PERFORMANCE WORK STATEMENT
FOR
SATELLITE OPERATIONS CENTER FURNITURE RECONFIGURATION
DELTA 8 / 10 SOPS
AT
NAVAL BASE VENTURA COUNTY, POINT MUGU
DECEMBER 2024
1.0 DESCRIPTION OF SERVICES
1.1 Overview of Services Required
Provide all tools, materials, equipment and personnel necessary to provide modular furniture reconfiguration, disassemble and remove, receive, deliver, and install new furniture, parts and installation in the Delta 8/10 SOPS Operations Center, building 375, Naval Base Ventura County, Point Mugu, California.
1.2 Specific Requirements
Design, deliver, and install 10 modular consoles, 4 filing cabinets, and 4 bookshelves and disassemble and remove existing consoles. Solution shall maximize operator ergonomics, be a cohesive configuration designed for 24/7 mission critical operation addressing existing needs and sustainable for future operator and equipment modifications and provide a more efficient work environment with a return on investment that will ensure a future forward solution for many years to come. Furniture shall be cohesive in materials to ensure maximum longevity.
1.3 Specifications
Operator positions must be reconfigurable in the future with flexible repositioning of human interface equipment.
Must include adjustable configurations for flexible monitor and accessory mounting along the entire length of the console.
Must include monitor track system
Consoles will feature a black and gray color scheme and shall be constructed of a durable worksurface material with metal accents
Alternative Materials and alternative colors will not be acceptable.
Work surface must be entirely constructed of Corian with a shaped waterfall edge and free of any additional materials, i.e. padding, glued or screwed extrusion.
1.4 Scope
Vendor shall disassemble and remove existing furniture over an agreed-upon duration with the customer
Vendor shall arrange delivery of new furniture over an agreed-upon duration with the customer
Vendor shall install new furniture over an agreed-upon duration with the customer
Vendor shall have history of designing functional, ergonomic consoles which comply with accepted Human Factor Design Standards. The furniture should feature appropriate walkways, viewing distances and angles, and knee well space per operator in addition to incorporating accessories with consideration to Human Factors.
Vendor to supply console capable of supporting all specified equipment.
Vendor shall provide the customer a detailed design package highlighting the custom properties of the Console project including dimensioned layouts and 3D renderings. The customer will approve the design prior to construction.
Vendor shall provide open means of communication throughout the fabrication process and a schedule will be available upon request.
Photographs of all consoles and components shall be provided to the customer for approval prior to shipping.
Vendor shall pack components in a manner to ensure product arrives undamaged
Floor layout should resemble existing layout and be ADA compliant
Work surfaces should be removed for shipping and packed separately when possible.
Product should be blanket wrapped and use a shipping method that reduces packaging.
Vendor shall ship furniture in the most efficient way possible to reduce customer costs. Vendor to provide skilled and experienced on-site assembly team as necessary.
Vendor will ensure that all delivered components can fit through a standard doorway (36”W by 83”H) to accommodate entry into the control center.
If required, a supervisor for the on-site assembly can be made available to accommodate Union Regulations.
No welding, carpentry, cutting or specialized tools will be required for the on-site final assembly of furniture unless requested.
Vendor will not be required to install monitors.
Console Specifications 4 Consoles accommodating 4 operators each. All operator positions shall be located on the same side of the console, facing the monitor wall. There shall be a security shield to conceal the rear sides of monitors. Each console shall accommodate a minimum of 9 24” monitors via track system. The consoles shall include, general storage drawers, and integrated storage for CPU equipment. Operator positions shall allow for reconfigurability of monitors and operator locations to accommodate future upgrades of equipment and other requirements.
2 Consoles accommodating 2 operators each. The consoles shall feature integrated cable management. There shall be a security shield to conceal the rear sides of monitors. Each console shall accommodate a minimum of 3 24” monitors via track system. Shall have integrated Sit-stand capability. The console shall include integrated storage for CPU equipment and general storage drawers.
Operator positions shall allow for reconfigurability of monitors and operator locations to accommodate future upgrades of equipment and other requirements.
3 Consoles accommodating 2 operators each. The consoles shall feature integrated cable management. There shall be a security shield to conceal the rear sides of monitors. Shall accommodate a minimum of 3 24” monitors via track system. The console shall include integrated storage for CPU equipment and general storage drawers. Operator positions shall allow for reconfigurability of monitors and operator locations to accommodate future upgrades of equipment and other requirements.
1 Console to accommodate 10 operators. Console shall accommodate a minimum of 10 24” monitors via track system. Shall feature integrated storage for CPU equipment. Shall feature general storage drawers. Operator positions shall allow for reconfigurability of monitors and operator locations to accommodate future upgrades of equipment and other requirements.
Each console will feature power supplies that shall be rack mounted and have a lighted switch with a 12’ cord. They shall be mounted inside the console and shall accommodate at least the number of monitors and CPUs on each console.

The work surface will provide mounting accommodations for monitors, power, data and cable raceway accommodations for human interface components (keyboards, phone, mouse, etc.…). Cable raceways are fully integrated and continuous throughout the console.
1.5 Product Description
The Self Supporting Structural Frame System shall be fully free standing and not require attachment to building or other structures for support or stability.
Structure will be delivered in sections small enough to fit through a standard doorway (36” by 83”). Sections will be connected on-site. No welding or carpentry shall be performed on installation.
Doors will use concealed hinges. Doors will be capable of having a ventilation fan mounted to the inside. Doors must not require additional support when open, i.e. casters.
Floor covers will be located inside the cabinet. They will lift off and be easily removable. Floor covers will feature holes for cable access and provide a horizontal surface for supporting equipment and cables within the cabinet.
1.5.1 Hardware
Bolts and screws used in the assembly of the console will all use standard tools for fastening.
Locations will be concealed whenever possible, so fasteners are not visible outside the cabinet.
Hinges will be hidden or quick release.
Latches may be hidden push latches or lockable exterior latches.
Lockable exterior latches shall be used for any lift off panels.
Handles will be contoured ergonomic bar pulls that will not catch on clothing
1.6 Human Factor Considerations for the Console Structure Design
Appropriate knee well space. The minimum knee well size should be at least 18” deep and 24” wide and 25” high. Whenever possible, this space should be increased. No sharp edges or obstructions should be in this space that could cause injury to the operator.
Appropriate viewing angles for all monitor configurations, video walls, and windows.
Cabinet shall be capable of accommodating Standard CPU’s to be easily accessible via hinged doors.
1.7 Work Surfaces
All work surfaces shall feature smooth edges and reduce locations of sharp corners.
Pencil stops shall be available and are optional raised details that provide a rear edge to the front surface so items don’t roll off.
Keyboard stops shall be available and are optional raised details that provide an edge at the bottom of the slope for keyboard storage.
1.8 Cable Management shall be fully integrated.
Raceways shall be continuous throughout the console allowing uninterrupted cable management.
Below the work surface and under the track will have a cable raceway that runs horizontally.
Cables will drop from the work surface via a wire brush or cable grommets.
1.9 Equipment Mounting will include all necessary hardware for specified equipment.
Adapt-a-Track System shall be a fully integrated silver anodized thick-walled aluminum extrusion track located on the rear of the console. The track shall be capable of supporting a wide variety of monitor arrays and accessories while also providing for horizontal adjustment. All systems attaching to the track shall do so with ball spring drop in T-nuts facilitating future adjustment with standard tools. Monitor track shall be continuous the length of the console.
Data Grommets will be used for running wires below the work surface for occasions where the wire brush cannot be used.
Mounts for the track system will clamp to a pole which mounts to the track. The pole allows for height adjustment while the track provides horizontal adjustment. Some of the available accessories and mounts for the track include:
No link monitor mounts with lockable heads which provide angle adjustment.
Two Link actuating mounts provide adjustment to and from the operator and further monitor angling for curving monitors around the operator.
Track mount LED lights shall be provided and provide adjustable task lighting.
Phone Mounts shall be provided and feature an adjustable width tray that mounts to the track moving the phone off the work surface and shall provide the ability to stack phones.
1.10 Console Ventilation
Gaps for air flow shall be located throughout the console to allow air to move freely so heat from equipment inside the cabinet may escape easily. Heating design will incorporate Upper and lower openings to increase air flow.
Specifications for Height Adjustable Sections:
No physical demands shall be placed on operator when using sit/stand function
Height adjustable cable carrier will run from the horizontal cable raceway beneath the work surface into the cabinet. Cables easily accessible will be protected and enclosed during movement. A minimum of two vertical height adjustable cable raceways will be provided per movable surface.
Programmable Push Button Controller will be mounted under the front edge of the front work surface to control both work surfaces. The digital display shows the actual height in cm or inches. Four buttons are used for storing memorized positions.
Horizontal Modesty panels below the work surface shall be available to conceal the cable raceway below the monitor mounting track.
Pinch points will be removed by including a 2” safety gap between moving surfaces. These gaps would be located between work surfaces, between two separately height adjustable consoles, or between a console and a credenza or static console section.
Human factors related to height adjustment include: Ability to adjust viewing angles to reduce fatigue since operator can quickly and easily adjust monitor height.
Warranty:
Lifetime warranty on all fixed steel structure frame components.
10-year warranty on all adjustable, sliding or hinged components and laminated surfaces.
2-year warranty on all electrical components and chairs.
10-year warranty on laminate materials.
Additional Information
Installation will occur in April of 2025 based on operational constraints.
Provide written instructions and schedule with all the manufacturers specific assembly and instructions manuals for each piece of equipment installed. This will be provided 45 days prior to installation.
Vendors and/or subcontractors performing work on vendor-owned or government-owned plant facilities and equipment shall ensure that all OSHA safety regulations are followed.
Manufacturer must provide a designated “Project Manager” to coordinate implementation.
Prior to system acceptance, Contractor must demonstrate to the 10 SOPS POC(s) the solution is fully functional and meets the stated objectives in this PWS and accepted by the government.
The contractor shall be responsible for all personnel, equipment, tools, materials, supervision, storage, assembly, transportation, incidentals and all other items and services necessary to provide and install above noted materials.
The contractor shall ensure policies and procedures are established that protect the safety and welfare of customers, employees, and the community to minimize or eliminate safety or environmental risks. These policies shall be in compliance with Federal and Installation policies and procedures.
The contractor is responsible for conducting work on base during normal duty hours, 0730-1630 hours, Monday through Friday except for Federal Holidays. Work on this effort may require weekend and/or evening work.
The contractor is responsible for ensuring that delivery and installation teams have base access for their assigned duties.
The contractor shall comply with all applicable Federal, State, and local legal requirements regarding works’ health and safety. The contractor is solely responsible for determining the legal requirements that apply to his/her activates. These include but are not limited to all Occupational Safety and Health Administration (OSHA) safety rules and regulations, arc clash training, personal protection training and equipment to protect themselves and others form unsafe work conditions. The contractor shall report any accidents or OSHA violations immediately to the appropriate authorities and within one
(1) business day to the appropriate Resource Advisor.
The contractor shall record and report within one (1) business day to the 10 SOPS COR for each instance of accidental damage to Government property or injury to either contractor or Government personnel. The contractor shall not perform any work on the damaged equipment/property until released by an authorized Government representative. If the Government elects to conduct an investigation of the accident, the contractor shall cooperate fully and assist the Government personnel until the investigation is complete.
Final Inspection
A final walkthrough inspection shall be conducted by the contractor with representatives from 10 SOPS.
