About this file

This is a Statement of Work for fire and intrusion alarm monitoring services at Lyndon B. Johnson National Historical Park. The contractor must provide 24/7 monitoring of fire and intrusion alarm systems across 15 building locations using existing Global System for Mobile (GSM) technology. The base performance period runs from May 4, 2026 through May 3, 2027, with four optional renewal periods extending through May 4, 2031. The contractor must ensure seamless transition from the current provider (Novo Communications, LLC) with no break in monitoring service, coordinate emergency responses by immediately contacting park staff from a provided call list, and maintain an internet-based activity log with NPS staff access. All systems must be commissioned and fully functional before payment is authorized, with successful communication between dialers and the central station verified prior to any compensation.

The 15 monitored locations include the Headquarters and Visitor Center (172 zones), Texas White House (105 zones, monitoring to begin June 2025), Airplane Hangar (34 zones, August 2025 start), and 12 additional buildings ranging from 4 to 34 zones each. Total infrastructure includes approximately 535 zones across the park. The contractor must clear all trouble and fault signals during commissioning, deliver automated compliance reporting summarizing all alarm signals and events, and provide an annual network analysis report with technical recommendations. Personnel must be properly licensed per state and local requirements. All onsite work occurs during normal business hours (Monday-Friday, 7:00 AM–4:00 PM) coordinated with the park's Point of Contact, with federal holidays observed per OPM guidelines. The government provides all utilities at no additional cost to the contractor.
