1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; Quotes are being requested, and a written solicitation will not be issued.
2. This solicitation is being issued as a(n) Request for Quotation (RFQ).
3. This solicitation document and incorporated provisions and clauses are those in effect through:

4. This acquisition is set-aside for 100% Small Business Concerns.

Description:
The contractor shall provide non-personal services, to include all personnel, equipment, tools, supervision, and other items and services necessary to ensure that LCC/LCEB cleaning is performed at the Missile Alert Facilities (MAF), located throughout the Minot Air Force Base Missile Field. A detailed scope of work is in Attachment 1 – Performance of Work Statement.
Place of Delivery/Performance/Acceptance/FOB Point:
The Period of Performance (PoP) for this requirement will include an initial base period from 16 January 2023 through 15 January 2024, plus four option years. The ultimate completion date, if all options are exercised, is 15 January 2028.

Requirement Information
General Information
FAR provision 52.212-1, Instructions to Offerors – Commercial Products and Commercial Services, applies to this acquisition. As prescribed in FAR 12.301(b)(1), the following information is provided in addition to Attachment 2 – Instructions to Quoters, and hereby amends and/or supplements any language therein:
1. Simplified Acquisition Procedures will be used in accordance with (IAW) FAR Subpart 13.5 in awarding this contract.
The Government intends to award a Firm-Fixed-Price (FFP) contract to satisfy this requirement. This requirement is being solicited as a Request for Quotation (RFQ); submission of a quote does not guarantee receipt of award.
2. Quotes in response to this solicitation must be submitted via email to all the points of contact above, including the Contracting Officer listed above, no later than the established deadline.
3. All price quotations must be submitted using the CLIN structure above. The quoter is highly encouraged to use Attachment 3 – Quoter Price Schedule to submit base, option year, and total quote pricing. The quoter may, at their own discretion, use their own template or form to submit required documentation under this section, and the Evaluation Criteria section, if the following conditions are met:
3a. CLIN structure is consistent with the CLIN structure provided above, to include all option years.
3b. All requirements outlined in the solicitation, to include the Performance Work Statement, and any other applicable attachments, are adhered to and addressed.
4. A site visit will be held tentatively on 17 November 2022, at a time that has yet to be determined, due to the fluctuations in mission requirements. Interested vendors shall meet at the 5th Contracting Squadron, 165 Missile Ave, Minot Air Force Base, not later than the later released time, and from there proceed together to the LCC Location. While Government personnel will be available at the site visit, vendors are cautioned that the only official questions and answers are those submitted in writing and posted to SAM.gov/incorporated by amendment to the solicitation. Vendors are required to submit all questions in writing to arrive no later than 10:00 AM Central Time on 22 November 2022; questions submitted after this date may not be answered. Attendance at the site visit is voluntary, however highly encouraged. All attendees are to always keep their ID on them during the site visit. All costs associated with attending the site visit shall be retained by the vendor.
*An amendment will be made to the solicitation when the exact time is recognized for the site visit on 17 November. All vendors are responsible for securing their attendance to the site visit, and any amendments made to the solicitation will be posted to SAM.gov*
IMPORTANT:
Please send an email to SSgt Justin Loughrey at justin.loughrey@us.af.mil and A1C Mayo Castro at karel.mayo_castro@us.af.mil no later than 10:00 AM CT, 31 October 2022 for those individuals who will be attending the site visit. Further documentation and site visit attendee information will be required to be added to the LCC Entry List.
5. This acquisition is being conducted according to FAR part 13 and FAR subpart 13.5. The terms and processes used in this acquisition are not subject to the definitions nor processes found in FAR subpart 15.3, even if defined or described in FAR part 15. Reference to offers, offerors, or proposals in this acquisition shall be read as quotations, vendors, quoters, or quotes. Any clerical errors in this solicitation, to include the attachments, that use the source selection nomenclature in FAR part 15 shall be read and interpreted in a manner consistent with FAR part 13. Examples of nomenclature found in FAR part 15 include: Request for Proposals (RFP), De-briefing, Discussions, Clarifications, etc. Unless otherwise defined in this solicitation, or in the specific FAR part being referenced, definitions of words retain their definition under FAR 2.101, unless no definition is provided, in which the common dictionary meaning shall be used IAW FAR 1.108(a).

As prescribed in FAR 12.301(c), the following addendum is provided for this solicitation and hereby amends any language therein:
The Government intends to award a Firm-Fixed Price purchase order resulting from this solicitation to the responsible quoter whose quote provides the best value to the Government, in accordance with FAR 13.106-1(a)(2)(ii) and FAR
2.101. There is no ranking or assigned importance to evaluation factor IAW FAR 13.106-1(a)(2)(iii). The use of FAR 15.3 and DoD Source Selection Procedures are not applicable to this solicitation, or any award resulting from this solicitation.
The following factors shall be used to evaluate quotes: Price, and Capability.
Solicitation Requirements (Terms and Conditions)
Quoters are required to meet all material solicitation requirements, such as terms and conditions, representations and certifications, deliverables, Performance Work Statement (PWS), etc. Failure to comply with the terms and conditions of the solicitation may result in the Quoter being ineligible for award. Quoters must clearly identify any exception to the solicitation terms and conditions and must provide complete supporting rationale. The Government reserves the right to determine any such exceptions unacceptable, and the quote, therefore, ineligible for award.
Past Performance record history will be assessed as one of the multiple standards required for a successful quote to be determined responsible as described in FAR 9.104. Award will be made to the quoter with the lowest total evaluated price (TEP) and whose quote conforms to the material solicitation requirements (to include all stated terms, conditions, representations, and certifications).
For a quote to be eligible for award, the quoter must have a current registration in the System for Award Management (SAM): https://www.sam.gov/SAM, prior to submitting a quote, IAW FAR 4.1102. SAM will be checked to verify the quoter's status before any evaluation is conducted.
Quoters are advised that their quotation may exceed the requirements of the PWS, but the Government is not requesting or accepting alternate quotes, and each response must respond to the solicitation requirement stated in the RFQ. The Government intends to evaluate quotes and issue a purchase order based on the initial quotes received. Therefore, the contractor's initial quote should contain the contractor's best terms from a pricing standpoint. The Government reserves the right to request revised quotes from, or discuss final terms with, one or more contractors if later determined by the contracting officer to be necessary. Additionally, the contracting officer will not establish a competitive range, conduct discussions, or otherwise use the procedures described at FAR 15.306.
Evaluation Criteria
Factor 1 – PRICE
Total Evaluated Price:
Only the total evaluated price (TEP) submitted in the quote will be evaluated; this includes the total CLIN pricing for the base year and all options years listed in Attachment 3 – Quoter Pricing Schedule, or any acceptable submission of quotes, as outlined in the Instructions to Quoters Addendum section above.
Options - The Government will evaluate quotes for award purposes by adding the total price for all options to the total price for the basic requirement. Evaluation of options shall not obligate the Government to exercise the option(s). In accordance with FAR 52.217-8, the Government may require continued performance of services within the limits and rates specified in the contract. The rates shall be determined to be the unit price of each applicable CLIN, as stated in Schedule of the award of the CLIN, which corresponds with the most recently entered period of performance. Evaluation of quoted CLIN prices constitutes evaluation of the rates used for options exercised under this clause.
Factor 2 – CAPABILITY
Quote must be rated as capable to be eligible for award. To be deemed capable, the following evaluation criteria must be met:
Sub-factor 1: Quality Control Plan
DESCRIPTION: The quoter shall submit a Quality Control Plan (QCP) that addresses all requirements of the Performance Work Statement (PWS). The plan must address methods to be used for identifying and preventing damages/claims before the performance becomes unacceptable. The plan shall also include procedures to identify unfavorable performance trends, problem areas, and the corrective actions that would be taken.
This plan shall also include a list of equipment (cleaning products, solutions, etc.) which the contractor determines as a reasonable equipment inventory sufficient to perform the required LCC/LCEB Cleaning services. This list of equipment must also follow any laws, regulations, or specifications outlined in the
PWS.
Sub-factor 2: Experience
DESCRIPTION: The quoter shall submit examples, within the past five years of equivalent capabilities related to commercial and/or government experience that demonstrate the technical capabilities to perform similar in scope work. The examples may also be used by the contracting officer to help in determining contractor responsibility, as outlined in the Terms and Conditions above.
