About this file

This is a No Bid/Proposal Notice and Vendor Feedback Form issued by the State of Maryland for solicitation TAMO5028SB, a highway mowing contract along US Route 50 in Talbot County. The solicitation requests both zero turn mowing and hand mowing services for state highways, including a continuous 60-inch cut on medians and 6 feet on all shoulders and grass islands covering approximately 15 acres on US 50 between mile point 12.960 and mile point 3.46. Hand mowing and weed eating services are required around signs, light poles, traffic poles, utility poles, culverts, catch basins, guardrails, and wet areas inaccessible to zero turn equipment. The roadway will be bid on a per cycle basis with invoicing due at completion of each full cycle, with up to 19 cycles possible across the contract duration on an as-needed basis. Contractors must own all commercial grade continuous 60-inch cut zero turn mowers and must provide pictures of equipment with their bids.

The form serves to collect feedback from vendors who choose not to submit a proposal or who wish to provide suggestions and concerns. Vendors may indicate reasons for non-response including other commitments, lack of relevant experience, unclear specifications, insufficient capacity, complex state contracting requirements, inability to be competitive, insufficient time, restrictive bonding or insurance requirements, unreasonable proposal requirements, MBE or VSBE requirements, prior unsatisfactory state contract experience, or slow payment schedules. No minimum quantities will be paid under this contract. The form requests vendor company information, contact details, and a remarks section for additional comments to improve future state solicitations.
