1. DESCRIPTION OF SERVICES
The Contractor shall provide non-personal services, to include all personnel, equipment, tools, supervision, and other items and services necessary to ensure that grounds maintenance is performed at Dover Air Force Base
(AFB) in a manner that will ensure habitat management IAW the Dover AFB BASH plan, promote the growth of healthy grass, trees, shrubs, and plants and present a clean, neat, and professional appearance. Areas maps and workloads depicting the service described in this PWS are identified in the Appendixes. The Contractor’s performance will be based on the Contracting Officer’s Representative (COR), and Contracting Officer’s (CO) evaluation of the results required by the Service Summary (SS) and not the method of performance. The evaluation of results will be based on COR surveillance, tenant satisfaction, and customer complaints. Final results of the evaluations will be the determining factor for the success or failure of this contract. The Contractor shall comply with applicable federal, regional, state, and local laws and commercial standards.
The growing season at Dover AFB is considered to be 1 April through 30 November. All damage caused by the
Contractor or its employees to government property and personal property (to include facilities, fences, equipment, trees and shrubs, etc.) due to Contractor operations shall be repaired or replaced by the Contractor within 15 days after identification/notification at no additional cost to the Government. If a plant should die or become unhealthy due to damage, the Contractor will be responsible for replacing the damaged plant with a plant of same size and type. Plant replacement shall occur within 15 days after identification or notification or as otherwise agreed to by the parties.
Fence lines identified shall be trimmed to prevent vegetation growth in the fence, including removal of vegetation growing up the links of the fence. All areas shall be trimmed concurrent with mowing. Application of nonselective herbicides to control grass, weeds and vegetation around obstacles to include fence lines, shall only be allowed with the COR approval.
1.1 MAINTAIN IMPROVED GROUNDS
Improved grounds are identified in Appendix A and Appendix B.
1.1.1 MOW
The contractor shall mow all improved grounds to look well-manicured, with a neat and professional appearance.
Maintain grass height between 2 and 4 inches uniform in appearance, free of skips, gaps, rutting, or scalping.
Improved grounds are defined as grassy/vegetative matter areas that shall not exceed 4 inches in height. The contractor shall be required to pick up debris, natural and manmade, prior to mowing any area. The contractor shall remove or mulch grass clippings when visible after mowing, before leaving work area. Removed debris shall be disposed of in accordance with the base’s solid waste management plan.
1.1.2 EDGE
The contractor shall edge sidewalks, driveways, street edges, curbs, and other hard surfaced areas located within the improved grounds so that grass height matches surrounding area grasses. Edging shall include removal of vegetation from expansion joints and cracks in sidewalks, driveways, curbs and other hard surfaces. Grass, vegetation and weeds shall be cut back no more than ½-inch from the surface edged, maintaining an even contour with the edged surface, uniform in appearance and free of scalping, rutting, and uneven or rough cutting.
1.1.3 TRIM
The contractor shall trim grass and weeds around trees, shrubs, planting beds, buildings, fences, poles, fire hydrants, parking lots bumper blocks, boulders, and other fixed obstacles and temporary obstacles/objects on improved grounds. Trimming height shall match surrounding area grass height. All areas shall be trimmed concurrent with mowing. The contractor shall remove or mulch grass clippings when visible after trimming, before leaving work area.
1.1.4 CONTROL VEGETATION (HARD SURFACES)
Parking lots, sidewalks and right of ways within the improved grounds areas in accordance with Appendix A and
Appendix B-8 shall be maintained vegetation free using mechanical, chemical, or physical methods that do not degrade the quality of these surfaces. Adjuvants and dyes may also be used to enhance and track chemical applications. Application of herbicides shall comply with all federal, state and local laws and regulations.
Applicators shall possess a Delaware Applicator Certificate in category 06 Right of Way category certification.
Vegetation that exceeds 2” in diameter, length or height shall be mechanically removed. All airfield pavements to include aprons, aircraft parking areas, taxiways, and runways are excluded from this requirement. Application of non-selective herbicides to control grass, weeds and vegetation shall comply with all provisions in paragraph
1.1.4., 4.3.4. and 4.4.4. The Contractor shall use only approved pesticides as stated in AFMAN 32-1053, Integrated Pest Management Program. All herbicides are defined in DoD and Air Force documents. The
Contractor shall comply with current federal, state, local, DoD, and Air Force regulations, plans, and policies. The contractor shall comply with all applicable parts of 29 Code of Federal Regulations (CFR) 1910, Labor, Occupational Safety and Health Standards, 29 CFR 1925, Labor, Safety and Health Standards for Federal Service
Contracts, 40 CFR 150-189, Protection of Environment, Pesticide Program, and 49 CFR 171, Transportation, General Information, Regulations, and Definitions. The Contractor shall ensure that all workers have current State of Delaware Applicator Certification for the pest control services being performed. The Installation Pest
Management Consultant or designated representative through the COR must approve all herbicides prior to use.
All herbicides and pesticides used must be on the installation-approved inventory list and applied by certified personnel.
1.1.5 MUNITION STORAGE AREA
The contractor shall maintain vegetation cover within 5 feet from munition igloo/bunker/magazine vent stacks to improved grounds standard of 2 to 4 inches in height. Herbicide shall not be applied to minimize ground erosion.
Additionally, areas within 50 feet of designated Potential Explosive Sites (PES) shall be maintained between 2 and 4 inches in height to minimize fire hazards. All adjacent concrete areas shall be trimmed and/or edged to maintain improved grounds standards.
1.1.6 MAINTAIN IMPROVED GROUNDS FOR AFMAO (BLDGS. 116, 211, 220,221).
The contractor shall mow grounds to look well-manicured, with a neat and professional appearance at all times during the growing season. Maintain grass height between 2 to 4 inches uniform in appearance, free of skips, gaps, rutting, or scalping. The contractor is required to bag the clippings. All areas shall be edged and trimmed concurrent with mowing. The contractor shall perform general litter patrol once a week throughout the entire year in all areas of improved grounds. Remove and dispose of natural debris, (tree limbs, dry brush, rodent habitats, etc.), and man-made debris. Policed areas are to maintain a neat and professional appearance. The contractor shall prune/trim shrubs and other plants to maintain their natural growth characteristics to enhance the beauty and health of the plant during the growing season. Hedges shall be maintained to their natural mature height and shape. Shrubs, plants, hedges, and ground cover/vines shall be pruned/trimmed 3 inches away from buildings, fences, curbing, sidewalks, and other fixed obstacles. All ground cover and plants shall be kept within the bed borders. All plants around landscape and ground lights shall be pruned and/or trimmed to allow light usage for its intended purpose. Be aware that to know when to prune, example clematis vines rely on the flower buds formed the year before, the climbing hydrangeas should be pruned in early spring. Shrubs and hedges located on street corners, curb easements, etc. shall be pruned and trimmed to keep from obstructing view of oncoming traffic.
Areas beneath shrubs and hedges shall be kept free (clean) of all grass, weeds, vegetation, and debris. 25% of mature trees within the AFMAO Campus will be pruned annually. Volunteer tree growth seedlings shall be removed at no additional cost to the government. Shrubs will be fertilized in March at a rate depending on size and age of the plant. Pre-Emergent and Post Emergent Herbicides may be used in all authorized flower beds. The contractor shall maintain vegetative beds, inert beds, and related areas to present a neat and professional appearance during the growing season. Maintenance activities will include but are not limited to fertilizing, watering, weeding, mulching, and repairing or replacing of damaged plants and shrubs. In spring all existing mulch beds shall be redefined and plant beds shall be weeded and cleaned. Old mulch will be replaced annually with new mulch of red triple shredded hardwood bark and will be installed to a maximum depth of 2 inches on all mulch beds. For planting beds with red rock, refresh and add as necessary. Dead shrubs, plants, and trees will be replaced as necessary with a task order from the COR.
1.1.7 IRRIGATION
The contractor shall maintain, adjust, and repair identified lawn irrigation systems during the growing season.
1.1.7.1 OPERATION OF IRRIGATION SYSTEMS
The contractor shall irrigate improved grounds to maintain the health of the turf ensuring no ponding of water, excessive runoff, etc. This includes lawns, plants, flowers, landscaped areas, and all areas requiring manual watering (see Appendix A and B). Contractor shall position hoses, etc., for manual watering and then remove/store hoses, etc., between watering to ensure neat, clean appearance of areas. The Contractor is prohibited from connecting to any hydrant within the boundaries of the installation without prior approval from CO/COR.
Contractor shall practice water conservation measures whenever possible and shall position all watering systems to avoid overspray onto pavements, sidewalks, roadways, etc. Watering shall be performed during nighttime hours. If daytime watering is necessary, Contractor shall notify the CO or COR of the reason for daytime watering, and the duration daytime watering will be in progress. Irrigation responsibilities also include setup, monitoring, adjusting, etc., of irrigation system computer, clocks/timers, controllers, pumps, etc. Contractor shall be responsible for day-to-day operation of the base-wide automated irrigation system.
1.1.7.2 MAINTENANCE OF IRRIGATION SYSTEMS
The contractor shall maintain irrigation systems. De-winterization of irrigation systems will take place during the month of April. Maintenance includes but is not limited to draining and charging systems, replacing damaged or broken control devices and sprinkler heads, and repair of ruptured pipes. Maintain equipment and systems to be efficient and in good operational working order. Replacement of pumps, controllers, clocks/timers, or backflow prevention devices is not included in routine maintenance of irrigation systems. Major components of irrigation systems will be reimbursed by the government and installed by the contractor. The irrigation system to be maintained and related workload data is identified in Appendix A and B.
1.1.7.3 WINTERIZATION OF IRRIGATION SYSTEMS
Winterization of irrigation systems will take place during the month of September. At the end of the growing season of each year, all the irrigation systems shall be winterized by closing off the primary irrigation control valve and utilizing compressed air to remove all water from the irrigation system. Winterization of irrigation systems will take place during the month of September. Winterization shall be coordinated with COR to ensure backflow preventers are also winterized or removed. The Contractor shall tag the irrigation system shut off valve with the following information: “system winterized,” the date, and performed by. Repairs to irrigation equipment must be accomplished prior to winterization.
1.1.8 REMOVE DEBRIS/POLICE GROUNDS
The contractor shall perform general litter patrol once a week in areas of improved grounds identified in Appendix
A and B. Remove and dispose of natural debris, (tree limbs, dry brush, rodent habitats, dead animals, etc.), and man-made debris. Police areas to maintain a neat and professional appearance.
1.1.8.1 DEAD ANIMALS (RESERVED)
1.1.9 LEAF REMOVALS
The contractor shall remove leaves in areas of improved grounds as identified in Appendix B-3 to maintain a neat and professional appearance. Leaf removal to be included natural debris (i.e. Tree limbs, dry brush, rodent habitats), and man-made debris. Leaf removal must be completed within 5 days upon issue of the work order by the CO or COR. Leaves must be disposed in accordance with the base solid waste management plan.

1.1.11 VEGETATION CONTROL
The contractor shall provide all management, licenses, laboratory testing, tools, supplies, equipment, transportation and labor to develop and implement an Integrated Pest Management (IPM) plan in the areas covered by this Grounds Maintenance PWS in a manner that will ensure the health and general well-being of installation personnel. Approved herbicides are authorized for use in controlling weeds. There are numerous different species of vegetation that can be classified as “crack grass” and their abatement should be specifically addressed in the IPM plan and use to determine the workload Vegetation management or removal in this case refers to any unwanted vegetation in an area that it is not desired. Broadleaf weed control in turf areas is not covered under this contract. The Contractor shall use only approved pesticides as stated in AFMAN 32-1053, Integrated Pest Management Program. All herbicides are defined in DoD and Air Force documents. The
Contractor shall comply with current federal, state, local, DoD, and Air Force regulations, plans, and policies. 1.1.12 LAWN RENOVATION
The contractor shall renovate lawns in improved grounds as identified by the CO or COR. This work will be issued via a separate work order. Renovate deteriorated lawn area to match surrounding areas.
1.1.13 PRUNE SHRUB, HEDGES AND OTHER PLANTS
The contractor shall prune/trim shrubs and other plants to maintain their natural growth characteristics to enhance the beauty and health of the plant. Hedges shall be maintained to their natural mature height and shape. Shrubs, plants, hedges, and ground cover/vines shall be pruned/trimmed 3 inches away from buildings, fences, curbing, sidewalks, and other fixed obstacles. All ground cover and plants shall be kept within the bed borders. All plants around landscape and ground lights shall be pruned/trimmed to allow light usage for its intended purpose. Shrubs and hedges located on street corners, curb easements, etc. shall be pruned/trimmed to keep from obstructing view of oncoming traffic. Areas beneath shrubs and hedges shall be kept free (clean) of all grass, weeds, vegetation, and debris.
1.2 MAINTAIN SEMI-IMPROVED GROUNDS
Semi-improved grounds are identified in Appendix A and B.
1.2.1 MOW
The contractor shall maintain grass and weed heights between 4 and 10 inches in all semi-improved grounds areas. Maintain a uniform appearance in all areas. Where possible, maintain adjacent areas at or near the same vegetative heights.
1.2.2 EDGE
The contractor shall edge sidewalks, driveways, street edges, curbs, and other hard surfaced areas located within the improved grounds so that grass height matches surrounding area grasses. Edging shall include removal of vegetation from expansion joints and cracks in sidewalks, driveways, curbs and other hard surfaces. Grass, vegetation and weeds shall be cut back no more than ½-inch from the surface edged, maintaining an even contour with the edged surface, uniform in appearance and free of scalping, rutting, and uneven or rough cutting.
1.2.3 TRIM
The contractor shall trim grass and weeds around trees, shrubs, buildings, fences, poles, fire hydrants, parking lots bumper blocks, boulders, and other fixed obstacles and temporary obstacles/objects on semi - improved grounds.
Trimming height shall match surrounding area grass height. All areas shall be trimmed concurrent with mowing.
1.2.4 PERIMETER FENCE LINE
The contractor shall maintain a 3ft wide strip on each side of the perimeter fence (6ft. total) where feasible by mechanical control methods. The contractor shall maintain these fences free of vegetation. Any vegetation growing in/through the fences shall be mechanically removed but, may be treated by applying herbicides prior to mechanical removal with approved herbicides in a 6 inch swath on the interior and exterior of the fence line. Use of soil sterliant products are not authorized. Application of non-selective herbicides to control grass, weeds and vegetation along fence lines, shall only be allowed with COR approval. The contractor shall minimize the width of the application to prevent excessive brown areas around obstacles. Application of herbicides shall comply with all provisions in paragraph 1.1.4., 4.3.3., and 4.3.4. The fence line is identify in Appendix A and Appendix B-7.
1.3 MAINTAIN BIRD AREA STRIKE HAZARD (BASH)
BASH Areas are identified in Appendix A and Appendix B.
1.3.1 MOW
Grass and weeds shall be maintained between 7 to 14 inches when measured from the ground to the highest point on the plant. Note: “vegetative cover” includes any and all plant species found on the airfield. All vegetative cover shall not be shorter than 7 inches in height to prevent dust and debris on the airfield and shall not exceed 14 inches in height. Vegetative cover over 14 inches will attract ground nesting birds as well as provide cover and food for rodents, birds, and larger animals such as deer, turkey and coyotes. Approved plant growth regulators may be used to reduce mowing frequency and must have approval prior to use and must be applied according to the label directions. The use of growth regulators does not relieve the contractor of the requirement to maintain the vegetative cover at the contract height. The contractor shall begin mowing operations at the active runway paved surface and move away from active runway to the outermost area. This causes insects and animals to move away from the runway. The contractor shall be responsible for insuring that all foreign objects and debris produced by grounds maintenance is cleared off all taxiways, and aircraft parking aprons before leaving the work area. Any vegetative cover in drainage ditches on the airfield must also be maintained between 7 to 14 inches and may also be treated with an approved Aquatic herbicide by an applicator with a State of Delaware category 5A Aquatics category certification. The contractor will not operate equipment in or near drainages such that ruts, bare areas or runoff is created. If grounds near drainages are too saturated to operate standard mowing equipment, the contractor will employ alternate, low impact techniques such as boom-type mowers or string trimmers. In the event of heavy rainfall, the contractor must avoid mowing saturated soils if doing so would cause rutting or excessive soil compaction. If saturated areas are encountered, the contractor will notify Airfield Management and the COR in writing which areas were deliberately skipped and when re-evaluation will occur. Although rain delays are inevitable, the contractor must be prepared to increase the number, duration, and/or frequency of mowers on the airfield to rapidly correct noncompliant areas once conditions permit if any previously saturated areas have grown out of limits as this poses a significant risk to aviation safety. Requirements and standards for maintaining grounds in areas identified as BASH is reflective in AFI91-212, Bird/Wildlife Aircraft Strike Hazard
(BASH) Management Program, dated 31 May 2018.
1.3.2 AIRFIELD LIGHT FIXTURES AND NAVAIDS
The contractor shall maintain a 10 foot wide path between 4” and 6” in height around the perimeter of the airfield pavement to include trimming around runway and taxiway lights and other fixed obstacles and temporary obstacles/objects. This service also includes the requirement, grass, vegetation and weeds shall not extend over the edge of concrete, pads, taxiways, runways, and paved or asphalt areas. In addition, vegetative cover is not to exceed 7 inches within 10 feet surrounding all airfield navigation aids or visual aids or visual navigation facilities
(e.g. instrument landing system, tactical air navigation, lighting, signage, etc.) regardless of their location within the Aircraft Movement Area. Dover AFB has a TACAN and an Instrument Landing System (ILS). IAW DAFBI
13-204, dated 23 September 2020, the area around the TACAN Antenna should be clear and reasonably smooth.
Clusters of small trees, dense vegetation and shrubs are not allowed within 1,000 feet of the facility. For the
(ILS), the 436 OG/CC will identify precision approach critical areas on an airfield diagram in the base airfield operations instruction. Area(s) shall be defined to include the dimensions of the area to be protected. IAW FAAO
6750.16C and 6750.49A, vegetation growth shall not be permitted to exceed 12 inches in height in the ILS critical areas within 2,000 feet of the localizer and 800 feet from the glide slope antennas. The identified areas for the
TACAN and ILS systems will be identified on Appendix B-1.
1.3.3 HERBICIDES
The Contractor shall follow the DAFBI 91-212 BASH plan to minimize seeds and flowers that attract insects/birds. The CO/COR to review and approval the timing and frequency of herbicide products. The
Contractor shall use only approved products as stated in AFMAN 32-1053, Integrated Pest Management Program.
All pesticides, herbicides, and rodenticides are defined in DoD and Air Force documents. The Contractor shall comply with current federal, state, local, DoD, and Air Force regulations, plans, and policies. The contractor shall comply with all applicable parts of 29 Code of Federal Regulations (CFR) 1910, Labor, Occupational Safety and
Health Standards, 29 CFR 1925, Labor, Safety and Health Standards for Federal Service Contracts, 40 CFR 150-
189, Protection of Environment, Pesticide Program, and 49 CFR 171, Transportation, General Information, Regulations, and Definitions. The Contractor shall ensure that all workers have current state certification for the pest control services being performed. The Installation Pest Management Consultant or designated representative through the COR must approve all herbicides prior to use.
1.3.4 AIRFIELD COORDINATION
The contractor shall coordinate all activities on the airfield by contacting Airfield Management. Work will be accomplished only after Airfield Management has approved scheduled times.
1.3.5 FLIGHT-LINE DRIVERS
The Contractor, before starting work, shall receive a briefing from the Airfield Management and the Safety Office.
The briefing will review airfield driving and safety requirements. Additional local safety precautions related to the work under this contract will also be addressed. All Contractor vehicle operators, before driving on the flight line, shall obtain training from airfield management on standard flight line procedures and become familiar with the particular hazards involved. Vehicle Operations: Individuals that will operate a vehicle on the flight line shall receive driver's training from airfield management prior to starting work. Careful attention and strict adherence to the training will prevent accidental damage to aircraft and possible injury to both flight and ground personnel.
Vehicle operations within the controlled movement area (CMA) are under the control of tower personnel. Control tower radio instructions shall be observed and obeyed by vehicle operators at all times while performing work on the airfield. The Contractor shall assign the Government furnished radio to one of his personnel on the airfield whose responsibility shall be to maintain contact with control tower personnel and coordinate all Contractor movement on the airfield. The contractor shall check in with airfield management each morning, to state the location and type of work to be performed on the airfield and at the end of the day to advise airfield management work is completed for the day so airfield management can check the construction site for compliance with UFC, ETL and AFI for construction site marking, lighting, obstruction clearance and Foreign Object Damage (FOD) potential. Airfield Barricades: Barricades shall comply with UFC, ETL and AFI guidance. Barricades shall consist of reflective orange and white low profile (preferred method), barrels, or similar devices listed in ETLs or
AFIs. Maximum spacing of barricades is 50 feet, with two amber-yellow lights on each barricade. Spacing requirements are found in ETLs. All barricades shall be either anchored or of sufficient mass to retain an established position where they are placed, in all types of weather conditions. Flashing lights shall be at least 5 candelas effective intensity and flash at a rate of 55 to 75 flashes per minute. Continuous burning lights must have an effective intensity of 10 candelas. While driving on the airfield, if any hazards or safety issues are identified, reports these issues to Airfield Operations.
1.3.6 AIRFIELD TOWER COMMUNICATIONS
The contractor shall be radio-equipped to maintain constant two-way radio contact with the control tower and
Airfield Management when operating near runways, overruns, and taxiways. The contractor shall maintain contact with the control tower when operating on or within 150 feet of the runway. The contractor shall provide all communication equipment required for this contract. The government shall provide the transceiver frequency to the contractor. All equipment shall be VHF type with a minimum five-mile range and shall have private line capability. The contractor shall be responsible for any changes to radio types that the base makes in the course of this contract, i.e. frequency changes. The contractor shall respond immediately to the directions of the Air Traffic
Control tower personnel.
1.4 MAINTAIN UN-IMPROVED GROUNDS
Un-improved grounds are identified in Appendix A and B. The contractor shall maintain grass and vegetation in un-improved grounds to prevent woody encroachment. The contractor shall mow un-improved grounds once per year to a height not below 7”.
1.5 MAINTAIN VEGETATIVE BEDS, INERT BEDS, ROCK BEDS AND RELATED AREAS
The contractor shall maintain vegetative beds, inert beds, rock beds, and related areas as identified in Appendix A and Appendix B-4 to present a neat and professional appearance. Beds will be maintained from April through
October. Maintenance activities may include but are not limited to fertilizing, watering, weeding, mulching, and repairing or replacing of damaged plants and shrubs. When replacing plants, shrubs, and performing repairs, conform to good Xeriscaping practices for the area. Herbicide treatments in these areas requires a State of
Delaware category 03 Ornamental and Turf category certification.
1.6 MAINTAIN SURFACE DRAINAGE DITCHES
The contractor shall maintain surface drainage ditches to be free of shrubs, trees, silt and trash to prevent erosion and ensure continuous flow of water. Drainage ditches to be maintained are identified in Appendix A and
Appendix B-5. Herbicide treatments in these areas requires a State of Delaware category 5A Aquatics category certification.
1.7 PERFORM SNOW/ICE REMOVAL
The contractor shall clear snow and ice from all identified sidewalks, steps, stairs, landings, and entrance ramps at facilities identified in Appendix A and Appendix B-6. The contractor shall ensure a pathway of 3 feet wide is free of snow accumulation, piles, or drifts by removing all snow and ice from sidewalks, steps, landings, and entrance ramps. The Snow in Priority 1 areas (Appendix G), shall be removed when accumulation exceeds one (1) inch or within one (1) hour after snowfall stops. For areas identified as Priority 2 (Appendix G), the contractor shall remove snow when accumulation reaches 3 inches or within 2 hours after the snowfall stops. This may require multiple snow/ice removals each day.
1.7.1 BASIC SERVICES

The contractor shall provide ice control by pre-treating thoroughfares to provide secure footing by ice control operations or by sanding with sand meeting material gradations IAW ASTM, Standard Specification for Woven

1.7.3 SAND BARRELS (RESERVED)
1.7.4 OPERATIONS
The COR or Civil Engineer Snow Control will direct the implementation of snow removal operations to begin no matter what time of day to include after normal base duty hours. The POC from the contractor will report to snow control located in facility 922 within 30 minutes after being call to work the priorities for this event. Priorities can change for each event depending on the time of day or even the day that the snow fall occurs. The contractor can contact Base Weather at 302-677-
4170.
1.8 SPECIAL REQUIREMENTS
All work under this section shall be executed via a work order by the CO or COR (except for whereas, referring to, “the contractor shall identify ……”). The contractor shall be responsible for removing all debris generated from all trees related operations. All non- emergency work order shall be completed within five (5) workdays from the work order date unless noted otherwise within subsections.
1.8.1 TREES
The contractor shall identify trees that pose public safety hazards or threats to structures/buildings. These hazards include minimum safety clearances, which are: 14 feet over streets, 12 feet over driveways, 8 feet over walk areas, 4 feet over buildings, and 1 foot from buildings.
Topping and de-horning are not permitted. Trimming or pruning of trees that touch or hang over energized utility poles or power lines is the responsibility of the contractor. Minimum clearance from primary lines (over 600 volts) shall be 8 feet. Minimum clearance from secondary lines (under 600 volts, i.e. electric service drops, telephone, and cable TV) shall be 4 feet.
1.8.1.1 TREE CARE
The contractor shall brace, cable, guy (to keep tree vertical), and deep water all damaged trees after identification.
The contractor shall remove all guy wires, cables, straps, and stakes when the trees remain vertical (normally, after one growing season). The contractor shall adjust wires, cables, and straps as required, to prevent girdling.
1.8.1.2 TREE STANDARDS
The contractor shall perform all tree work in accordance with contract specifications and the following tree care standards, latest addition, unless otherwise directed by the CO.
• ANSI A300 - Standard Practices for Tree Care Operations including referenced Combined Federal
Regulations (Utility Pruning and Emergency Service Restoration)
• ANSI A300 (Part 1) – Tree Pruning
• ANSI A300 (Part 3) – Tree Support Systems (Cabling, Bracing, and Guying)
• ANSI Z60.1 – American Standards for Nursery Stock
• ANSI Z133.1 – Safety Requirements for Tree Care Operations
1.8.1.3 EMERGENCY SPOT PRUNING/TRIMMING
The contractor shall complete an emergency spot pruning/trimming within one (1) workday from the work order date. Typically, emergency spot pruning/trimming includes removal of dead and/or broken limbs or removal of limbs for required clearances.
1.8.1.4 TREE AND STUMP REMOVAL
The contractor shall perform stump and perimeter roots removal by completely removing, by cutting and grinding all growth to a minimum of 8 inches below grade. Stumps shall be ground within one (1) workday of the work order. Stump-grinding debris shall be removed the same day grinding is performed. The Contractor shall backfill with topsoil, and lay sod to match the existing ground grade and the type of grass. The Contractor shall maintain the patch area IWA manufacturer’s recommendation until the grass has become established.
Trees identified for removal shall be considered within the following categories, Large, Medium, Small and
Sapling, as based on their diameter. The diameter of the tree shall be determined by measuring 4.5 feet above the ground. Trees with multiple trunks shall be measured as follows: All trunk diameters shall be measured. The largest trunk diameter shall be recorded. Each remaining trunk diameter shall be halved. All values will then be added together to obtain the final tree diameter.
• Large Trees: Diameter 36” and above, remove within 10 workdays from the work order date.
• Medium Trees: Diameter 24” to less than 36”, remove within 10 workdays from the work order date.
• Small Trees: Diameter 3” to less than 24”, remove within 5 work days from the work order date.
• Saplings: Diameter 3” and smaller, remove within 2 workdays from the work order date.
1.8.1.5 EMERGENCY TREE AND STUMP REMOVAL.
The following timeframe shall be apply for emergency tree and stump removal by the contractor:
• Large Trees: Remove within 2 workdays from the work order date
• Medium Trees: Remove within 2 workdays from the work order date
• Small Trees: Remove within 1 working day from the work order date
1.8.2 EMERGENCY AND SPECIAL EVENTS SERVICES
Upon notification of an emergency, the contract manager shall respond within one (1) hour to meet with the CO and government evaluator and initiate emergency services. Upon receiving direction by the contracting officer, contractor personnel shall begin emergency work within two hours. Oral work orders for emergency services to minimize damages or mitigate hazardous conditions will be confirmed with written work orders.

The contractor shall upon notification by the CO or COR through the issuance of a work order, perform planting of trees, shrubs, and vegetative beds to include but not limited to: removal and disposal of trees, shrubs, or vegetative beds being replaced; and performance of maintenance after planting to include watering, pruning, and insect and disease prevention to promote survivability.
2 SERVICE SUMMARY
The contract service requirements are summarized in performance objectives that relate directly to mission essential items. The performance threshold briefly describes the minimally acceptable levels of service required for each requirement. The Services Summary (SS) and the contractor’s Quality Control Plan provide information on contract requirements, the expected level of contractor performance and the expected method of government validation and confirmation of services provided. These thresholds are critical to mission success. Procedures as set forth in the FAR 52.212-4 (a), Contract Terms and Conditions - Commercial Items, Inspection/Acceptance, will be used to remedy all deficiencies. During the first initial 30 days of the contract, one additional error on each service summary performance objective shall be allowed in an effort to identify normal phase-in problems.

2.1 QUALITY CONTROL
The contractor shall provide a written description of the quality control system to include identification of the commercial practices and procedures to be used, such as those of the Professional Grounds Management Society
(PGMS), Tree Care Industry Association, American Society of Landscape Architects, the American National
Standards Institute (ANSI), and local Extension Offices of the Federal Cooperative Extension Service. Include the inspection system requirements of FAR 52.246-4 in this document. The contractor shall develop and implement procedures to identify, prevent, and ensure non-performance and continual repeat of defective service does not occur. A written Quality Control Plan shall be submitted to the contracting officer for review and feedback. The plan shall be submitted no later than the pre-performance conference. The plan shall specifically address the contractor’s strategy to provide quality workmanship, continual process improvement and for correcting deficiencies as required.
2.2 QUALITY ASSURANCE.
The government shall inspect and evaluate the contractor’s performance to ensure services are received in accordance with requirements set forth in this contract. The CO or COR shall inspect by validating actual work performance, physically checking an attribute of the completed task, checking a management information report, investigating customer complaints, conferring with facility managers, or otherwise inspecting the task or its results to determine whether or not performance meets the standards contained in this PWS. The CO or COR will use the contractor’s work schedule or modified version thereof, to record validation results. Results of the validation then become the official Air Force record of the Contractor’s performance. When a performance threshold has not been met or contractor performance has not been accomplished, the COR will initiate and provide the Contracting
Officer a Letter of Concern for issuance to the contractor. The contractor shall respond to the Letter of Concern
IAW instructions provided and return it to the Contracting Officer within 1 calendar days of receipt.
2.3 PERFORMANCE ASSESSMENT
2.3.1 PERIODIC VALIDATIONS
This method requires the COR to employ a “spot check” style of evaluation. Periodic validations will be conducted on a scheduled basis (daily, weekly, monthly, quarterly, semi-annual or annually) and may be adjusted, based on quality trends. All inspections shall be recorded on a Performance Assessment Report (PAR) and issued to the contractor. The contractor shall re-perform any defects identified in the PAR in accordance with the
Service Summary. Failing to meet the performance threshold as outlined in the SDS for any of these performance objectives in any one month period shall result in a warning or letter of concern from the CO. Failing to meet the performance threshold as outlined in the SDS of these performance objectives in any combination for any two or more consecutive or non-consecutive months during a contract period shall constitute an immediate progress meeting with the Multi-Functional Team. All remedies shall be in accordance with the FAR 52.212-4 (a), Contract
Terms and Conditions - Commercial Items, Inspection/Acceptance.
2.4 PERIODIC PROGRESS MEETINGS
The CO, COR, contractor, and other government personnel as appropriate will meet at a minimum at the start of each period of performance and on a case by case basis to discuss the contractor’s performance. The following issues could potentially be discussed:
- Opportunities to improve the contract
- Any modifications required of the contract
- Unsatisfactory inspections and trends against each performance objective observed
- Positive performance
- Steps taken by the Contractor to prevent unsatisfactory occurrences in the future.
The host of the meeting will produce written meeting minutes and distribute to all parties in attendance. All parties will have 3 business days to add any additional input to the meeting minutes if they deem it is necessary. Any non-concurrence of the meeting minutes shall be provided in writing with justification.
3 GOVERNMENT FURNISHED PROPERTY AND SERVICES
3.1 FACILITIES
The government will provide the facilities identified below for contractor use in support of the requirements of this contract. The facilities are provided “as is.” Obtain CO approval in advance of making any changes to the facilities. Such changes will be at no cost to the government unless otherwise approved by the CO. The contractor shall ensure facilities are maintained in a neat, clean and professional manner. The CO reserves the right to reallocate and relocate assigned facilities during the term of the contract. Upon completion or termination of this contract, or upon such reallocations or relocations, the contractor shall return facilities to the government in the same condition as received, fair wear and tear and approved modifications.
3.1.1 INTERIOR SPACE
Approximately 4,368 square feet of equipment storage space and 144 square feet of office space, is provided at
Bldg. 650. Restroom is available within this facility.
3.1.2 EXTERIOR SPACE
Approximately 24,600 square foot of exterior space for equipment, is provided near Bldg. 650.
3.2 UTILITIES
The Government will furnish electricity, water, and sewage as necessary for accomplishment of work in accordance with this contract. All facilities do not receive the same utility services. The Contractor shall not change or modify any utility system or component; or connect any Contractor property, equipment or system without prior CO review and approval. The contractor shall practice energy conservation in the Government provided facilities.
3.3 MATERIALS
No government materials will be provided. Contractor is responsible for providing for all fueling capabilities.
3.4 SECURITY, FIRE, AND MEDICAL SERVICES
The Government will provide police and fire protection. In the event of a medical emergency, base ambulance service for transporting an injured employee to a local hospital is available on a cost reimbursement basis.
3.5 TELEPHONE
The Government will provide one telephone line in the Government provided facility for contractor use in making local commercial calls and on base calls in support of contract requirements. Long distance calls and toll calls are not authorized on government phones.
