PERFORMANCE WORK STATEMENT (PWS)

1.0 BACKGROUND

The Bureau of Reclamation, Eastern Colorado Area Office requires a preventative and corrective maintenance program for two (2) passenger elevators located at the Mount Elbert Pumped Storage

Powerplant (MTE) located in Twin Lakes, Colorado.

The elevators are primarily used for Reclamation personnel to transport people, equipment and, on occasion, may be used by visitors. These are gearless traction type elevators. Original manufacturer is US

Elevator. The elevators are approximately 30 years old, however, underwent major upgrade in 2003 to incorporate Motion Control Engineering Controls.

• Elevator Travel Distance/Stops: 133 feet with 10 stops

• Capacity/Speed: 5,000 pounds full load capacity/Travel 350 feet per minute

2.0 SCOPE

Contractor shall provide quarterly elevator preventative maintenance services for both elevators. Services consist of, but are not limited to, full maintenance and repair services of the elevators. These include maintenance or repair of all mechanical devices and lighting, fixtures, ballast, bulbs, lamps, tubes, intercoms, telephone devices, wiring, appurtenances mounted in or on the car, fans, air conditioning units, security systems, lenses switches, lens plates, push buttons, and doors.

An annual load test on each elevator will be conducted as well as the required 5-year load test and inspection. All load tests and inspections will meet Facilities Instructions, Standards, and Techniques

(FIST), Federal and Colorado state requirements.

The Contractor is responsible for obtaining and submitting all necessary licenses and standard operating permits. Copies of all licensing and/or all other certifications will be provided to Reclamation within one

(1) week after work is completed.

The Contractor shall abide by all applicable codes, regulations, laws, and standards. All testing of elevator equipment shall be in accordance with annual periodic testing requirement as outlined in the

American Nation Safety Code for Elevators and Escalators, ANSI A 17.1. If state, city, or local governing authority has adopted different requirements, Contractor shall test the elevators in accordance with those periodic testing requirements that are in effect at the time this delivery order is executed.

The Contractor shall have adequate field engineering, technical information, or other consultation available in order to adequately perform any repair problems encountered with the elevators. Contract cost will cover all travel and transportation costs of the Contractor.

Elevator Performance:

The Contractor shall ensure the elevators maintain operating speed, load capacity, landing requirements, door opening, and closing times.

The Contractor shall submit certificates (and any changes thereafter) of insurance showing Contractor coverage for liability for bodily injury, worker's compensation, property damage, and an umbrella policy.

3.0 TASKS

A. General Contractor Responsibilities

• All personnel, parts, tools, equipment, and supplies required to successfully complete the service

• Furnish necessary lubricants, grease and cleaning materials, excluding hydraulic fluid

• Repair and/or replacement parts shall be submitted and approved in writing before any work is accomplished

• Contractor shall maintain a work log listing required maintenance actions, time intervals, and notations indicating the work done; locate the log in the machine room where it can be accessed by Reclamation

• Contractor shall follow all facility and Reclamation Lock Out/Tag Out procedures as necessary

• Shutdown for repairs and maintenance shall be coordinated with and approved by

Reclamation five (5) day in advance unless an emergency exists. Contractor will contact the Power Plant Supervisor at 719-486-2325 Ext 244.

B. Service Calls

• Standard Service Call:

o The Contractor shall arrive on site within 24 hours of notification.

o If the problem does not require a 24-hour response as determined by Reclamation, the response time may be lengthened at Reclamation's discretion.

• Emergency Service Call:

o In the event of an emergency, which can include personnel trapped in the elevator, the Contractor shall arrive on site immediately (within a three-hour time frame) following notification by Reclamation.

o If emergency services outside of normal working hours are required by

Reclamation, extra payment will be at the Contractor's normal billing rates.

C. Quarterly Maintenance and Inspection

• To be completed approximately every ninety (90) days, the first one being within 2 weeks of award

• Examine elevator equipment quarterly for optimum operation.

• Examination, cleaning, and lubrication will cover the following components of the elevator system:

1. Controller

2. Machine

3. Motor

4. Interlocks

• Lubricate guide rails

• Make minor adjustments as necessary (including brakes)

D. Annual Load Test

• To be completed approximately every 365 days, the first one being within ninety (90) days of award

• Load test of the elevators will be conducted to ensure compliance with applicable standards

• Results will be provided to Reclamation within two (2) weeks of completion of the load test

E. Five-Year Load Test

• This will be completed within the first ninety (90) days after award of contract

• Complete 5-year inspection following all standard industry practices and laws regulations

• Conduct the 5-year load test of the elevators in compliance with applicable standard

• Results and all documentation will be provided to Reclamation within two (2) weeks of completion of the load test

F. Repairs

• Repairs will be made resulting from a service call or scheduled inspection.

• Perform unscheduled repairs as a result of breakdown or a safety issue.

• Provide immediate action to ensure minimum downtime. Immediately notify the COR with an estimated timeframe required for repair if an elevator will be disabled for more than 4 hours.

• Contractor will notify Reclamation prior to any repairs being made to discuss and arrange payment options.

STANDARD:

All tasks must be completed with no more than 3 missed deadlines (with exception of personnel trapped in elevator) over the Period of Performance.

4.0 PERIOD OF PERFORMANCE

The term of the contract is anticipated to be from May 15, 2025, through May 14, 2030, base plus four 1-year option periods. Reclamation will exercise such option periods at its discretion.

HOURS OF OPERATION: Work shall be coordinated one day in advance with the Reclamation. Work hours are 6:30 a.m. to 5:00 p.m., Monday through Thursday, excluding federal holidays. All work must be completed within these hours. 5.0 CONTRACTOR PERSONNEL

The Contractor shall provide a list of all employees authorized to work on Reclamation properties. There will be no specific security clearance or escort requirement. Reclamation will notify security personnel of authorized Contractor employees. Contractor employees shall be certified by appropriate governing authority to conduct maintenance and repairs on elevators. Contractor employees shall have a valid state issued driver’s license and comply will all federal, state, and local laws. Contractor is responsible for following all Hazardous Energy Control Program (HECP) and confined space entrance requirements in accordance with Reclamation Safety and Health Standards (RSHS) and FIST. Lead Contractor employee shall sign the Special Work Permit annually.

6.0 CONTRACTOR QUALITY CONTROL PLAN

The Contractor is responsible for the management and quality control actions necessary to meet the quality standards set forth by the contract. The Contractor shall establish and maintain a Quality Control

Plan (QCP) to ensure that all requirements of the delivery order are met.

7.0 QUALITY ASSURANCE EVALUATOR (QAE)

The Contracting Officer (CO) has designated the employee listed in Section 11 of this PWS as the QAE to act as the authorized representative to assist in the technical administration of the contract. not authorized the QAE to make any contractual commitments, or to authorize any contractual changes on the Government’s behalf. If any doubt exists as to the extent of the authority of the QAE, the Contractor shall contact the CO for guidance before acting on the matter. The QAE will determine whether the

Contractor has consistently satisfied the expected quality level as per the contractual requirements.

8.0 PERFORMANCE CRITERIA

The QAE will document acceptable and unacceptable performance. When the QAE considers the

Contractor's performance to be unsatisfactory, the QAE will report the information to the CO. The CO may require the Contractor to explain, in writing, the cause of the poor performance, any corrective action(s) the Contractor has already taken to obtain an acceptable level and any future corrective action(s) the Contractor will utilize to prevent unacceptable performance.

The Contractor’s administration personnel may be required to meet with the QAE, as determined necessary, to discuss the Contractor’s performance, to include actual or potential problems. All parties shall make a mutual good faith effort to resolve any issues. All parties to the discussion shall review and sign written minutes of the meeting. Should the Contractor not concur with the minutes, the Contractor shall state any areas of non-concurrence in writing to the CO within 7 business days of receipt of the minutes. Whenever the CO issues a Delivery Order Discrepancy Report, the QAE will hold a meeting if the Contractor requests such a meeting.

10.0 GOVERNMENT REMEDIES

All work shall be subject to inspection, approval, and acceptance by the Government. The Government will compare the Contractor's performance to industry standards and will not exclude common sense considerations as applied by the QAE. The Contracting Officer will follow the requirements of Federal

Acquisition Regulation (FAR) Clause 52.212-4 for the Contractor’s failure to correct nonconforming services. The Government will consider work incomplete when any one of the following conditions exits:

• The Contractor did not perform any or all of the tasks successfully and timely.
