Statement of Work (SOW)
I. Project Title:
FY25 Generator Replacements
II. Background:
FEMA Disaster Emergency Communications Division Program Office seeks the acquisition of (13) 8kw and (2) 12kw Generators mounted mobile command vehicles that are used by the Agency for vehicle mounted generators. The vehicles provide mobile command and control disaster emergency communications to FEMA Incident Support Teams and directly support FEMA’s Federal, State, Tribal, and Local partners in the field. These new generators will replace the existing 20-year-old generators, that have exceeded the 10,000-hour life expectancy from the manufacturer by 5,000 hours and are becoming unstable and unreliable in the field.
These new 8kw and 12kw are replacements for the current 7.5kw generators, which are no longer available and are the generators that are being installed in the new vehicle builds. They are the only diesel powered, mountable generator that is large enough to provide the power required to support the vehicles missions in the field, but small enough to fit into the very restricted compartments that house them.
III. Technical Requirements
The specific manufacturer and model numbers, provided below, must be selected to match requirements determined by the Disaster Emergency Communications Division-Tactical Emergency Communications Branch to ensure that power demands and compatibility with the vehicle is met:
• Manufacturer: Cummins or equivalent
• Model: 8kw: Commercial QD 8HDKAU-41934T or equivalent specs
12kw: Onan 12.0 CMQD12000 or equivalent specs
IV. Performance Period
The vendor shall deliver within 120-days from the date of actual contract award
V. Acceptance and warranty
The vendor shall provide warranty information as part of the delivery order.
VI. Delivery The vendor shall deliver the (13) new Cummins 8kw generators to the following locations within the specified time identified in section IV of this SOW:

The vendor shall deliver the (2) new Cummins 12kw generators to the following locations within the specified time identified in section IV of this SOW:
