All services shall be performed in accordance with (IAW) this Performance Work Statement (PWS), and all applicable local, state, and federal standards, laws, and regulations.

The work to be performed (type of service, frequency, facility, location, and period of performance) shall be specified and funded at the task order level.

The following establishes the required tasks and the minimum acceptable levels of service.

23.0 Task 1 – Vault Pumping Services

The contractor shall perform vault pumping services on an “as needed” basis for vaults identified in Section 25.0 of this PWS, including the following:

General Vault Pumping o Pump and dispose of all wastewater and solid materials from each vault.

o Ensure all vaults are left clean and in good working order after pumping.

o After pumping, backfill each vault with sufficient water to help reduce odor.

o Septic tanks at the Host Cabin and RV Host Site receive a high volume of liquid waste from flush toilets, sinks, and showers and therefore do not require rinsing or backfilling.

o Complete all work within 7 calendar days of notification by the COR, except where otherwise specified.

Wet Wells (Sumps) o Wet wells at the Host Cabin site shall be serviced within 14 calendar days of notification by the COR.

o Dislodge and remove accumulated sludge, grease, and debris from pumps and pipes.

o Inspect equipment for signs of damage or malfunction and notify COR of condition.

Waterless Sweet Smelling Toilet (SST) Vaults o Pump SST vaults identified as full within 14 calendar days of notification by the COR.

o Upon completion of pumping, return all access bollards to their proper position, secure vault access lids, and lock them if applicable.

o Remove all pumpable solid waste or refuse through the vault lids only, not through the restroom risers.

o Spray the sides and bottom of each SST vault with water immediately after pumping down to within 4 inches of the vault bottom to rinse clinging debris and loosen remaining solids.

o Pump out the resulting wash water and waste slurry until the suction hose begins drawing excessive air and further pumping is no longer practical.

o Backfill each SST vault with 100 gallons of fresh water to control odor and support future pumping operations.

o The water rinse and backfill are considered incidental to pumping.

Environmental and Property Protection o Do not rinse or clean trucks or pumping equipment on National Forest System lands.

PWS for SRD Vault Pumping Services (Version MAR 2026) Page 5 o All waste products and manually removed materials shall be disposed of off National Forest System lands.

o Any damage or defacement to Government property, facilities, or land resources resulting from contractor operations shall be repaired to original condition at the contractor’s expense.

Coordination and Documentation o Coordinate all service activities with the COR to ensure access to all vaults and allow COR attendance during pumping operations.

o Invoices shall list the total gallons of waste pumped.

24.0 Task 2 – Over and Above Work (O&AW)

Work not covered under the tasks described above may be designated as Over and Above Work (O&AW). For all proposed O&AW, the contractor shall submit the following information: the type of work required; a detailed description of the work; the specific location; estimated labor hours; materials required; and the proposed cost. The information provided shall be sufficient to meet contract requirements and allow the CO to authorize the work.

The contractor shall not proceed with O&AW until the Government has reviewed the submitted information. The Government will verify that the proposed work is necessary, is not included under the basic contract line item(s), and that the proposed corrective action is appropriate. The Government will authorize O&AW, as necessary, through contract modifications, task orders, or use of the Government Purchase Card (GPC).

All O&AW shall be performed IAW normal commercial practices using parts specified by the manufacturer or items of equal or better quality. The contractor shall notify the CO and COR of all projected downtime and the estimated time required to complete the work.

For emergency pumping and/or cleaning, the COR shall promptly estimate the required work and notify both the CO and Budget Officer. Upon receiving CO authorization and confirmation of available funds, the COR shall immediately contact the contractor. The contractor must respond within 2-4 hours, report to the work site, assess the work requirements, and provide the CO and COR with an estimated time and cost for completion. The cost estimate must include a detailed breakdown of all cost elements (e.g., hourly labor rates, equipment, supplies).

The contractor may begin emergency work only after receiving CO approval.

Emergency pumping and/or cleaning estimated at or below the Micro-Purchase Threshold (MPT) of $2,500 may be approved by the COR, provided the COR holds an active Government Purchase Card (GPC) and is authorized to use it. CO approval is not required for these purchases.
