5.0 General: Work under this contract shall include, but is not limited to, the following specific tasks.
5.1 Maintenance Management: The contractor shall provide management of contract requirements as described below:
5.1.1 Project Requirements. The contractor’s project manager or designated alternate shall be the central point of contact for receiving all requests for proposals and providing the status of any ongoing projects. All requests for work will be passed to the contractor by the Eglin Contracting Office (PZIOC) as a request for proposal identified by the project number.
5.1.2 Proposal Procedures
5.1.2.1 As the need exists for performance under the terms of this contract, the Contracting Officer will notify the Contractor of a performance requirement.
5.1.2.2 The Contractor shall have permanent, full-time representation at Eglin AFB to receive such notification.
5.1.2.3 Upon receipt of this notification, the Contractor shall respond to the needs of the Government within three (3) working days by attending a Pre-Proposal Site Visit at the proposed work site in the company of the Contracting Officer or authorized representative to clarify any project requirements, and/or further define the project objective/scope of work.
5.1.2.4 Upon establishment of the scope of the individual requirement, the Contractor shall then prepare their price proposal for accomplishment of the task. It shall be the Contractor’s responsibility to ensure the Contractor’s price proposal includes all costs associated with meeting the requirements of Federal, State, and Local laws or enforcing codes, as well as the requirements of the Technical Specifications, the requirements in this Statement of Work, and to provide a completely operational end product. No allowances shall be made after the issuance of a Task Order to account for items left out of the contractor’s awarded negotiated price proposal.
5.1.2.5 Unless otherwise directed by the Contracting Officer (CO), the Contractor’s proposal shall be submitted to the CO in accordance with (IAW) Paragraph 5.1.2.6 within seven (7) calendar days after the Pre-Proposal Site Visit for non-complex work and fourteen

5.1.2.6.2 Cost Estimate. Cost estimates shall be calculated using the Excel sheet template provided by the government to the Contractor. The template will be pre-populated with the pre-negotiated line items agreed upon at the award of the overall contract. The cost proposal shall be submitted as an Excel sheet (.xlsx file type) and shall retain the original formatting as the template.
5.1.2.7 Upon receipt of the Contractor’s proposal, the Government will, within a reasonable time, review the proposal for completeness. The Contractor’s Price Proposal will be evaluated by the Government, line item by line item, validating each line item against the Statement of mailto:Email@company.com
Work provided by the Government. Once the Government validates that each line item is accounted for in the Statement of Work and is the correct line item, the Government then will validate the quantities of each line item. The Government will negotiate quantity differences, line items, all non-priced items and performance times with the Contractor.
5.1.2.8 Once an Acceptable Proposal has been received, the Contracting Officer, using DD Form 1155, will then issue a Task Order.
5.1.2.9 No pre-priced line item or non-pre-priced line item shall be used for tools or items that are reusable by the Contractor; these items are at no additional cost to the Government and therefore are already included as part of the cost of the individual line items.
5.1.2.10 The awarded negotiated price proposal to include modifications shall be used to determine the completion percentage on progress reports and to verify the completion of negotiated and awarded tasks/elements.
5.1.3 Estimating Task Orders. The CE Project Manager and contractor shall measure the square footage, linear footage, and/or quantity of work to be performed. The CE Project Manager will annotate the Government estimate prior to Contracting sending the Request for Proposal to the contractor. If a disagreement exists, the matter will be referred to the CO for resolution.
5.1.3.1 When estimating quantities of painting or interior/exterior finishing, the actual surface to be painted should be measured as accurately as possible from the plans or from measurements taken at the building. Do not deduct for windows or doors when estimating the square footage of walls. When estimating for total surface area, interior or exterior, the first 12’ of height will be at the base labor rate, and anything above the initial 12’ height will be calculated using the following multipliers with a maximum work height of 90’:
5.1.3.1.1 For work from 12’1” to 30’, add 15%.
5.1.3.1.2 For work from 30’1” to 60’, add 25%.
5.1.3.1.3 For work from 60’1” to 90’, add 35%
5.1.3.2 Eaves: plain eaves painted the same color as side walls, obtain the area and multiply by 1 ½; if eaves are painted a different color than the side walls, obtain area and multiply by 2; eaves with rafters running through, obtain the area and multiply by 3; eaves over stucco or stone walls, obtain the area and multiply by 3; for eaves over 30’ above the ground, add ½ of total area for each additional 10’ in height.
5.1.3.3 Cornices, exterior, obtain the area and multiply by 2.
5.1.3.4 Downspouts and gutters, measure the linear footage and multiply by 2.
5.1.3.5 Blinds and shutters: For plain blinds or shutters measure one side and multiply by 2 (only if both sides are to be painted, otherwise SF will be actual measurement); For slatted blinds or shutters, measure one side and multiply by 4 (only if both sides are to be painted, otherwise multiply by 2).
5.1.3.6 Columns and Pilasters: For plain, obtain area in SF; For fluted, obtain area and multiply by 1 ½; For paneled, obtain area and multiply 2.
5.1.3.7 Lattice work: measure one side and multiply by 2 if painting one side, multiply by 4 if painting two sides.
5.1.3.8 Porch rail, balustrade, balusters: For solid balustrades, add one foot to height to cover bottom and top rail; multiply length by height; if painting two sides, multiply the result by 2; For balustrade consisting of individual balusters and handrail, multiply length by height, then multiply result by 4; For handrail under 1’ in girth, measure the length and multiply by 1; For handrail over 1’ in girth, measure the length and multiply by the girth.
5.1.3.9 Moldings: Estimate 1 SF per 1 LF measured.
5.1.3.10 Doors and Frames: Price based on a 3’-0” X 7’-0” door to include frame and painting both sides.
5.1.3.11 Window Frames: Price based on 24 SF window. Windows over 24 SF but less than or equal to 48 SF will be considered as two each, windows over 48 SF but less than or equal to 72 SF will be considered as three each, and so on depending on the height and width measurements of the windows.
5.1.3.12 Roofs: Flat or nearly flat roofs use actual measurement; 3/12 pitch = actual measurement plus 25%; 4/12 pitch = actual plus 33 1/3%; 6/12 pitch = actual plus 50%.
5.1.3.13 Fences: If painting one side, measure the surface area of that side and use that value. If painting both sides, measure the surface area of one side and multiply by 2.
5.1.3.14 Picture mold and chair rail: less than 6” wide, 1 LF measured = 3/4 SF.
5.1.3.15 Stairs: measure area of one tread and riser, multiply by number of each. For wood or metal stairs, add 1 SF per step to account for stringers. If painting both sides (e.g., for an exposed outdoor metal staircase), double quantity.
5.1.3.16 Painting pipes use the following table:
OD of Pipe SF per LF OD of Pipe SF per LF 0" - 3" 1 16" - 19" 5 4" - 7" 2 20" - 22" 6 8" - 11" 3 23" - 26" 7 12" - 15" 4 27" - 30" 8
5.1.3.17 Painting structural steel: “I” beams shall be estimated by measuring height of beam and applying that measurement to the chart below; Depth is equal to the height of beam.
Depth SF per LF Depth SF per LF 4" 1.4 10" 3.40 3" 1.25 12" 3.70 5" 1.9 15" 4.50 6" 2 18" 5.00 7" 2.6 20" 5.40 8" 2.7 24" 6.40 9" 2.9 27" 7.50
5.1.3.18 Painting structural steel angle: Use chart below.

5.1.3.19 Corrugated metal surfaces with up to ¾” high corrugation: multiply by 1.1. For corrugation ¾” to 2” high, multiply by 1.5. For corrugation over 2”, multiply by 2.0.
5.1.3.20 Pavement striping shall be measured by the linear foot. Stripes 1 LF long and 1”
– 12” wide shall be considered 1 LF. Stripes 1 LF long and 13”- 24” wide shall be considered 2 LF, etc.
5.1.4 Work Accomplishment. Before any of the work is initiated under a Task Order, the Contractor shall coordinate with the Contracting Officer or representative(s) and the CE Project Manager and agree on: a sequence of procedure; means of access to premises and building; space for storage of materials and equipment; tasks, materials and use of approaches; use of corridors, stairways, elevators, communications, the location of partitions, eating spaces, and restrooms for Contractor’s employees and any sub-contractors. The CE Project Manager will coordinate with the customer as needed about any of the aforementioned information. The contractor shall accomplish only the work listed in the project scope. Any questions concerning additional work should be referred to the CE Project Manager.
5.1.4.1 All work tasks shall be made with a minimum of interference to Government operations and personnel.
5.1.4.2 It may be requested that the work, so far as practicable, be done in definite sections or divisions and/or confined to limited areas which shall be completed before work in other sections or divisions are begun. If requested, this will be coordinated before the work starts between the Contractor, Contracting Officer or representative(s), and the CE Project Manager. The CE Project Manager will coordinate with the customer as needed.
5.1.4.3 The Contractor shall have a copy of the applicable Statement of Work (SOW) accessible on all construction sites with work in progress.
5.1.5 Project Completion. After all work identified in the original SOW and any modifications has been completed, the following closeout procedures shall be done.
5.1.5.1 Pre-Final and Final Inspections. The Contractor is responsible for ensuring a quality control check has been accomplished prior to requesting a pre-final or final inspection from the Government. Any discrepancies noted from the quality control check shall be corrected prior to any inspection with the Government. At minimum, a final inspection shall be required on all Task Orders, although and pre-final and final may be requested, and the procedures identified below shall be followed:
5.1.5.1.1 When a Contractor is ready for pre-final or final inspection, the Contractor shall request inspection in writing to the Contracting Officer. The inspection shall normally be requested five (5) working days before the desired date or as otherwise negotiated with the Contracting Officer.
5.1.5.1.2 The inspection will be performed with the Contractor (or designated representative), CE Project Manager, and Contracting personnel present, at minimum.
