About this file

This is a Statement of Objectives (SOO) for annual on-site Land Mobile Radio (LMR) antenna preventative maintenance services at Nellis Air Force Base and Creech Air Force Base in Nevada, prepared by 99 CS/SCOT and dated June 2026.

The contractor must provide comprehensive, on-site LMR antenna services for tower-mounted systems, including structural visual inspections and high-resolution sweep testing of connectors, coaxial cabling, and antenna assemblies. Key services include recurring preventative maintenance inspections (PMI) performed annually at three tower locations (two at Nellis AFB, one at Creech AFB), technical support for malfunctioning equipment removal and replacement, engineering and troubleshooting services, and detailed diagnostic documentation. The contract has a base year commencing from date of award for 12 months, with four optional one-year extensions. The contractor must coordinate PMI schedules with the Contracting Officer's Representative (COR) at least three days in advance and submit the PMI schedule within 30 days of award. Estimated annual workload includes 17 sweep testing events, 3 tower maintenance activities, 30 hours of troubleshooting services, 10 hours of emergency maintenance, and one system antenna replacement. Deliverables include contract manager information, employee listings, and a preventative maintenance schedule within 15 business days of award. The contractor must maintain OEM price lists for all parts, comply with multiple federal directives and safety standards (AFI, NFPA, OSHA, UFC standards), and provide monthly service reports. Performance thresholds allow no more than three validated complaints per month for emergency response times of one hour and major/emergency repair completion within 24 hours. Normal work hours are 0730–1630 Monday through Friday, with personnel required to report to Plans and Programs Office Building 595 before initiating service.
