PERFORMANCE WORK STATEMENT
MAINTENANCE OF GOVERNMENT
OWNED LATRINE TRAILERS
JOINT BASE SAN ANTONIO TEXAS
1. DESCRIPTION OF SERVICES. The contractor shall provide all labor, tools, materials, equipment, transportation, and supervision to maintain Government owned latrine trailers at Joint Base San Antonio (JBSA), Texas Camp Bullis and Randolph. The number of units and service frequencies for each location are provided within this Performance
Work Statement (PWS) at Appendix A, Government Owned Latrine Trailers.
1.1. Cleaning, Maintenance or Replacement Requirements The contractor is responsible for cleaning, maintenance, and repair of two Government owned latrine trailers with tank capacities of 150 gallons and one stall each. During cleaning service, the contractor shall completely remove the contents from the waste tank, refill the freshwater tank, clean the interior of the restroom, restock supplies in accordance with paragraphs 1.2. – 1.2.2., empty all trash cans, and place clean trash can liners. Price includes all costs for disposal of waste materials off the installation at an approved facility in accordance with all applicable federal, state, and local regulations.
1.2. Cleaning. All surfaces of sinks, toilets, urinals, dispensers, plumbing fixtures, mirrors, walls, entry doors (including handle, kick plates, ventilation grates, metal guards) and other such surfaces shall be cleaned and disinfected using a germicidal detergent. Restrooms shall have a clean scent or no odor at all. Toilets and urinals will be free of spots, water spots, scale buildup, soap scum, odors, and any other deposits. Mirrors shall be clean and have no streaks or other removable matter. Restroom sinks, countertops, and fixtures shall be free from water and scale deposits, soil, streaks, and removable matter.
1.2.1. Stock Restroom Supplies. Contractor shall ensure restrooms are stocked sufficiently so any provided supplies including toilet tissue, paper towels, seat covers, and hand soap do not run out. Additional supplies shall be stored in designated areas to allow customer to refill dispensers between contractor provided services.
1.2.2. Restroom Floor Care. All floor spaces shall be maintained free of grit, soil, dust, scuff and heel marks, stains, spills, debris, litter, and other foreign matter by effective routine cleaning. Cleaning shall be accomplished by the most appropriate method (sweep, dust mop, damp mop, spot clean, etc.) and with cleaning solutions for the specific floor type. After cleaning, floor surfaces shall have a uniform, clean appearance without streaks, swirl marks, detergent residue or any evidence of soil, stain, film, or standing water.
Baseboards, corners, and wall/floor edges shall also be clean.
1.3. Scheduling. All Government owned trailers shall be maintained/serviced as defined in paragraphs 1.2. – 1.2.2 and Appendix A of this PWS. The contractor shall provide a written, monthly schedule (to include dates and approximate times) for the maintenance and cleaning of all latrine trailers to the Government point of contact, within ten business days after the start of the contract. Units shall be cleaned according to the frequencies listed on the appendix.
1.3.1. Additional Maintenance or Service. T he contractor shall respond within 4 hours and provide maintenance and/or service to latrines as required and identified by the
Government point of contact.
2. SERVICE SUMMARY. The contract service requirements are summarized in performance objectives that relate directly to mission essential items. The performance threshold briefly describes the minimally acceptable levels of service required for each requirement. The Service Summary (SS) provides information on contract requirements, the expected level of contractor performance and the expected method of government validation and confirmation of services provided. These thresholds are critical to mission success. Procedures as set forth in the FAR 52.212-4 (a), Contract Terms and Conditions –
Commercial Products and Commercial Services, Inspection/Acceptance, will be used to remedy all deficiencies. During the first initial 30 days of the contract, two additional errors on each work shall be allowed to identify normal phase-in problems.

2.1 Quality Control. The contractor shall develop and maintain a quality control program to ensure services are performed IAW commonly accepted commercial practices and services identified in this PWS. Develop and implement procedures to identify and prevent non-performance and continual repeat of defective service. Contractor shall develop quality control procedures addressing the areas identified in Performance Objectives Table.
2.1.1 Quality Control Plan (QCP). Not Applicable
2.2 Quality Assurance. The government shall inspect and evaluate the contractor’s performance to ensure services are received in accordance with requirements set forth in this contract. The CO or Contracting Officer’s Representative (COR) shall inspect by validating actual work performance, physically checking an attribute of the completed task, checking a management information report, investigating customer complaints, conferring with facility managers, or otherwise inspecting the task or its results to determine whether performance meets the standards contained in this PWS.
Any unsatisfactory inspection (defect) result shall be recorded on a Surveillance Checklist and the contractor shall re-perform the service at no additional cost to the government within
2 hours after notification by the CO or COR. The contractor shall return the signed/dated
Surveillance Checklist within 3 business days of receipt annotating what actions were taken to correct the discrepancy and what action will be taken to ensure no repeat discrepancies.
When a performance threshold has not been met, the contractor will be issued a Contract
Discrepancy Report (CDR). The Contractor shall respond to the CDR in accordance with instructions provided and return it to the CO within 10 calendar days of receipt.
Failing to meet the performance threshold as outlined in the SS for any of these performance objectives in any one (1) month period shall constitute an immediate Progress
Meeting with the Multi-functional Team.
Failing to meet the performance threshold as outlined in the SS of these performance objectives in any combination for any two, or more consecutive or non-consecutive months during a contract period shall result in a warning or letter of concern from the CO. All remedies shall be in accordance with the FAR 52.212-4(a), Contract Terms and Conditions
- Commercial Products and Commercial Services, and Inspection/Acceptance.
3.0 GOVERNMENT FURNISHED PROPERTY AND SERVICES
3.1 Government Furnished Facilities. None.
3.2 Government Furnished Supplies and Equipment. See Appendix A
3.3. Government Furnished Utilities. The Government will provide electricity to the
Government owned trailer latrines. Contractor shall be responsible for providing hook up to the provided power sources.
3.3 Security, Fire and Medical Services. The Government will provide police and fire protection. In the event of a medical emergency, base ambulance service for transporting an injured employee to a local hospital is available on a cost reimbursement basis.
4. GENERAL INFORMATION.
4.1. Hours of Operation. The contractor shall provide services during the following hours: 7:30 a.m. to 4:15 p.m. Monday through Friday, except for federal holidays. The contractor shall provide the government with phone number(s) where they can be contacted to respond to service calls within four hours.
4.2. Contractor Representative. The contractor shall provide a point of contact that shall be responsible for the performance and coordination of all work. The name and telephone numbers of this person and alternate(s) shall be designated in writing to the CO within five working days after contract award.
4.3. Traffic Laws. The contractor and their employees shall comply with base traffic regulations at all times.
4.4. Security Requirements: The Contractor shall comply with AFI 10-245, Air Force
Antiterrorism Standards, paragraph 2.17.3 and all installation security policies. These regulations are available for review at http://www.e-publishing.af.mil/. Security and base access requirements are contained in clause AFFARS 5352.242-9000 “Contractor Access to Air Force Installations.”

4.4.1. Contractor employees will be required to obtain and display identification badges.
Anticipate delays in getting commercial vehicles on base and allow time for commercial vehicles to reach their destination by driving designated routes at posted speed limits throughout the base. Procedures for commercial vehicle access to the base are subject to change without prior notice. All Contractor personnel working on JBSA must have a completed background check prior to being employed on JBSA and must have a
Government issued Contractor I.D. badge IAW paragraph 4.5 of this PWS.
4.4.2. The Contractor shall also obtain personnel identification badges as required for entry to the installation. The Government will provide all forms and procedures to the contractor to obtain personnel identification and vehicle passes during the pre-performance conference. The contractor shall provide the CO with a current list of employees needing access within 3 working days after receiving award or Notice of Award. The list shall include employee’s name, date of birth, state driver’s license/state ID number and state of issue. Within 10 business days after Government submits the list to the JBSA Security
Office(s), the Government will notify the contractor that installation access passes are available for those employees clearing the criminal history check. The duration of any pass issued will not exceed one year or the duration of the contract, whichever is shorter.
Contractor personnel and property shall be subject to search and seizure upon entering the confines of JBSA installations, while on JBSA installations and upon leaving the confines of JBSA installations.
4.5. Personnel: The Contractor shall not employ any person who is an employee of the
United States Government, or the Department of Defense (DOD), either military or civilian, if such employment would create a conflict of interest, or be contrary to the policies contained in the DOD Joint Ethics Regulation, DOD 5500. 7-R.
4.5.1. The government is authorized to restrict the employment under this contract of any contractor employee, or prospective contractor employee who is identified as a potential threat to the health, safety, security, general well-being, or operational mission of this installation and its population.
4.5.2. Contractor personnel shall present a neat appearance and be easily recognized. This may be accomplished by wearing distinctive clothing bearing the name of the company or by wearing appropriate badges, which contain the company name and employee name.
4.5.3. Contractor personnel performing work on electrical systems shall be qualified as defined by National Fire Protection Association (NFPA) 70 and 70E, National Electrical
Code (NEC) 2017 and Occupational Safety and Health Administration (OSHA) standards/directives. Contractor personnel performing plumbing work shall be at least a
Journeyman or Apprentice plumber.
4.6. Safety Requirements. The contractor shall perform work in a safe manner as required by OSHA Safety and Health Requirements and follow all Air Force Safety regulations.
4.6.1. The contractor shall also provide a verbal notification to the CO within 2 hours of any occurrence of damage to Government property or 2 hours of any accident resulting in death, injury, occupational disease, or adverse environmental impact. In addition, the
Contractor shall also provide a completed written copy of the required Accident
Investigation Reports to the CO within five calendar days of each occurrence.
4.6.2. The contractor shall provide for the safety and well-being of personnel employed in the administration of this contract. The contractor shall comply with the provision of AFI
90-801, Environmental, Safety and Occupational Health. Contractor personnel shall wear all safety items as required by the OSHA during the performance of tasks requiring protective equipment or clothing.
4.7. Hazardous Materials. The contractor shall obtain approval using the application requirements of the AF Form 3952, Chemical/Hazardous Material Request/Authorization.
Once the process is implemented and contractor is trained, the contractor may submit the
AF Form 3952 electronically for each JBSA location. The CO has the right to prohibit the use of hazardous materials deemed to be especially hazardous to human health and the environment. The contractor shall take appropriate actions to comply with waste minimization and pollution prevention practices and policies at JBSA. The contractor shall always maintain spill control material on hand sufficient to contain a worse case spill, both volume and hazard level.
4.7.1. IAW AFI 32-7086, Hazard Materials Management the contractor shall register with the base HAZMAT Office at each location and comply with all the rules and regulations for the storage, usage and disposal of hazardous materials and products. The contractor shall not bring any hazardous materials on base until all registration and documentation has been accomplished with the HAZMAT Office. The contractor shall provide a copy of each
MSDS on all hazardous materials to be used by the contractor in performance of work on this contract. The contractor shall forward the monthly usage reports to the HAZMAT
Office by the 5th of each month.
4.7.2. Unless otherwise specified in this contract, the contractor shall obtain all necessary permits, licenses, and certifications; give all required notices; and comply with applicable federal, DOD, Air Force, state, county, and local laws, codes, and regulations in performance of the requirements of this contract. Maintain records of such requirements and make the documentation available to the Government for review. The contractor will be responsible for all OSHA, State, environmental, fire hazard, chemical, fuel spills, and/or fines that occur as a result of company negligence.
4.8. Environmental Control/Compliance. The contractor shall comply with all applicable federal, state and local environmental laws and with San Antonio Water System (SAWS) regulations.
4.8.1. Contractor personnel shall have all required licenses and permits necessary to perform services and disposal prior to the performance of any work on this contract
(includes San Antonio Water System Liquid Waste Hauler permit, Texas Commission on
Environmental Quality Sludge Transporter Registration). The contractor shall not use any ozone depleting substances or products. The contractor shall not pollute lakes, storm lines, sewer lines or wells with fuels, oils, bituminous, calcium chloride, acid, contraction wastes or other harmful materials.
4.8.2. The contractor shall be knowledgeable of and comply with all local, state, and federal rules, laws, and regulations related to spillage.
4.9. Contract Monitoring. Upon award, the Contracting Officer will identify the customer representative who will inspect and monitor these services to ensure services are being performed in accordance with the contract and PWS.
4.10. Damages. The contractor shall take precautions to prevent damage to Government property. The contractor shall repair (to include ruts) or replace damaged items at no additional cost to the Government.
4.11. Continuity of Operations During Crisis Situation. According to DFARS 252.237-
7023, Continuation of Essential Contractor Services, this service does not meet the definition of “essential contractor service” or “mission-essential function” and therefore, shall not be performed during a crisis situation.
