the quote immediately upon receipt to determine price reasonableness and approve prior to work commencement.

(4) CO shall provide a Not-to-Exceed (NTE) limit to the Contractor prior to work commencement.

(5) CO shall provide a Notice-to-Proceed (NTP) to Contractor in a timely manner as not to disrupt repair/services. The NTP may be in the form of a modification signed by both parties and/or a verbal confirmation from the CO. A warranted CO is the ONLY member authorized to issue a

NTP.

(6) Contractor SHALL NOT start work until a CO has given an NTP.

(7) Contractor shall submit a finalized invoice within 48 hours and supporting documentation (warranty, certificates, etc.) to the 9 COR and CO/CA 7 days after work has been completed.

(8) 9 MSG/LRS COR shall coordinate with a Warranted Contracting Officer for an NTP if work is required after duty hours.

(9) All parties shall refer to DFARS 252.217-7028, Over and Above Work, for additional O&A guidance as needed.

3. BASE ACCESS: The contractor shall comply with all requirements and procedures IAW DAFFARS 5352.242-9000, Contractor Access to Department of the Air Force Installations. The contractor shall obtain base identification and vehicle passes, if required, for all contractor personnel who make frequent visits to or perform work on the Department of the Air Force installations cited in the contract. Contractor personnel are required to wear or prominently display installation identification badges or contractor furnished contractor identification badges while visiting or performing work prior to the start of work on base. Listing (EAL) installation. An Entry Access Listing (EAL) (Attachment 3) shall be turned into the COR within five (7) business days prior to the start of work on base. The EAL will be sent to Security Forces who will conduct a background check on each employee. Upon clearance and approval, the contractor will be notified and will have approximately ten days to get their base passes from Pass & ID. During the performance of the contract, the contractor shall be responsible for obtaining required identification for newly assigned personnel and for prompt return of credentials and vehicle passes for any employee who has quit, been terminated, or no longer requires access to the work site. The COR shall provide escort(s) while performing services in restricted areas that require an escort.

4.1. BASE CLOSURES: Work scheduled, but not accomplished, during a base closure due to weather, exercises, or actual alert, will be accomplished as soon as possible after reopening the base.

4.2 TRAFFIC LAWS: The contractor and their employees shall comply with all installation traffic regulations.

5. SCHEDULE COORDINATION: The Contractor shall be responsible for coordinating all phases of work with the COR.

6. RECOGNIZED FEDERAL HOLIDAYS: The 9 CES’s standard operating hours are Monday

– Friday, between the hours of 0800-1400 PST. The Contractor is not required to provide service on federal holidays. If any holiday falls on Saturday, the preceding Friday will be observed. If any holiday falls on Sunday, the following Monday will be observed. If a holiday falls on a scheduled service day, the Contractor will be responsible for rescheduling services for the first day post the holiday observance. The following Federal holidays are observed:

7. CLEAN-UP: The Contractor shall keep the work area orderly and, in a hazard free condition.

The Contractor shall be responsible for clean-up of the job site including removal of all debris from site areas. All debris and waste shall be properly disposed of properly at an off-base property.

8. SERVICE SUMMARY: The Service Summary (SS) outlines the minimum standards with delivery method and promotes continuous improvements in contractor performance. The contract service requirements are summarized in performance objectives that relate directly to environmental regulatory requirements. The performance threshold briefly describes the minimally acceptable levels of service required for each performance objective. The SS provides information on contract requirements, the expected level of contractor performance and the expected method of government validation and confirmation of services provided. These thresholds are critical to success. Procedures set forth in FAR 52.212-4(a), Contract Terms and Conditions-Commercial Items, Inspection/Acceptance, will be used to remedy all deficiencies.
