Vision Statement:

The vision for this contract is to provide aircraft maintenance and pilot differences training to deliver an operational capability to a Foreign Military Sales (FMS) F-16 new-buy country upon first ferry of aircraft to country. For existing F-16 countries the vision is to provide aircraft maintenance and pilot differences training to support ongoing sustainment training or in-country training to support aircraft upgrade programs.

1.0. Description of service

1.1 Introduction

1.1.1. Training and technology transfer is required by various international customers in support of initial acquisition and/or continuing support for their F-16 aircraft, weapon systems, associated support equipment and software. This training shall be Contractor-provided, Special Contract Training Type 3 (AETCM 36-2601), procured by Air

Education and Training Command (AETC). Instruction and technical information shall be in the English language.

1.2 Background on this Program

1.2.1. Pre-delivery training (prior to initial aircraft ferry to country) is required for countries that have never flown the F-16. Countries in this category may not be purchasing in-country contract maintenance, and may not have contract maintenance support beyond typical Field Service Representatives (FSR) representation. Academics may be provided CONUS/OCONUS. On-the-Job Training (OJT) may be provided to new-buy countries CONUS, pre-delivery and/or OCONUS. In the instance of pre-delivery training, the country-furnished training aircraft may be available immediately after production and DD250 transfer. OJT may be provided in country for existing F-16 country sustainment or differences training as a result of aircraft upgrades. Existing F-16 countries purchasing new aircraft may not be considered for pre-delivery training, but could elect to do so. The Contractor may be required to conduct unclassified and/or country-specific classified training at an OCONUS location according to Task Order requirements.

1.3 Concept of Operations

1.3.1. The contractor shall provide training and support services at the contractor’s facility. Individual task orders may require training to occur, at CONUS Government provided facilities, OCONUS (in country), or online if requested by country (academics only).

1.4.3. Mobilization

Mobilization is defined as the effort to establish the training capability and develop courseware, syllabi and any student materials within 120 calendar days of issuance of only the initial task order. This does not include the foreign disclosure process time required outlined in para 1.4.4.3. Although the mobilization period is allowed, task orders requirements that occur during the mobilization period will be given consideration for any remaining mobilization time.

1.4.4. Courseware Development and Student Materials

1.4.4.1. If in receipt of written Contracting Officer authorization as specified per Task Order, the United States

Government (USG) may provide new production, upgrade and existing Country Specific Technical Orders

(CSTOs). Additionally the USG may provide United States Air Force (USAF) developed F-16 Courseware to aid the timely development of courseware per task order. As specified per Task Order, if USG cannot provide final, manuscript, draft CSTOs, or USAF developed F-16 Courseware, then the contractor can use other-than-USG provided data to develop courseware in accordance with DFARS 252.227-7020.

1.4.4.2. In support of this training the Contractor shall develop, produce, and deliver F-16 pilot and maintenance courseware and student materials, to support training as specified in individual Task Orders. The courseware and student material will support academic training which may consist of lecture/discussion sessions and laboratory exercises. Courseware will include materials to support testing procedures and OJT. Aircraft variants include, but are not limited to, the F-16V and F-16 Block 70/72. The courseware (courseware, course charts, outlines and any other material used to transfer information to international students) and student materials will be In Accordance

With (IAW) course descriptions and summaries provided following training program definitization. All student materials shall be based on data available under the Foreign Military Sales (FMS) program and developed and presented IAW the country-configured equipment. The courseware and student materials will reflect training that will be transition-type training into a skill similar to the skill currently possessed by the student. Basic theory is not required. Individual task orders may direct the contractor to provide F-16 pilot and maintenance instructor courseware and student materials to support a train-the-trainer capability.

1.4.4.2.1. The contractor shall provide training to provide the necessary skills to provide instruction of courseware for a specific specialty. Each course shall include, but not limited to, in editable format, course charts, course content, course outline, wall charts, viewgraphs, plans of instruction, measurement instruments, and student materials. In addition, each student class will be provided with a package of training materials developed. Materials will be in digital format, downloadable or on CD-ROM or DVD format. Deliverables, see Contract Data Requirements List (CDRL) data items for additional information in Exhibit A.

1.4.4.2.2. The courseware and student materials will be developed to support the objective of training to provide the necessary skills to operate and maintain aircraft systems, subsystems, and related support equipment. Training shall be to the level necessary to provide students a thorough understanding of their specialty requirement so that at the end of their training they can perform tasks as identified IAW applicable technical data with minimal supervision.

1.4.4.2.3. The contractor is responsible for all disclosure, clearances and approvals. To prevent any unauthorized release of technical data to a foreign government through this training program, the Contractor shall submit all instructional material, including courseware, course charts, simulator outlines, and any other material used to transfer information to international students to AFSAT TPM for releasability/disclosure review not later than 45 days before course start. The contractor is also responsible for disclosure review of vendor courses that may be required.

1.4.4.3. The releasability/disclosure review not later than 45 days before course start (in addition to the mobilization period) must be accounted for by the contractor as part of the responsibilities outlined in paragraph 1.4.5., Program

Management Support. This requirement shall only be waived by the CO or ACO when it is in the best interest of the

USG due to compressed timelines and will be pre-approved by the AFSAT reviewing authority. If waived this will be documented in the individual task order.

1.4.4.4. All documents submitted for release approval must reflect the contract number, course title to include “[Host

Country] Air Force” and document date. The instructional materials will include the following Disclosure

Statement:

DISCLOSURE STATEMENT

This information is furnished on the condition that it will not be released to another nation without specific authority of the Department of the Air Force of the United States, that it will be used for military purposes only, that individual or corporate rights originating in the information, whether patented or not, will be respected, that the recipient will report promptly to the United States any known or suspected compromise, and that the information will be provided substantially the same degree of security afforded it by the Department of Defense of the United States. Also, regardless of any other markings on the document, it will not be downgraded or declassified without written approval of the originating U.S. agency.

1.4.4.5. Contractor format for student training materials is acceptable. Contractor shall determine the requirement for the types of training materials to be used in course presentations. Training material shall be based on all applicable and current data.

1.4.4.6. Contractor shall provide one (1) paper and one (1) electronic copy of student training materials approved for release to each student during course presentation.

1.4.4.7. Contractor shall provide the country customer, designated by the AFSAT TPM, one electronic media copy of the student training materials and teaching materials to include the plan of instruction (POI) or contractor equivalent, considered “reproducible master,” suitable for reproduction on standard commercial photocopy machines or by using standard Microsoft Office or other commonly available software such Adobe PDF, etc., No

Later Than (NLT) completion of each specialty course.

1.4.4.8. Contractor shall provide the F-16 pilot and maintenance courseware and student material to include all changes through completion of training within 45 days after course completion to AFSAT TPM and COR.

1.4.4.9. The following instructions apply where the use of commercial shipping services (e.g., FedEx, DHL, airlines, etc.) is not possible or advisable. Student training and teaching materials may require shipment to a CONUS location or Freight Forwarder for overseas locations. Freight Forwarder’s name/address will be provided in individual delivery orders. Prior to shipment, the contractor shall contact the AFSAT TPM for shipping address.

Materials shall be marked on the outer wrapper as “Training Material” with an inner wrapper identifying contents.

Upon shipment of material the contractor shall provide the AFSAT TPM a copy of the shipping document indicating materials shipped and tracking numbers and dates of shipment.

1.4.4.10. Third Party Transfer Issues: The Contractor shall be responsible for any subcontractor and personnel management to insure there are no third party disclosure issues violating the ITAR.

1.4.4.11. The content of training will be dependent on each country’s disclosure approval. Additionally, the content of training and maintenance specialty tasks may be adjusted due to country specific organization structure. Baseline

1.4.5. Program Management

1.4.5.1. The contractor shall manage all resources to achieve requirements of the PWS, including managing customer and supplier interfaces to achieve cost, schedule, technical objectives, and objectives of the Services

Summary. The contractor shall designate a program manager to support the training program and Air Force

Security Assistance Training AFSAT TPM and Contracting Officer Representative (COR). The contractor’s program manager shall be their single-point-of-contact and shall coordinate the interface between the USG and the subcontractors, suppliers/vendors, and contractor’s corporate office. The contractor should be aware that while there may be one COR, there will be various country-specific TPMs within AFSAT, one or more of which may act as the

COR or Alternate COR. The support may include the following tasks:

1.4.5.2. Attend planning meetings including Program Management Reviews (PMRs) for purchasing country’s F-16 program.

1.4.5.2.1. The contractor shall provide response to AFSAT TPM action items/taskers within (five) 5 business days.

1.4.5.3. Participating in and documenting the results of a Training Needs Assessment led by AFSAT in international customer’s country. Documentation shall include training capabilities report and a draft of training syllabus/outline.

1.4.5.4. Appraisal of systems and equipment to be modified/utilized for maintenance and pilot training.

1.4.5.5. Determination of maintenance training capabilities and levels of experience of purchasing country’s maintenance technicians.

1.4.5.6. Outlining any shortfalls of the purchasing country’s training capabilities, and determine requirements for an organic training capability.

1.4.5.7. Document required information as applicable to the training program. Deliverable documents will include the Training Plan, updated training schedules, written recommendations for training program changes or adjustments, written assessments and recommendations based upon PMR action items or other tasks directed by the country-specific AFSAT TPM:

1.4.5.7.1. Work with the AFSAT TPM and build the Training Plan to include required training identified during any

Training Needs Assessment along with training timeline recommendations to meet Security Assistance Program

Manager (SAPM) and/or international customer’s equipment bed down/deployment plans.

1.4.5.7.2. Once AFSAT coordinates the Training Plan with the weapon system SAPM and the international customer and the AFSAT TPM approves the training, then the training timeline recommendations will be incorporated into the training schedule.

1.4.5.7.3. When aircraft will be taken from the OEM production line and dedicated for training at the training contractor facility, the contractor shall ensure appropriate coordination regarding aircraft chain of custody is accomplished with the Air Force Life Cycle Management Center (AFLCMC) country-assigned SAPM. This is to include taking possession of the aircraft for training, oversight requirements while in custody, and requirements to return the aircraft.

1.4.5.8. The contractor shall keep the country-specific AFSAT TPM and COR informed of the status of all technical and managerial efforts and expenditures on the contract by means of monthly status reports, by telephone conversations, and by meetings at the contractor's facility or at other yet to be determined locations. The contractor shall deliver monthly (not later than the 5th business days of each month) status reports (contractor format/Microsoft

Suite). The status reports should contain as a minimum the following:

1.4.5.8.1. The approved training schedule and the current progress.

1.4.5.8.2. Course listing and syllabus/course development timeline for each specialty requiring training.

1.4.5.8.3. Projected deviations/delays and back-up training plans for specific specialties when equipment, aircraft, personnel or students are not available.

1.4.5.8.4. Recommended changes or course updates to include new flow plans for students for delays.

1.4.5.8.5. Clarifications and responses of international customer request from PMR and conferences.

1.4.5.8.6. Travel requests shall be submitted prior to travel for approval by the AFSAT TPM, COR, and CO. All approved travel requests shall be documented in the monthly report as well.

1.4.5.8.7. The status of any international customer action items/taskers not properly resolved and approved by the

AFSAT TPM.

1.4.5.8.8. Specific classroom physical requirements conducive to training. Contractor facilities are generally evaluated using an AETC Form 123. For OCONUS classroom training, desired government (country) furnished facility capabilities should be discussed to enable the TPM to ensure adequate facilities are available.

1.4.5.9. The contractor will ensure coverage of instructors when on leave, illness, or due to a no-notice departure from the company. The CO and AFSAT COR shall be notified of any no-notice departures within 48 hours after occurrence.

1.4.5.10. Continuity of Service: The contractor shall ensure continuity of services during personnel leave and voluntary or involuntary termination from employment to avoid disruption to mission accomplishment. The contractor shall incur any and all costs associated with employee voluntary or involuntary termination and the replacement for those employees.

1.4.5.11. Contractor Transition: In the event a follow-on contract or a task order is awarded to other than the incumbent contractor, the incumbent contractor shall provide all reasonable support to the USG and the new contractor to ensure an orderly changeover, minimizing any impact on the overall training program. This is defined as 15 calendar days for leadership positions and no more than seven (7) calendar days for instructors. With regard to successor contractor access to incumbent employees, a recruitment notice may be placed in each facility. The incumbent contractor is not responsible for training new contractor personnel. The incumbent contractor shall provide sufficient numbers of personnel to conduct a joint inventory of all provided facilities, publications, accounts, records, etc.

1.4.5.12. The contractor must plan for the transfer of work control, delineating the method for processing and assigning tasks during the phase-in/phase-out periods. Throughout the phase-in/phase-out period, it is essential that attention be given to minimize interruptions or delays to work in progress that would affect the mission.

1.4.5.13. The contractor shall not incorporate a condition in the contractor’s employment agreement with its employees of any other condition that disallows an employee of the contractor from seeking and accepting offers of employment from a follow-on contractor.

1.4.5.14. Phase-Out Period. The contractor shall remove all employees and contractor-owned equipment from the customer country NLT 30 calendar days after completion of this contract/task order, or as otherwise directed by the

CO. The contractor shall obtain all necessary approvals and clearances to allow the shipment of contractor-owned equipment back to the United States.

1.4.6. Logistics

1.4.6.1. The contractor shall be responsible for coordinating with Air Force Life Cycle Management Center

(AFLCMC) for spare parts. This may include coordination with the appropriate Security Assistance Program

Manager (SAPM), any Deputy SAPM and/or appropriate line manager responsible for overall parts delivery to country. The US Government is responsible to move the aircraft to and from the contractor training location when applicable.

1.4.6.2. Contractor shall define hands-on equipment required for training, to include OJT. This may involve virtual trainers, maintenance trainers, part-task trainers, or other equipment required to train as outlined in para 1.4.7.

1.4.6.2.1. The contractor shall provide all support equipment, trainers, bench stock, consumables for all Pre-Delivery training requirements performed at the contractor-provided facility(s). .

1.4.7. F-16 Maintenance Differences Training and OJT

1.4.7.1. The contractor shall provide training to provide the necessary skills to operate and maintain aircraft systems, subsystems, and related support equipment. Training shall be to the level necessary to provide students a thorough understanding of their specialty requirement so that at the end of their training they can perform tasks as identified

IAW applicable technical data with minimal supervision. F-16 aircraft variants include, but are not limited to, the F-

16V and F-16 Block 70/72.

1.4.7.2. Academic training shall consist of lecture/discussion sessions and laboratory exercises. Testing procedures must be in place and used to verify the student has gained knowledge as taught. Class size is limited to twelve (12) students.

1.4.7.3. OJT shall be conducted in the appropriate laboratory, shop or flight line environment and shall include demonstration and application of academic studies. Written documentation of training accomplished will include initials of the students and instructors that the OJT training task was accomplished as required. Class size is limited to six (6) students. Class size should be further limited based on technical order requirements, safety, or required tasks. Contractor Safety Observers/Instructors will be limited to no more than two (2). During CONUS OJT at the contractor facility, Partner Nation Air Force (PNAF) aircraft shall be used. Aircraft from a given PNAF shall only be used to train students from that PNAF.

1.4.7.4. Reserved.

1.4.7.5. Training location will be as described in the individual task order. When training is performed in an overseas location, in whole or in part, contractor shall comply with instructions in Attachment 1 as tailored and incorporated in each task order.

1.4.7.6. Video-Teleconference (VTC) training. Under specific extenuating circumstances the CO may direct distance learning via VTC for academic-only training.

1.4.7.7. In strict coordination with the Contracting Officer, the contractor may provide aircraft maintenance differences training to qualified USG Maintenance Technicians as defined in individual orders to a specified country variant. Training of USG Maintenance Technicians shall be in support of PNAF IAW the FMS Program. This may include training to the V configuration and Block70/72 variant.

1.4.8. F-16 Pilot Differences Training

1.4.8.1. Instruction for pilots will be non-flying, academics/station instruction to include, but not limited to, general description (basic foundation knowledge), flight characteristics, system operation, system interface, normal and emergency procedures. The contractor shall provide training device(s) to support this requirement, as a training service. Pilot objectives are to train pilots transitioning into the country-specific variant. This may be required to transition from the aircraft variant used in formal US Air Force (USAF) training to the existing country variant, variant being purchased or the variant the country is upgrading to, and/or from an existing country variant to the variant being purchased or the variant the country is upgrading to. Variants include, but are not limited to, the F-

16V and F-16 Block 70/72.

1.4.8.2. It must be assumed country-purchased Full Mission Trainer (FMT) or flight simulator will not be available to meet initial pilot differences training requirements/timing for countries that are new to the F-16. For planning purposes, pilots must have completed differences training upon aircraft arrival in country.

1.4.8.3. In strict coordination with the Contracting Officer, the contractor may provide pilot differences training to

F-16 qualified USG Pilots as defined in individual orders to a specified country variant. Training of USG Pilots shall be in support of PNAFs IAW the FMS Program. This may include training to the V configuration and Block 70/72 variant.

1.4.9. Maintain Aircraft Flyable Condition

1.4.9.1. The training contractor shall maintain training aircraft in a flyable condition. This will be in compliance with Technical Order TO (ctry code)1F-16(model)-2-00GV-00-1 General Vehicle Organizational Maintenance, TO

(ctry code)1F-16(model)-6, TO (ctry code)1F-16(model)-6-11, Scheduled Inspection and Maintenance

Requirements, TO 00-20-1, Aerospace Equipment Maintenance Inspection, Documentation, Policies, and

Procedures (to include clearing the red symbols in aircraft forms), and the maintenance concepts contained in Air

Force Instruction (AFI) 21-101 and Air Combat Command (ACC) Supplement 21-101, Aircraft and Equipment

Maintenance Management. Maintaining aircraft in “flyable condition” shall be conducted under the auspices of training.

1.4.10. Student Services—Reserved For Small Business Participation Only

1.4.10.1. Student Housing. If required by individual task order the contractor shall provide or arrange suitable housing for the students during training at the contractor-provided CONUS training location(s). Quarters shall be available two days prior to class start and one day after class graduation unless otherwise specified. Officers shall be quartered separately in single rooms. Two enlisted students of the same gender will share one room. Dining facilities capable of providing culture sensitive dietary requirements or cooking facilities are required unless otherwise stated in individual orders. Housing shall not be provided for accompanying dependents unless specifically authorized in writing, by the contracting officer. The contractor shall brief the students to not make charges to the room/quarters, i.e. movie rentals, food, laundry, etc., and to maintain the housing in same condition as existed upon initial occupancy. Contractor should note the condition of the housing upon occupancy and again one day prior to student departure. Extent of all damage and occupant’s names shall be reported to the Contracting

Officer within one week after students’ departure, with a copy to AFSAT TPM. The extent of damage to quarters shall be identified by video or digital camera and reported to the AFSAT TPM by the contractor, within three days.

1.4.10.2. Student Ground Transportation. If required by individual task order the contractor shall provide or arrange the following as specified in the individual delivery orders:

1.4.10.2.1. Transportation to and from the airport and daily transportation between the training facility and the students' quarters.

1.4.10.2.2. Transportation for student shopping trips once a week after the training day or on a non-training day

(for four hours) to purchase supplies needed to maintain themselves in their hotel/motel or apartment.

1.4.10.2.3. If required per individual delivery order and after coordinating with the appropriate AFSAT TPM, the contractor may provide group transportation, such as a bus with driver. NOTE: Students are not allowed to operate rental vehicles obtained under, or as a part of, this PWS.

1.4.10.2.4. If air transportation is needed for movement of students between contractor training locations the contractor shall arrange and provide commercial air transportation. This will be coordinated and approved by the

AFSAT TPM and CO.

1.5. Contractor Responsibilities

1.5.1. Non-Personal Services: The services performed under this contract shall be non-personal in nature. The USG shall neither supervise Contractor employees nor control the method by which the Contractor performs the required tasks. Under no circumstances shall the USG assign tasks to, or prepare work schedules for individual Contractor employees. It shall be the responsibility of the Contractor to manage its employees and to guard against any actions that are of the nature of personal services, or give the perception of personal services. If the Contractor believes that any actions constitute, or are perceived to constitute personal services, it shall be the Contractor's responsibility to notify the Contracting Officer (CO) immediately.

1.5.2. Performance. Performance shall commence and be completed as set forth in the training schedule, on each task order as provided by the contractor, approved by the AFSAT TPM.

1.5.3. Instructors:

1.5.3.1. Aircraft maintenance instructors shall have skills equivalent to the USAF Craftsman (7-skill level)

(Reference AFI 36-2101) in a like position/system on the same weapon system and a minimum of five (5) years’ experience in their respective specialty. The instructors must have the experience, skills, communication ability and understanding necessary to teach to the block/variant configuration the country is purchasing or the block/variant configuration the country currently operates, as well as the training objectives as set forth in the PWS.

1.5.3.2. Instructor Pilots shall have a minimum of five (5) years experience in the aircraft and two (2) years experience instructing academics. The instructors must have the experience, skills, communication ability and understanding necessary to teach to the block/variant configuration the country is purchasing or the block/variant configuration the country currently operates, as well as the training objectives as set forth in the PWS.

1.5.3.3. Contractor shall provide evidence of instructor qualifications to the CO and/or the COR within 3 business days after request (resumes, certifications or other written documentation).

1.5.4. Travel

1.5.4. Domestic and international travel will be required to support briefings, attend conferences, Program

Management Review meetings, and other Program Management actions/tasks as specified in Paragraph 1.2.10. For planning purposes expect four meetings in CONUS and two (2) meetings in purchasing country per year.

1.5.4.1. Contractor travel will be necessary to support the program. Travel shall be IAW the Department of Defense

Joint Travel Regulation (JTR) and Federal Acquisition Regulation (FAR) Part 31. The AFSAT TPM must approve all contractor travel at least five business days in advance, unless it is an urgent requirement which would require prior approval only. The Contractor shall request all travel via e-mail to the AFSAT TPM, COR and the CO.

1.5.4.2. Extended travel may include costs for overseas residence to include rent, furniture, commercial services

(trash, water services, electricity, phone connectivity, internet connectivity, security, and applicable taxes). Travel shall be IAW the Department of Defense Joint Travel Regulation (JTR) and Federal Acquisition Regulation (FAR)

Part 31. The contractor shall have extended travel costs approved by the CO at each task order.

1.5.5 Training Facilities

1.5.5. Contractor-Provided CONUS Training Location(s). The contractor shall provide the facility(s). Aircraft hands-on OJT shall be conducted in the appropriate laboratory, shop or flight line environment and shall include demonstration and application of academic studies. The facility shall be able to support inbound/outbound aircraft moved/flown by USG (as defined in Section 3.0) for Pre-Delivery training OJT.

1.5.5.1. The contractor-provided CONUS OJT training location shall meet Secure Storage Facility (SSF) requirements outlined in NISPOM and DoD directives sufficient to secure F-16 aircraft with Controlled Critical

Assets (CCA). CCA items include, AESA radar, Modular Mission Computer (MMC) and EW Suite “Viper Shield” components. Security measures should account for on-aircraft work as well as any off-aircraft storage requirements for components.

1.5.5.2. Facility Conditions. Contractor shall provide properly lighted and ventilated facilities free of outside noise for student classrooms in CONUS. Access to student records and measurements shall be controlled. Safety measures will be briefed to all incoming students and shall be observed and enforced. Facilities shall be clean and meet applicable environmental standards and not impact training objectives completion.

1.5.6 OCONUS Training Location

1.5.6. OCONUS Training Location and Hours of Work. OCONUS training shall be delivered at a designated location in PNAF as specified in task orders. Standard workdays are determined by the OCONUS location based on the training operating schedule. Contractor-provided personnel shall work using a flexible schedule as required to meet the PNAF training schedule.

1.5.7 Material, Equipment

1.5.7.1. Materials, Equipment. Contractor shall furnish all materials and equipment to perform this contract except items identified as government (country) furnished equipment/material. Equipment shall be serviceable and suitable for its intended purpose.

1.5.7.1.1. The contractor shall ensure training material is compatible with the country specific aircraft/equipment configuration.

1.5.7.2. The contractor shall provide one (1) copy of student training material/manuals to each student during course presentation. Contractor format for student training material/manuals is acceptable.

1.5.7.3. At CONUS Government provided facilities, USG or partner nation government from dedicated squadron resources will provide support equipment, trainers, bench stock, consumables, materials and equipment to perform contracted services. This does not relieve the contractor of the material requirements in paragraph 1.4.4, 1.5.7.2, or deliverables.

1.5.8. Student Administration.

1.5.8.1. The Contractor shall provide documentation in electronic format to the AFSAT TPM/COR identified below.

If documentation size exceeds email capacity, the current DoD-approved File Transfer Protocol (FTP) site may be sufficient. The Contractor should coordinate with the specific TPM to ensure this process is completed. A CD or

DVD delivered by other means is acceptable.

1.5.8.2. One copy of the student’s Invitational Travel Orders (ITO) and a completed AETC Form 325, Student

Accounting and Record of Attendance or contractor equivalent, within three (3) working days after student entry for

CONUS training and within five (5) working days after student entry for OCONUS training. For CONUS training, the ITO presents a unique identifier for each student which is particularly helpful to delineate between students with similar names.

1.5.8.3. Complete AETC Form 258, Student Evaluation of Training, or contractor equivalent (with students' signatures) not later than five (5) working days after completion of each class of training. Courses exceeding six (6) weeks duration require student evaluations every third week.

1.5.8.4. One (1) copy of the completed AF Form 1256, Certificate of Training, and a Course Evaluation Report not later than five (5) working days after course completion. The Certificate of Training shall be provided to students upon course completion (original and one (1) copy). The Course Evaluation Report will be in contractor format and shall include all problems encountered during the conduct of the course, such as deficiencies in subject coverage, documentation, and equipment failures.

1.5.8.5. The contractor shall be responsible for all student training records, i.e. OJT Task Proficiency Guides

(TPGs), through completion of the last course under contract. At course completion, the records (AETC Form 325, AF Form 1256 and all critiques) will be sent to the AFSAT TPM and COR and provided to the student/senior ranking student as directed by the AFSAT TPM.

1.5.8.6. Contractor shall contact the AFSAT TPM and COR to determine the course of action for the following situations:

1.5.8.6.1. If course objective(s) cannot be met by contractor,

1.5.8.6.2. If the contractor believes that a student should be released from training for any reason, the contractor shall immediately contact the AFSAT TPM via email to the appropriate TPM and courtesy-copy the COR stating the reasons for release and requesting disposition instructions.

1.5.8.6.2.1. If the international military student (IMS) is recommended for removal from CONUS training due to documented discipline or conduct reasons, the AFSAT TPM will provide the documentation to the AFSAT/CC.

The AFSAT/CC is the final decision authority if a student is to be removed from CONUS training and returned home.

1.5.8.6.2.2. If the IMS is being recommended for removal due to inability to progress in training, the contractor shall document progression issues and methods used to advance the student through the training program. In addition, the contractor will provide a recommendation to the AFSAT TPM to continue or not continue the IMS’s CONUS training based on the IMS’s ability to be trained to the required level. If the contractor recommends the student continue in training, the contractor will provide a recommended training path to bring the IMS to the required task qualification. The AFSAT TPM will contact the international customer for their decision to continue or not to continue training, then the AFSAT TPM will provide all documentation to the AFSAT/CC. The AFSAT/CC is the final decision authority if a student is to be removed from CONUS training and returned home.

1.5.8.7. The contractor shall validate the IMS medical insurance information on the ITO for each student prior to training start to ensure proper medical claim processing. The ITO discloses how students are insured medically. If in doubt, the contractor will contact the respective AFSAT TPM for clarification of the content on the ITO.

1.5.9. Air Force Professional Relationships and Conduct

1.5.9.1. The Contractor shall comply with the tenets of AFI 36-2909, Air Force Professional Relationships and

Conduct, and will take immediate action to resolve violations of the prohibition on unprofessional relationships.

Specifically, the Contractor should understand the following:

1.5.9.1.1. Relationships are unprofessional, whether pursued on or off duty, when the relationship detracts from the authority of superiors or results in or reasonably creates the appearance of: favoritism, misuse of office or position, or the abandonment of organizational goals for personal interests. Unprofessional relationships can exist between officers, between enlisted members, between officers and enlisted members, between military personnel and civilian employees, or between Air Force members and contractor personnel.

1.5.9.1.2. If practices, techniques, personal appearance, or conduct of Contractor personnel becomes detrimental to the accomplishment of the mission as determined by the USG, the CO will provide written notification of such conditions to the Contractor. Following such notification, the Contractor shall remedy the situation within 24 hours.

In addition, the USG reserves the right to pursue other remedies available under the provisions of this contract as necessary.

1.6. Quality Control

1.6.1. The contractor shall apply its inherent quality management process to meet contract objectives. Contractor's attention is directed to the clause entitled 'Inspection of Services.' Contractor shall submit a Quality Control Plan

(QCP) or ISO Certification to the CO, for acceptance. Changes to the QCP during contract performance shall be submitted to the CO for acceptance no later than 10 calendar days prior to any changes being affected by the contractor. The ISO Certification must illustrate proposed method(s) of inspection, and actions to be taken to correct deficiencies discovered during the inspection process. The QCP will be considered acceptable and approved unless the contractor is notified by the CO prior to award. The QCP shall be submitted as part of the technical proposal for evaluation. ISO Certification shall include certification details (date of certification, certifying agency, etc.).

1.6.2. The contractor's quality inspection documentation (i.e., metrics, reports, etc.) shall be made available to the

AFSAT TPM and COR, upon request. The reports should provide information on the methods of inspection, what was inspected, discrepancies found, and actions taken to correct and preclude recurrence.

1.7. Access to Technical Orders

1.7.1. The contractor may have access to Country Specific Technical Orders (CSTOs) to support training requirements. The contractor may establish Technical Order Distribution Office (TODO) and the contractor’s

TODO can request copies of the required manuals via an AFTO Form 187. The request will be sent directly to

AFLCMC/LZP organizational e-mail: aflcmc.ezgtc.workflow@us.af.mil. AFLCMC/LZP will ensure correct disposition and for F-16 specific CSTOs, and will forward the request to the F-16 Technical Content Group (TCG) office AFLCMC/WWMSG. The TCG gives technical support to all the FMS partners for a weapon system and is sometimes referred to as the Technical Content Program (TCP). For Access to existing USAF F-16 specific TOs, the contractor may send requests to the AFLCMC/LZPTA organizational email: aflcmc.ezgtp.afto43@us.af.mil.

An AFTO Form 43 will be required to request access.

1.7.1.1. The government has unlimited data rights to F-16 CSTOs and technical data (not to include OFP data) and will provide access to F-16 V and Block 70/72 technical orders when they become available.

1.8. Cultural Sensitivity

1.8.1. The contractor needs to be aware of the cultural and religious needs of the international students. The contractor shall provide training to their employees on the cultural and religious sensitivities they may encounter while performing this contract.

1.8.2. All contractor employees shall be neutral on the subject of religion and politics with the students.

1.8.3. All Contractor training facilities shall be religious neutral.

1.9. Contractor personnel management

1.9.1. Contractor Employees. The Contractor shall be responsible for complete staffing and ensure that all employees are qualified, trained, and certified to perform the requirements of this PWS. The Contractor shall provide a list of Contractor employees performing on the contract to the CO. The Contractor shall comply with certification and training required by all federal, state, and local laws/regulations. All training and certification shall be documented and available for USG review. The Contractor shall not employ a person for work on this contract if such employee is a potential threat to the health, safety, security, or general well-being of any personnel and/or the operational mission. The Contractor shall maintain individual training records on each employee. Training records shall be made available to the AFSAT TPM and/or COR upon request. At a minimum, these records shall contain all systems on which the individual is qualified or is to become qualified, the name of the individual that provided the training (USG or Contractor), the date training was conducted or completed, and the recurring training due date.

1.9.2. In addition, the USG reserves the right to pursue other remedies available under the provisions of this contract as necessary.

1.9.3. Language of Employees. All employees shall speak, read, write, and understand the English Language, excluding the speaking skill of hearing impaired employees. Contract instructors, however, must be free of any speech impediments.

2.0 Performance Requirements Summary (PRS)

The following section specifies the Performance Requirements and Performance Standards for the contract to include Acceptable Quality Levels (AQLs).

a) Standard: The contractor shall provide training to provide the necessary skills to operate and independently maintain aircraft systems, subsystems, and related support equipment. Training shall be to the level necessary to provide students a thorough understanding of their specialty requirement so that at the end of their training they can perform tasks IAW applicable technical data with minimal supervision. Student qualifications will generally be analogous to Organizational

(O) and Intermediate (I) levels of maintenance when describing USAF 5 or

7 skill levels. (Reference AFI 36-2101).

100% of all eligible students receive training that meet the objectives for each course as set forth in the course curriculum/ syllabi.

AQL: 100% Compliance

b) Standard: OJT shall be conducted in the appropriate laboratory, shop or flight line environment and shall include demonstration and application of academic studies. Written documentation of training accomplished will include initials of the students and instructors that the OJT training task was accomplished as required.

c) Standard: Pilot objectives are to train pilots transitioning into the country-specific configuration. This includes required academic, country aircraft model specific simulator/cockpit procedures trainer.

100% of all eligible students receive training that meet the objectives for each course as set forth in the course curriculum/ syllabi.

CAR or other actions available to the

d) Standard: Academic training shall consist of lecture/discussion sessions and laboratory exercises. Testing procedures must be in place and used to verify the student has gained knowledge as taught.

2. Contractor shall comply with contractor supplied schedule dates that are incorporated as part of the individual task order.

IAW PWS, Section 1, paragraph 1.4.5., and Individual Task Orders.

Standard: 100% of all eligible students commence and complete as scheduled.

CO IAW the FAR.

3. Contractor shall use instructors meeting specified qualifications.

IAW PWS, Section 1, paragraph 1.3.

Standard: Qualifications and experience documentation as requested will be provided 100% of the time.

CO IAW the FAR.

4. Contractor shall provide training facilities conducive to training objectives.

IAW PWS Section 1, Paragraph 1.3.1 and paragraph 1.5.5.

Standard: Facilities will provide an environment conducive to learning 90% of training days.

CO IAW the FAR.

5. Contractor shall provide student support.

IAW PWS, Section 1, Paragraph 1.4.10.

Standard: Housing is provided in time, quantity and quality for enlisted and officers within USG Per Diem Rate and provides airport, daily training, and once a week shopping transportation with no more than 3 valid customer complaints.

CO IAW the FAR.

6. Contractor shall provide student administration and documentation.

IAW PWS, Section 1, Paragraph 1.5.8.

a) Standard: Provide to the AFSAT TPM one copy of the student’s Invitational

Travel Orders (ITO) and a completed

AETC Form 325, Student Accounting and Record of Attendance or contractor equivalent, within three (3) working days after student entry for CONUS training and within five (5) working days after entry for OCONUS training.

b) Standard: Provide to the AFSAT TPM and COR a complete AETC Form 258, Student Evaluation of Training, or contractor equivalent (with students' signatures) not later than five (5) working days after completion of each class of training. 7. Contractor shall submit course materials for release approval and obtain all clearances and approvals.

IAW PWS, Section 1, Paragraph 1.4.4.

Standard: TPM/COR receives course material not later than 45 days before course start date.

CO IAW the FAR.

8. Contractor shall attend Training

Program planning meetings, assist the AFSAT TPM in defining training needs and provide written recommendations for the training program development and schedule.

IAW PWS, Section 1, Paragraph 1.4.5.

Standard: Contractor attends 80% of the meetings specified by the AFSAT TPM and provides written recommendations for the training program and schedule.

3.0 Government (country) furnished property/equipment/data and services

3.1. The Government will furnish Government property/equipment as specified below:

3.1.1. Customer-country aircraft will normally be used to support the OJT portion of maintenance training. For Pre-

Delivery training, up to two (2) customer-country aircraft may be provided by USG to the training contractor.

3.1.2. The AFSAT TPM will send a request to the corresponding country SAPM identifying the period of time aircraft access is required to support OJT. The SAPM will respond approving availability. This approval will be sent to the training contract AFSAT TPM, COR, CO and Contractor PM immediately upon receipt.

3.1.3. For OJT conducted at the contractor facility, OJT aircraft will be moved by USG to the contractor training facility, and after use by the Contractor to support training, OJT aircraft will be returned by USG to AFLCMC.
