About this file

This is a Statement of Work (SOW) and Technical Specification from the California Department of Corrections and Rehabilitation (CDCR) for wheelchair lift van conversions. The project involves converting 49 Ford Transit XL Medium Roof, 15-passenger vans to accommodate wheelchair-bound inmates, with each van requiring a rear door accessible wheelchair lift. The converted vehicles will transport two inmate passengers, one custody staff driver, one custody staff front passenger, and two wheelchair-bound inmates. The contractor is responsible for converting the vans to meet ADA requirements, including installing a wheelchair lift with specific dimensions and load capacities, a flat floor with vinyl covering, and two seats with lap/shoulder belts and a four-point wheelchair securement system. The project has a one-year delivery timeline from the purchase order date, with specific inspection and pre-delivery requirements.

The contract includes detailed technical specifications for the wheelchair lift, such as a minimum lifting capacity of 800 pounds, a platform width of 31 inches, and a maximum clear height of 58 inches. The Braun Century Series model #NDCC-2 or Ricon titanium lift is specified. The state has reserved 10 percent of the bid amount for potential upgrades or unanticipated tasks. Warranty terms include a one-year coverage starting from the in-service date, with the contractor responsible for warranty repairs at a California-based service center. Transportation of the vans is strictly controlled, with vehicles to be transported by flatbed truck and not driven more than 100 miles. The contract emphasizes high-quality workmanship, compliance with federal and state regulations, and thorough inspection processes.
