67 CW/HC RESILIENCY RETREAT - SINGLES

PERFORMANCE WORK STATEMENT (PWS)

29 July 2025

1. Background. The 67th Cyberspace Wing (CW) Religious Support Team (RST) assigned to Joint Base San Antonio (JBSA), Texas, has a requirement for non-personal services for a singles retreat. They seek resort-style accommodations, to include rooms, training material, meals, parking, and activities that may include but not limited to water park, rock climbing, bowling, and SPA access. The purpose of this retreat is to promote exploration and diversity of environment to the Airmen as well as promote mental resilience.

67th CW/HC specializes in forms of support services for active duty and reserve members and their eligible dependents. These service personnel are enabled to develop personal and spiritual resources to grow toward increased functional ability, mental toughness, spiritual maturity, and acceptance of responsibility. Personnel are helped to resolve personal and professional concerns to be of greater useful service in their military occupations and relationships. The primary form of ministry the chaplain corps uses is a retreat format.

Retreats are held at civilian sites to remove participants from the pressures and entanglements of daily life.

2. Scope of Work. The requirements needed for this contract will be lodging, training material (including pens and paper), meals, parking, conference rooms, and entertainment.

2.1. Chapel funds will not be used to purchase any alcohol at all. If guests wish to partake in alcohol, it will be under their own risk and budget.

2.2. The contractor shall provide on-site recreation activities that may include but not limited to the following: fitness center, out/indoor swimming pool, rock climbing, bowling, and spa access.

2.3. Parking will be provided for all those who are attending.

3. Meeting Space. The Vendor shall provide at a minimum, 1 on-site clean/sanitized meeting room to accommodate a minimum of 33 participants with audio visual support. The audio-visual support will include power cords, a projection screen, audio support and onsite technical support for the meeting room.

3.1. The meeting room shall have seasonal air conditioning. Water, coffee, assorted coffee creamers, snacks, notepads, and pens shall be provided each day in the meeting room to accommodate the number of participants in accordance with paragraph two (2). Venue shall provide visible signage on display mediums with event information

4. Lodging. The Vendor shall provide lodging for two (2) nights for the dates listed above. The lodging rooms will be available for check-in by 3:00 p.m. – 6:00 p.m. CDT on the Friday, and the check-out will be at 11:00 a.m. CDT.

4.1. Lodging is needed for 33 adults for two (2) nights. A total of 33 lodging rooms shall be provided, 30 for the singles attending, and 3 rooms for 67th CW Chapel (HC) Staff.

4.2. Each single will have their own private room, which will include either a king- or queen-sized bed.

4.3. All rooms must include, at minimum, the following amenities: private bathroom, television, and free Wi-Fi. The rooms will include the following: refrigeration, microwave, and coffee machine.

5. DATES & Retreat Details

5.1. Locations of Retreat: The proposed location shall be between at least 75 miles and at most 200 miles from JBSA-Lackland Air Force Base, Texas.

5.2. Date/Time of training: Training is held at the location; it will be held on 30 August (Saturday) in the designated conference room from 0900-1300.

5.3. Conference room. The conference room shall have the following if it is used during the retreat: audio/visual, projection screen, PowerPoint capability, tables, chairs, etc.

5.4. Dates of the retreat: 29-31 August (Friday to Sunday).

Regarding alternate dates, the Government may have to re-schedule a retreat due to unforeseen circumstances. The Government reserves the right to re-schedule at no additional cost to an alternate date providing at least 3-day notice is given to the Vendor in writing. The Vendor shall offer new dates for the rescheduled retreat. The government will not be held liable for individual room charges.

6. Meals. The guests and instructors shall be provided with 5 meals. The meals that must be provided are: 2 breakfasts, 1 lunch, and 2 dinners.

6.1. Two (2) Catered Breakfast buffets prepared onsite to ensure quality and freshness on Saturday and Sunday served the group.

6.2. Meal vouchers for one (1) lunch, and two (2) dinners for each family. Food quality shall be equal to the commercial market meal value and priced to accommodate the size of each family. The Vendor shall provide meals in a room separate from the meeting area and/or shall provide each participant meal vouchers or certificates to be used at restaurant(s) on property. The government shall pay only for vouchers used. The vendor shall support specific dietary requirements and restrictions as requested (e.g., Vegetarian, Vegan options, food allergies) prior to the event start by the event leader(see breakdown dates below).

6.3. On Friday 29 August, dinner shall be provided from 1800-2000. The instructor of the retreat shall take this time and introduce them to the attendees.

6.4. On Saturday 30 August, breakfast shall be provided. Guests should eat from 0700-0850.

Lunch shall be from 1300-1500. Dinner shall be from 1800-2000.

6.5. On Sunday 31 August, breakfast will be provided for the attendees from 0700-1030.

7. Security and Safety Requirements. The members attending shall reflect Air Force standards and are not disruptive to other events or guests at the venue.

7.1. Members as well at the hosting location will not respond to any media inquiries nor provide interviews, comments, or any other responses to the media related to this contract. All inquiries from the media or other sources shall be immediately relayed to the contracting officer.

7.2. Front desk staff shall not provide guest’s room number or personal information to others over the phone or in person.

7.2.1. Key control procedures will be implemented to ensure security. Do not print room numbers on the key, key chain, or electronic door openers. If room numbers are already placed on keys or key chains, place the key in a small envelope to conceal the room number until replaced.

7.2.2. Do not issue replacement keys to guests when another key is requested without positive identification confirming that the guest is assigned to that room.

7.2.3. All entrance doors to rooms shall have interior security locks (deadbolt or double locking). All locks shall be free from defects.

7.3. Lodging location property must be certified in compliance with the Hotel and Motel Fire and Safety Act. All properties must be referenced on the Federal Emergency Management Administration (FEMA) Master list and in compliance with the Hotel and Motel Fire and Safety Act.

7.4. Property must be in full compliance with the Americans with Disabilities Act.

7.5. Properties must be in full compliance with the safety standards outlined in AFOSH 91- 001, Billeting Operations.

8. General Information

8.1. The location must offer a Tax-Free Status. They will recognize the 67 CW/HC office’s tax-free status and offer pricing without tax (sales, city, card, etc.)

8.2. The contractor shall include all gratuities in the set price with no other charges or fees added to the price after agreement. If the price changes after the initial contract, it will be brought up by the customer (67 CW/HC).
