Summary: Ketchikan Office Cleaning Performance Work Statement

This is a Performance Work Statement for ongoing custodial services required by the National Oceanic and Atmospheric Administration (NOAA) Office of Law Enforcement (OLE) Alaska Division (AKD) field office located at 624 Mill Street, Suite 202, Ketchikan, AK 99901. The contract is a firm-fixed price, non-personal services purchase order with a period of performance from October 1, 2026 to September 30, 2027, with four additional option years. The contractor must coordinate the cleaning schedule with the Government at least 72 hours in advance and complete all services Monday through Friday between 8:00 AM and 4:00 PM Alaska Time.

The scope of work consists of three tasks: Task A (weekly cleaning including trash removal, dusting, vacuuming, floor cleaning, bathroom sanitization, and restocking supplies); Task B (monthly maintenance including wiping horizontal surfaces, removing wall marks, and mopping uncarpeted floors); and Task C (bi-annual deep cleaning including window cleaning, carpet shampooing, and light fixture dusting). Performance standards establish acceptable quality levels of 10% error rate for Tasks A and B, and 5% for Task C. Meeting performance standards results in timely payment and potential option period exercises, while failure to meet standards results in invoice withholding until rectification, negative past performance ratings, and potential exclusion from future work. The contractor is responsible for all labor, equipment, and materials costs. All contractor employees must possess a REAL ID and pass Tier 1 vetting process requirements. The technical point of contact information will be provided before award.
