About this file

This is a Performance Work Statement (PWS) for the inspection, maintenance, and servicing of a Mobile Aircraft Fire Training Facility (MAFT) at Lajes Field Air Force Base, dated December 18, 2025.

The contractor shall provide all specialized tools, equipment, and qualified labor to inspect, test, maintain, and repair one Mobile Aircraft Fire Trainer (MA-500) and associated equipment including a butane tank, generator, and air compressor. The MAFT, manufactured by Kidde Fire Trainers and purchased in October 2014, is currently in fair condition and fully operational. Services must comply with Air Force Technical Order 35E1-2-13-1, commercial standards, manufacturers' recommendations, and applicable National Fire Protection Association standards (NFPA 54, 58, 70, 405, 1003, 1402, and 1403). The facility operates on butane gas rather than propane, which is a critical operational distinction. Inspections and preventive maintenance shall be performed semi-annually (not exceeding 180 days between visits). Minor repairs—defined as preventive measures restoring full operating capability without requiring a major repair—are included in the contract. Major repairs exceeding $3,500 in parts costs or requiring unexpected parts replacement are excluded and must be reported to the Field Representative and Using Organization. The contractor must maintain an accessible supply of essential equipment and consumables on-site and provide market research-supported procurement for any items exceeding $3,500. The contractor shall submit an initial maintenance schedule within 15 days of award, coordinate with the Field Representative, and submit comprehensive inspection reports within 10 calendar days of completion. Additional responsibilities include providing 24/7 toll-free technical support, conducting all travel at the contractor's expense, and maintaining quality control documentation. The Government will provide water and electricity utilities when available.

1.2. Inspection and Preventive Maintenance Services for Mobile Aircraft Fire Trainer (MAFT). The Contractor shall maintain one (1) MAFT and associated equipment and components - Butane Tank, Generator and Air compressor - currently located at Lajes Field AB. The Contractor shall perform all required inspections and preventive maintenance in accordance with commercial standards this PWS and Appendix 1A - USAF Live MAFT Inspection & Testing Requirements.

1.3. Minor Repair. The Contractor shall perform minor repairs as needed to keep the MAFT fully operational.

Minor repairs are defined as preventive inspection and maintenance measures to restore the trainer to its full operating capability without requiring a major repair as described in Para 1.4. The Contractor shall utilize spare parts to accomplish such servicing, if replacement spare parts are available on site. To facilitate prompt minor repairs, the Contractor shall maintain a readily accessible, secured box or container of essential equipment, basic supplies, and consumables at the MAFT location. If materials, supplies, and parts are needed and are not on site, the contractor shall determine what is required and submit a list to 765 ABS/CEF for approval. The Contractor is responsible for conducting market research to ensure the correct materials, supplies and parts are being procured. If any item exceeds a total value of $3,500.00, including shipping/handling costs, the Contractor will need to provide three different quotes for that specific item. The Government will order and pay for those items and have them available for installation. Repairs with ordered parts may be completed upon subsequent visit in accordance with a semi-annual performance of the contract or an earlier visit.

1.4. Major Repair. Major repairs are not included in this contract. All major repairs that deem the trainer unserviceable shall be reported to the Field Representative and referred to the Using Organization. Major repairs are defined as unexpected parts replacement (part failure for unknown reason), repairs that require additional site visits or back-ordering of parts, and repairs that require over $3,500.00 in parts to restore the trainer to its full operating capability.

Installation, testing and replacement of gas piping, gas utilization equipment or accessories, repair and servicing of equipment, shall be performed only by qualified personnel. Examples of major problems include: Any safety related condition that could lead to an imminent hazard such as: LPG piping or tank corrosion that has reduced the wall thickness to less than that required for the maximum allowable operating pressure. Any crack or other material defect that impairs the structural integrity or reliability of an LPG tank or piping. Any abnormal movement by environmental causes, such as earthquakes, landslides or floods that may impair the serviceability of a pipeline, tank, or controls. Any malfunction or operating error that causes the pressure of an LPG pipeline or tank to rise above its maximum allowable working pressure or a leak in the LPG pipeline or tank that constitutes an emergency

1.5. Frequency. The MAFT shall be inspected and preventive maintenance performed on a semi-annual basis inspection (not to exceed 180 days). Any conflict between this PWS and the technical order, commercial standards or manuals will be resolved in favor of the PWS required frequency.

1.6. Scheduling. The Contractor shall submit an initial inspection and preventative maintenance schedule to the Contracting Officer within fifteen (15) days after contract award. The Contractor shall coordinate and schedule actual inspection and maintenance dates/times with the applicable Field Representative to prevent conflicts with on-going missions or exercises. The Government will provide the Contractor a list of names and contact information for the Field Representative(s) at Lajes Field AFB.

1.7. Operational Check. The Government, as part of the initial scheduling process, will conduct a complete “operational check” of the trainer and provide the results to the Contractor at least two weeks before the Contractor is scheduled to arrive at each base.

1.8. Reports. The Contractor shall submit a complete report of all inspections, maintenance and servicing accomplished. An example format is included under Appendix 1A MAFT trainers. The reports shall be submitted to the Field Representative and Contracting Officer within 10 calendar days after completion of the inspection, maintenance or servicing.

The reports shall include a record of conditions found, repairs, recharging, and all replacement parts used. All records, documents, and associated papers provided by the Contractor or generated during the period of this contract become Government property and will be returned to the Government upon contract termination or completion.

During the contract period, all records, documents, and associated papers will be available for Government review.

1.9. Telephone and On-line Technical Support. The Contractor shall provide 24/7 Toll-free telephone and on-line support to facilitate simple troubleshooting and operator maintenance.

1.10. Equipment. The Contractor shall provide all specialized tools and testing equipment to accomplish maintenance and testing as required.

1.11. Travel. All costs for travel shall be included in the contract line items for maintenance and repair services.

1.12. Safety. Liquid propane used in the facility is potentially explosive. The fire department training ground is a non-smoking area. Personnel shall practice proper grounding procedures in accordance with the National Electric Code (NEC). Personnel shall wear appropriate protective clothing and be aware of emergency procedures to perform emergency shutdown and start-up.

1.13. Change in Place of Performance. It may be necessary to temporarily or permanently move aircraft LPG-fueled fire trainers (mobile and fixed facility) to a different site or location. The Government reserves the right to negotiate with the contractor any required change in place of performance.

A1.1. Trainer Specifics. The MAFT unit located a Lajes Field AFB, is composed by a Mobile Aircraft Fire Trained MA-500 and an O-100 Fuel Spill Fire Trainer, both manufactured by Kidde Fire Trainers, and both are fueled using Butane Gas. The O-100 Fuel Spill Fire Trainer uses both gas and liquid butane to operate.

The MA-500 is an instructor controlled, vapor butane-fueled, live fire training system mounted on a trailer that can be towed to a selected site and be quickly set up to provide safe and efficient fire training exercises for the types of fires normally associated with fixed wing aircraft. The MA-500 training fires include: Cockpit Fire;

Passenger area fire; Left Engine fire; 3D fire; Wheel/Brakes fire; Tail engine fire. The MA-500 MAFT unit is complemented by an O-100 Fuel Spill Fire Trainer, a Propane Tank Trailer for fuel delivery a Generator trailer for power delivery, and an air compressor that provided air to the Tank safety valves.
