Solicitation No: FA483024Q0001 Requirement: CATM Range Maintenance

This is a combined synopsis and solicitation for commercial services prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and A WRITTEN SOLICITATION WILL NOT BE

ISSUED.

Section A:

I. The solicitation number for this procurement is FA483024Q0001 and it is issued as a Request for Quotation (RFQ).

All References to “Offer” or “Offeror” in the clauses and provisions incorporated below are deemed to have the meaning of “Quotation” and “Quoter” respectively. Any quotation received in response to this RFQ is not binding until the Contractor either signs the purchase order issued at time of award or begins performance.

II. This RFQ and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2023-05, DFARS Publication Notice (DPN) 2023-09-29, and Department of the Air Force Acquisition Circular (DAFAC) 2023-0707.

III. In accordance with FAR 52.219-1 the North American Industry Classification System (NAICS) is 811310. The small business size standard is $12.5M.

IV. The Government intends to evaluate quotations and award a single contract without discussions with Quoters; therefore, the Quoter’s initial quotation should contain the Quoter’s best terms from a price and technical standpoint. The Government does reserve the right to conduct discussions if deemed by the Contracting Officer to be in the best interest of the Government.

V. This acquisition will be set-aside 100% for Small Businesses in accordance with FAR 19.502- 2(a).

Section B:

I. Description: The purpose of this RFQ is to acquire inspection, maintenance, and repair services for Combat Arms Training and Maintenance (CATM) ranges at Moody Air Force Base, GA in accordance with Attachment 3, Performance Work Statement (PWS).

II. FOB Point: Destination (Moody Air Force Base, GA)

III. Period of Performance: The resulting contract from this RFQ will contain a twelve (12) month base period beginning 01 April 2024, and four (4) one (1)-year option periods.

Base Year: 01 April 2024 through 31 March 2025 Option Year 1: 01 April 2025 through 31 March 2026 Option Year 2: 01 April 2026 through 31 March 2027 Option Year 3: 01 April 2027 through 31 March 2028 Option Year 4: 01 April 2028 through 31 March 2029

IV. All quoters must be System for Award Management (SAM) registered and the online representation and certification in SAM must be completed. Information concerning SAM requirements may be viewed via the internet at https://www.sam.gov or by calling (866) 606- 8220, or (334) 206-7828 for international calls.

V. The attached Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and Department of the Air Force Federal Acquisition Regulation Supplement (DAFFARS) clauses apply to this RFQ and will be incorporated into the resulting contract. All clauses may be viewed in full text via https://www.acquisition.gov.

VI. The Certificate of Compliance with Insurance Requirements at Attachment 13 also applies to the RFQ and must be submitted with the quotation in order to be considered for award.

VII. Response Time: Quotations will be accepted electronically no later than 2:00 PM EST on Tuesday, 28 November 2023. All quotations shall be marked with the RFQ number and title.

It is the Quoter’s responsibility to ensure the quotation is received by the Government by the established due date and time, and to check https://www.sam.gov for amendments to this RFQ.

Late quotations will not be accepted.

VIII. The provision at FAR 52.212-1, Instructions to Offerors - Commercial Items, applies to this acquisition.

IX. Quoters rejecting the terms and conditions of this RFQ may be excluded from consideration.

Section C:

I. Quotations shall contain the following basic information:

-Acknowledgement of all solicitation amendments (if applicable)

II. Quotations shall also include the following required documentation in their submission, which will be submitted as 3 separate volumes:

Volume 3: Past Performance (PP) Attachment 18: Past Performance Information (PPI)

a) Volume 1, Pricing:

Quoted prices must be submitted using the Price Schedule at Attachment 14 and must be submitted in Microsoft Excel format. Quoters shall insert unit prices in the worksheet, rounded to the nearest cent (for example: $0.02, not $0.0231). Note: Department of Labor (DOL) Wage Determination 2015-4493, Rev. 22, dated 03 August 2023 (Attachment 4) applies to this requirement.

b) Volume 2, Technical:

The Quoter must submit a technical approach that clearly demonstrates a complete and realistic plan to meet the requirements in accordance with the PWS (Attachment 3).

Legibility, clarity, and coherence are very important.

The entire technical approach shall not exceed 25 pages, not including the cover page, in a font size no smaller than twelve (12). Any pages beyond page 25 will not be evaluated.

The Quoter shall not exceed the allowable page limit for each subfactor.

i. Subfactor 1, Technical Approach (Not to Exceed 10 Pages): The Technical Approach shall not simply rephrase or restate the PWS or contain general statements such as "Standard procedures will be employed.” The Technical Approach shall provide convincing rationale addressing how the technical portion of the quotation meets the requirements of this RFQ as well as the specific deliverables outlined in the PWS.

The Technical Approach shall also include a mobilization/transition phase that outlines how the Contractor plans to phase-in to begin work on this contract.

(Note, this is separate from the Transition Plan that is due no later than the Pre- Performance Conference, which contains additional information; reference Appendix C, Contract Data Requirement List).

ii. Subfactor 2, Quality Control Plan (Not to Exceed 10 Pages): The Quality

Control Plan shall specifically address the Contractor’s strategy to provide:

-Quality Workmanship -Continual Process Improvement -How deficiencies will be corrected

iii. Subfactor 3, Preventative Maintenance and Inspection (PMI) Plan (Not to

Exceed 5 Pages): The PMI Plan shall specifically address the Contractor’s:

-Schedule of all required inspections, tests, and services necessary to maintain all bullet traps in a fully functional condition

-Estimated annual schedule of all preventative maintenance to be performed by the Contractor for each bullet trap system

c) Volume 3, Past Performance:

The Contractor may submit no more than three (3) past performance references.

References should be for services similar in scope to this requirement that have occurred within the last five (5) years prior to the closing date of this RFQ. A Past Performance Questionnaire (PPQ) template is included at Attachment 17 for the Quoter to send to references, and a Past Performance (PPI) template is included at Attachment 18 for the Quoter to complete and submit as part of the Past Performance Volume.

References for past performance shall include:

-A point of contact, their phone number, Email address, name of the company/ organization -Contract number (if applicable), initial contract cost, and period of performance

Section D:

I. Evaluation: In accordance with FAR 52.212-2, Evaluation-Commercial Items, the Government will award a contract to the Quoter whose quotation is judged to represent the best value to the Government based on Price, Technical Factors, and Past Performance.

II. Basis for Contract Award: This is a competitive, best-value continuum using the Lowest Price Technically Acceptable (LPTA) source selection process.

Technical elements and Past Performance will be evaluated as acceptable or unacceptable for each quotation.

III. Evaluation Approach:

a) All quotations will be evaluated for responsiveness. Responsiveness is determined by verifying compliance with FAR 52.212-1 and information contained within this RFQ.

b) All responsive quotations will be ranked, by price, from the lowest to the highest

Total Evaluated Price (TEP). A Quoter’s TEP is depicted in Attachment 14, Price Schedule. The TEP is comprised of the total contract value (base and all options) plus the 6-month option available at FAR 52.217-8, Option to Extend Services. Pricing for FAR 52.217-8 is determined by taking the total “amount” of the final option year and dividing it by two (2).

c) Technical evaluations will start with the lowest TEP quotation and continue until two

(2) Quoters are determined to be technically acceptable, or until all Quoters have been evaluated.

d) The Quoters determined to be technically acceptable will then be evaluated for past performance until two (2) technically acceptable Quoters have been determined to have acceptable past performance. Steps (c) and (d) will continue until two (2) Quoters have been determined acceptable in both technical and past performance, or until all Quoters have been evaluated.

e) The Government will make a determination of price fair and reasonable.

IV. Evaluation Factors for Award:

Price

a) Initially, Quoters shall be ranked from lowest to highest TEP, as previously defined.

b) For evaluation purposes, FAR 52.217-5, Evaluation of Options, applies to this evaluation. To evaluate the impact of clause FAR 52.217-8, the pricing proposed for option four (4) will be utilized to calculate a six (6) month extension price. Evaluation of options will not obligate the Government to exercise the option(s).

c) The TEP will be evaluated to determine whether it is reasonable. A reasonable price/cost represents a price/cost that provides best value to the Government, considering market prices, the technical and functional capabilities of the Quoter, and risk.

Additionally, the Government reserves the right to, but is not required to, conduct a price realism analysis on quotations that appear to be exceptionally low and not supported by the Quoter's technical approach. In instances where a Quoter’s proposed price(s) appear exceptionally low, Quoters may be requested to address this disparity by providing evidence of their capability and/or performance at similar price(s). The burden of proof as to price credibility rests with the Quoter. An exceptionally or unrealistically low quotation that is left unexplained may pose an unacceptable risk to the Government and may be a reason to reject the quotation.

d) The Government anticipates adequate price competition and intends to award a contract without discussions with respective Quoters. The Government, however, reserves the right to conduct discussions if deemed in its best interest.

Technical

a) The Quoter’s technical approach will be evaluated as either “Acceptable” or

“Unacceptable” for each subfactor.

Acceptable: Defined as “required documents clearly meet the minimum requirements of the solicitation.”

Unacceptable: Defined as “required documents do not clearly meet the minimum requirements of the solicitation.”

b) The technical volume is comprised of three (3) subfactors, as noted in Section C, Item

II above. An overall technical volume rating will be assigned; failure to be assigned an acceptable rating in any technical subfactor will render the entire technical volume unacceptable and, therefore, ineligible for award. Only those quotations determined to be technically acceptable, either initially or as a result of discussions, will be considered for award; however, the Quoter is reminded that the Government reserves the right to award this effort based on the initial quotation, as received, without discussions, and may conduct discussions with all, some, or none of the Quoters.

Past Performance

a) The Government will seek recent, relevant past performance which will be evaluated on an Acceptable/Unacceptable scale as defined below. Information will be based on one (1) past effort provided in the quotation utilizing Attachment 18 and two (2) data independently obtained from other Government or commercial sources in order to determine the Quoter Acceptable/ Unacceptable.

Acceptable: Based on the Quoter's performance record, the Government has a reasonable expectation that the Quoter will successfully perform the required effort, or the Quoter's performance record is unknown.

Unacceptable: Based on the Quoter's performance record, the Government has no reasonable expectation that the Quoter will be able to successfully perform the required effort.

b) An assessment of the past performance information will be made to determine if it is recent. Recent contracts are contracts which have been performed within the last five (5) years from the date of the issuance of this RFQ.

c) Relevant performance includes performance efforts involving requirements/contracts that involved similar scope/complexity, magnitude of effort, contract type, and contract environment this RFQ requires, as identified in the table of Relevancy Definitions below:

d) In the case of an Quoter without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the Quoter may not be evaluated favorably or unfavorably on past performance IAW FAR 15.305(a)(2)(iv). Therefore, the Quoter shall be determined to have unknown past performance. In cases of unknown or neutral past performance, in the context of acceptability/ unacceptability, a neutral rating shall be considered acceptable.

Section E:

I. A site visit will be held on Monday, 30 October 2023 at 9:30 AM EST. Visitors shall arrive at the Moody AFB Visitor’s Center no later than 8:45 AM EST for processing and then will drive to the following address:

All interested Quoters should complete and return the attached base pass request form (Attachment 12) and return to the Contract Specialist and Contracting Officer noted in Section B, Item VII of this RFQ no later than Friday, 27 October 2023 at 9:00 AM EST.

II. Questions and Answers: All questions pertaining to this RFQ must be submitted via Email using the Official Questions Form (Attachment 15) and must be submitted no later than 5:00 PM EST Tuesday, 7 November 2023.

Answers to all official questions will be posted via amendment to https://www.sam.gov no later than Monday, 13 November 2023.
