Performance Work Statement Naval Special Warfare Command

Ranges East-Camp Atterbury Security Gate Upgrade and Preventative Maintenance

1. BACKGROUND

1.1 The Security Gate at the Ranges East Camp Atterbury Site is working intermittently due to old components and no preventative maintenance (PM) being performed.

2. OBJECTIVES

2.1 The objective of this requirement is to remove and replace a security gate operating system for 1 entrance point and acquire quarterly preventative maintenance service for two gates and four overhead doors. Ranges East Camp Atterbury is requesting to have the gate operating system replaced with new and updated components as well as quarterly preventative maintenance added as option years.

3. SCOPE

3.1 The Contractor shall provide the personnel, management, materials, equipment and facilities (not otherwise provided by the Government) necessary to install and maintain a security gate operating system and associated gates along with four overhead doors.

4. REQUIREMENTS

4.1 The contractor shall furnish and install a new security gate operating system. The security gate operating system will be required to meet the following minimums:

4.1.1 3/4 HP, 230V 1 Phase

4.1.2 Max gate size: 45 ft, 1200 lbs.

4.1.3 Max duty cycle: Continuous

4.1.4 5 Year Manufacturer Warranty

4.2 Additional components required for furnish and installation:

4.2.1 Slide

4.2.2 Keypad and Proximity Reader

4.2.3 3-Button Indoor Surface Mount Station

4.2.4 1-Button Comm Remote

4.2.5 Plug-In Loop Detector

4.3 Preventative Maintenance is required to be conducted on a quarterly basis on the security gate operating system to include the associated gates as well as four overhead doors. PM is to include but not limited to:

4.3.1 Operate gates/overhead doors, both powered and manually, to inspect operation and insure proper function of all equipment.

4.3.2 Inspect all moving parts on gate(s) and operators, adjust/tighten as required.

4.3.3 Clean and lubricate gate rollers and chain or drive assembly as required per manufacturer guidelines.

4.3.4 Inspect proper function of all safety devices.

4.3.5 Replace batteries in any safety device annually. (safety edge, receivers etc.) This does not include batteries for solar systems or back-up battery systems on A/C operators.

4.3.6 Provide reports on a quarterly basis in conjunction with PM schedule. PM will need to take place on the first month of each quarter. July, October, January, April or otherwise mutually agreed upon by all parties without any impact on overall price. Coordinate with Range to schedule date of performance.

6. SECURITY

6.1 Contact range complex personnel for access to Range Compound at 812-526-1329.

6.2 All contractor personnel requiring on base access are required to be citizens of the United States.

6.3 Contractor must be able to obtain personnel and vehicle access to military installations. Contractor is responsible for coordinating all necessary access through the local Military Pass and Decal Office.

7. SAFETY

7.1 Nothing in the PWS, nor any Government action or failure to act in performance of the contract shall relieve the contractor of its responsibility for the safety of the contractor's personnel and property, the Government's personnel and property. Furthermore, nothing in this PSW shall relieve the contractor of its responsibility for complying with applicable Federal, State, and Local laws, ordinances, codes and regulations (including those requiring applicable licenses and permits) in connection with the performance of this contract.

8. QUALITY CONTROL

8.1 The contractor shall implement and maintain a Quality Control Plan (QCP) to ensure work performed conforms to the scope of work and meets the requirements under this PWS. The QCP shall, at a minimum provide a method for performing inspections; identifying, correcting and preventing problems/defective service; addressing customer complaints, and improving the quality of services over the life of the contract.

9. QUALITY ASSURANCE

9.1 The Government reserves the right to perform inspections and surveillance to evaluate the Contractor’s compliance to the contract terms and performance of the requirements in the PWS. The Government will make every effort to ensure that the surveillance methods used are conducted in an objective, fair, and consistent manner

Contractor shall perform Routine Maintenance in accordance with the timelines and standards established in this PWS.

PWS 4.3 Contractor will be in violation of performance standard if unable to demonstrate the services performed meet industry and safety standards.
