The contract operates on a firm-fixed-unit-price (FFUP) basis with separate pricing for different snowfall accumulation categories: up to three inches, greater than three through six inches, greater than six through ten inches, and greater than ten inches, as determined by final official National Weather Service snowfall totals at Ronald Reagan Washington National Airport. Additional separately priced services include pretreatment, ice control/deicing, snow hauling on a per-truckload basis, and return treatment for refreezing or hazardous icy conditions.
The contractor must maintain 24/7 operational readiness from November 20 through April 20 to respond to Government-authorized service requests within two hours of notification. Only magnesium chloride, calcium chloride, urea, propylene glycol, sand, or cinders—with restrictions on masonry surfaces—may be used for chemical treatment. The contractor must develop a Quality Control Plan within 30 calendar days of award, obtain perimeter badges for all personnel, maintain key and lock combination controls, designate a contract manager available 24/7 with supervisory staff, and submit monthly workforce reports with each invoice certifying that the small business prime contractor and similarly situated subcontractors perform at least 51 percent of total personnel costs. The contractor is responsible for compliance with BEP Environmental, Health, and Safety Requirements (75D-07.0-04), District of Columbia snow removal regulations, and all applicable federal, state, and local regulations. Performance standards require 100 percent compliance with snow and ice removal requirements, maintenance of crosswalks, emergency exits, and wheelchair ramps, and accurate invoicing based on official NWS snowfall measurements.

For purposes of this PWS, one (1) truckload constitutes one (1) unit (EA) under the applicable Snow Hauling CLIN and consists of one vehicle loaded with snow at the BEP premises, transported off-site, and delivered to the Contractor-selected disposal location. Snow hauling shall commence only upon authorization by the Contracting Officer or Contracting Officer's Representative. Once authorized, the Contractor shall perform the truckloads necessary to complete the authorized snow hauling operation. The Contractor shall use commercially reasonable loading practices to maximize the capacity of each truckload.
For each truckload, the Contractor shall obtain a receipt, disposal ticket, or other documentation verifying off-site delivery or disposal of the hauled snow. If a receipt or disposal ticket is not available, the Contractor shall provide other documentation acceptable to the COR verifying completion of the truckload.
The Contractor shall submit the supporting documentation for each truckload with its invoice. Payment under the Snow Hauling CLIN shall be based on the number of completed and documented truckloads. Truckloads not supported by the required documentation will not be payable unless otherwise verified and accepted by the Government.
The Contractor shall be responsible for complying with all disposal and acceptance requirements of the disposal location selected by the Contractor. Any tipping, disposal, or other facility fees incurred in connection with off-site snow disposal shall not be separately reimbursed by the Government.
Upon completion of authorized hauling operations, the Contractor shall notify the COR.
5.11 Access:
Care shall be taken to maintain clear and unobstructed paths in the following areas from snow or snow removal activities.
5.11.1 Crosswalks:
Access shall be maintained through crosswalks for handicapped and non-handicapped personnel.
5.11.2 Emergency Exits:
Emergency exits shall not be blocked by snow or snow removal activities.
5.11.3 Wheelchair Ramps:
Wheelchair ramps shall be clear of all snow and ice.
5.12 Snow and Ice Removal Authorization, Notification, and Payment:
5.12.1 Government Authorization:
Only the Contracting Officer, Contracting Officer's Representative, or the Bureau Central Police Operations Center acting on behalf of the COR may authorize snow and ice removal services under this contract. No services shall be performed without Government authorization, except as otherwise directed in writing by the CO.
The Government reserves the sole discretion to determine when snow and ice removal, pretreatment, deicing, additional passes, or snow hauling are required.
5.12.2 Service Notification:
The Government will notify the Contractor by telephone, email, or other mutually agreed-upon method when services are required. Notifications may be issued at any time, including nights, weekends, holidays, and during the annual year-end shutdown.
Notification may be provided for:
· Pretreatment prior to forecasted winter weather;
· Snow removal;
· Ice control or deicing;
· Additional snow removal passes during continuing snowfall;
· Snow hauling operations; or
· Return visits for refreezing or hazardous icy conditions.
5.12.3 Contractor Acknowledgement and Response:
The Contractor shall acknowledge receipt of the Government's notification within 30 minutes and provide an estimated arrival time.
Unless otherwise directed by the COR, the Contractor shall have personnel, equipment, and materials on site and begin performing authorized services within two (2) hours after Government notification.
5.12.4 Continuing Snowfall:
When snowfall continues after operations have begun, the Contractor shall remain on site or return as directed by the COR to perform additional snow removal passes and ice control necessary to maintain safe access.
Additional snow removal passes shall be performed in accordance with the requirements of this PWS and Government direction.
5.12.5 Completion of Services:
Upon completion of each authorized service event, the Contractor shall notify the COR or the Bureau Central Police Operations Center that work has been completed.
The Contractor shall remain available until released by the Government or advised that inspection is not required.
5.12.6 Payment:
The Government will pay only for services that were authorized by the Government and satisfactorily performed in accordance with this contract.
For snowfall events, the applicable snowfall CLIN shall be determined using the final official National Weather Service (NWS) snowfall total reported for Ronald Reagan Washington National Airport (DCA) for the applicable snow event, in accordance with Section 5.4. Forecasted snowfall amounts, preliminary or interim snowfall reports, on-site measurements, Contractor measurements, or snowfall amounts reported by other weather sources shall not be used to determine the applicable snowfall CLIN for payment.
The applicable snowfall CLIN constitutes payment for all work required by this PWS to satisfactorily complete the applicable snowfall event. The Contractor shall not be entitled to additional payment based solely on the labor hours, equipment, materials, number of passes, or time required to perform the work included in the applicable snowfall CLIN.
Separately priced services, including ice control/deicing/pretreatment, snow hauling, and return treatment, shall be payable only when specifically authorized by the Government under the applicable CLIN in accordance with this PWS. The Contractor shall not perform or invoice for a separately priced service without prior Government authorization in accordance with Section 5.12.
Ice control/deicing/pretreatment shall be invoiced on a per authorized service event basis. One (1) authorized service event constitutes one (1) unit (EA) under the applicable Ice Control/Deicing/Pretreatment CLIN. The applicable unit price includes all applications of approved materials necessary to satisfactorily complete the authorized service event in accordance with this PWS. Additional applications required to satisfactorily complete the same authorized service event shall not constitute separate units for payment. Authorized return treatment shall be paid in accordance with Section 5.16.6.
Snow hauling shall be invoiced based on the number of completed and documented truckloads. One (1) truckload equals one (1) unit (EA) under the applicable Snow Hauling CLIN. Supporting documentation for each invoiced truckload shall be submitted in accordance with Section 5.10.
Each invoice shall identify, at a minimum:
· Date of service;
· Authorized service type;
· Applicable CLIN;
· Applicable snowfall category, when applicable;
· Time services began and ended;
· Description of authorized work performed; and
· Supporting documentation required by this PWS and any additional documentation reasonably requested by the COR.
If an invoice is submitted before the final official NWS snowfall total for the applicable snow event is available, the applicable snowfall CLIN shall not be considered final for payment purposes until the final official NWS snowfall total is available and the correct snowfall category can be verified.
The Government will not pay for:
· Standby time;
· Unauthorized work or services;
· Estimated services not performed;
· Separately priced services that were not authorized by the Government;
· Additional charges based solely on the Contractor's actual labor hours, equipment, materials, number of passes, or time required to perform the work included in the applicable snowfall CLIN; or
· Services performed outside the scope of Government authorization.
5.13 Response Times:
5.13.1 Snow and Ice Removal Response:
The Contractor shall maintain the capability to respond to Government-authorized snow and ice removal service requests twenty-four (24) hours per day, seven (7) days per week, including weekends, Federal holidays, and the annual year-end shutdown, throughout the snow and ice removal season.
The Contractor shall have personnel, equipment, and materials on site and begin performing authorized services within two (2) hours after Government notification in accordance with Section 5.12.3, unless otherwise directed by the Contracting Officer's Representative.
5.13.2 Non-Emergency Communications:
The Contractor shall respond to non-emergency telephone calls or email communications from the Contracting Officer, Contract Administrator, or COR within one (1) business day, excluding weekends and Federal holidays.
5.13.3 Prioritization:
The Contractor shall prioritize snow and ice removal operations in accordance with the primary and secondary clearing priorities identified in Attachment 1 and any additional direction provided by the COR.
5.13.4 Obstructions:
When parked vehicles or other obstructions prevent the Contractor from performing required snow or ice removal services, the Contractor shall immediately notify the Bureau Central Police Operations Center at (202) 874-1234. The Government will determine whether the obstruction can be relocated or otherwise addressed to permit the Contractor to continue performance.
5.13.5 Security Compliance:
The Contractor shall comply with applicable BEP security requirements and directions issued by the BEP Office of Security during performance of snow and ice removal operations.
5.14 Operational Readiness:
The Contractor shall maintain continuous operational readiness throughout the snow and ice removal season, November 20 through April 20, to ensure the Contractor can respond to Government-authorized service requests within the response times established in this PWS.
Operational readiness shall include, at a minimum:
· Maintaining sufficient personnel and supervision available on an on-call basis, twenty-four (24) hours per day, seven (7) days per week, including weekends, Federal holidays, and the annual year-end shutdown;
· Maintaining snow and ice removal equipment in safe and operational condition and available for deployment;
· Maintaining backup equipment or contingency arrangements sufficient to support uninterrupted performance in the event of equipment failure;
· Maintaining adequate quantities of approved snow and ice treatment materials necessary to support anticipated operations;
· Monitoring National Weather Service (NWS) forecasts and anticipated winter weather conditions that may affect the BEP facilities;
· Maintaining reliable communication capability to receive and acknowledge Government notifications at all times;
· Maintaining the staffing, equipment, vehicles, and materials necessary to meet the response requirements established in Section 5.13; and
· Participating in pre-season readiness inspections or coordination meetings when requested by the Government.
The Contractor shall notify the COR immediately of any condition that may affect its ability to maintain operational readiness or meet the required response times.
The Seasonal Readiness CLIN compensates the Contractor for maintaining the personnel availability, equipment, materials, communications, and other resources necessary to remain operationally ready during the snow and ice removal season.
Payment of the Seasonal Readiness CLIN does not constitute authorization to perform snow removal, ice control, pretreatment, snow hauling, or other separately priced services. Such services shall be authorized and paid under the applicable CLIN.
5.15 Snow and Ice Event Definitions:
For purposes of performance and payment under this contract, the following definitions shall apply:
5.15.1 Snow Event:
A snow event is a period of measurable snowfall for which the Government authorizes snow removal services. The applicable snowfall accumulation category shall be determined using the official National Weather Service (NWS) snowfall total reported for Ronald Reagan Washington National Airport (DCA), in accordance with this PWS.
5.15.2 Continuing Snowfall:
Snowfall that continues during an authorized snow event shall be considered part of the same event. When snowfall continues and accumulates an additional three (3) inches, the Contractor shall perform an additional snow removal pass in accordance with Section 5.9. Additional snow removal passes performed during the same snow event are included in the applicable snowfall event CLIN and do not constitute separate snow events or separately compensable services.
5.15.3 Separate Snow Event:
A subsequent snowfall shall be considered a separate snow event when at least twenty-four (24) hours have elapsed from the end of the previous snowfall. Snowfall occurring less than twenty-four (24) hours after the previous snowfall ends shall be considered part of the same snow event.
5.15.4 Ice-Only Event:
An ice-only event is an authorized service event involving freezing rain, freezing drizzle, sleet, black ice, refreezing, or other hazardous icy conditions without measurable snowfall requiring snow removal. Ice control or deicing services shall be performed only when authorized by the Government and shall be paid under the applicable ice control/deicing CLIN.
5.15.5 Pretreatment Event:
A pretreatment event is an authorized application of approved treatment materials before forecasted winter weather in accordance with Section 5.2. Pretreatment shall be performed only upon Government authorization and shall be paid under the applicable pretreatment CLIN.
5.15.6 Snow Hauling:
Snow hauling is a separately authorized service and does not constitute a separate snow event. When hauling is required in accordance with Section 5.10, it shall be ordered and paid under the applicable snow hauling CLIN.
5.16 Return Treatment and Refreezing:
5.16.1 Return Treatment:
Following completion of an authorized snow or ice removal event, the Contractor shall remain capable of responding to hazardous conditions resulting from melting and refreezing, black ice, or residual ice on surfaces covered by this PWS.
5.16.2 Government Authorization:
Return treatment shall be performed only when authorized by the Contracting Officer, Contracting Officer's Representative, or the Bureau Central Police Operations Center acting on behalf of the COR, in accordance with Section 5.12. The Contractor shall not independently perform a return visit and charge the Government without prior authorization.
5.16.3 Return-Treatment Trigger:
The Government may authorize a return visit when black ice, refreezing, residual ice, or other hazardous icy conditions develop or are reasonably expected to develop following completion of the initial authorized service event.
